Smart city specialized complexes will be created in areas that are likely to grow into smart city industrial bases. On the 1st, the Ministry of Land, Infrastructure and Transport announced that the "4th Smart City Comprehensive Plan for 2024-2028", which includes such contents, was confirmed at the deliberation of the National Smart City Committee held on the 30th of last month.
The Smart City Comprehensive Plan is the best legal plan in the smart city field established every five years under the Smart City Act. It will be established after deliberation by the National Smart City Committee, which consists of 24 members, including the Minister of Land, Infrastructure and Transport, the vice ministers of related ministries, and private members.
According to the plan, the government will promote four strategies: spreading a sustainable spatial model, establishing an artificial intelligence (AI) and data-oriented city base, creating a private-friendly industrial ecosystem, and promoting overseas expansion of "K-smart cities" with the aim of "implementing a smart city of coexistence and leap forward between cities and people."
First of all, we will develop a solution in connection with the data hub of metropolitan local governments. The data hub is a platform that supports data-based city operation by collecting and analyzing various city information such as transportation and environment. In addition, the government also included in the plan to mandate the use of more than 35% of the total project cost in the climate crisis response and digital inclusion sectors, and to intensively distribute smart solutions to endangered cities.
In particular, in order to create a private-friendly industrial ecosystem, the government will create a smart city specialized complex where companies can promote research and demonstration together in areas where smart city industrial bases are likely. To this end, the government plans to create a convenient empirical environment and establish a private-led investment environment through special cases of new industry regulations and land use regulations.
Pre-consultation will be introduced into the 'K-City Network Project' to advance into K-smart cities abroad. The government's K-City Network project, which has been implemented since 2020, is aimed at helping domestic companies export by supporting the establishment of smart city plans, feasibility studies, and local demonstration of smart solutions developed in Korea to foreign cities that want to create smart cities by applying the Korean smart city model. In the future, the government will provide customized services to countries with high demand for smart cities such as Vietnam and Indonesia, and expand cooperation with leading countries such as the European Union (EU) and the United States.
Meanwhile, the committee decided to grant regulatory special cases to the Samsung Medical Center consortium's "self-driving wheelchair patient transfer service equipped with real-time monitoring functions" and the Daegu Transportation Corporation's "demonstration of Daegu-type demand-response (DRT) operation" at a deliberation on the 30th of last month. As a result, the technology has been released from regulations and has a chance to demonstrate.
Based on this comprehensive plan, we will focus on advancing excellent K-smart city technology into foreign countries and revitalizing the industrial ecosystem, said Jung Woo-jin, an urban policy officer at the Ministry of Land, Infrastructure and Transport. "We will continue to innovate through smart city regulation sandboxes and quickly complete national pilot cities to create smart cities that the people can feel."
