
Incheon Smart City Corp. Pioneers Sustainable Urban Models across Incheon
Incheon Smart City Corp., a pioneer in smart city implementation, is creating a sustainable future city model through various innovative projects. As the only specialized smart city investment agency in Korea, fully funded by Incheon Metropolitan City, Incheon Smart City is expanding a smart city ecosystem across Incheon, encompassing transportation, safety, environment, and urban regeneration, focusing on data-based services and citizen-oriented, life-friendly services.
The core of a smart city is data. Incheon Smart City is establishing a system to provide customized services for citizens by collecting and analyzing data generated throughout the city. For instance, by introducing an intelligent transport system (ITS), they analyze real-time vehicle flow at major intersections to reduce traffic congestion during commute hours. Additionally, they are expanding life-friendly services by installing IoT sensors that detect fine dust, temperature, and noise, providing real-time environmental information to citizens.
Furthermore, they are enhancing citizen safety by securing the golden time (7 minutes) in emergency clinical care through the emergency vehicle priority signal system. A total of 147 terminals have been distributed to the Incheon Fire Department and 119 rescue teams at each fire station, with system utilization rapidly expanding from 1,213 cases in 2023 to 3,961 cases in 2024.
The Wanted Automobile Scanning System (WASS), linked with the police, contributes to tracking criminal vehicles by providing information on about 160 cases monthly through 822 smart intersection cameras at 203 locations within Incheon City.
Since 2023, Incheon Smart City has been promoting the Smart Village project, introducing services such as video-based missing prevention for children and dementia patients, AI and big data-based safety monitoring, and smart healthcare services. This project provides a convenient and safe living environment while spreading a resident-participatory urban management model. Moreover, they are leading the digital transformation of old downtown areas and balanced regional development between old and new cities by establishing smart senior centers in response to the super-aged society.
The operation center based on an integrated platform plays a key role as the core hub of the smart city. Incheon Smart City manages the Integrated Operation Center of the Incheon Free Economic Zone (IFEZ), which is gaining global attention, and the Traffic Information Center, which is the core of Incheon’s transportation. The IFEZ Integrated Operation Center manages a total of 9,664 smart city facilities including crime prevention/disaster prevention, transportation, environment, and communication facilities. The Traffic Information Center manages 54,593 on-site facilities, including 1,355 related to traffic information systems and 53,238 related to traffic signal systems.
Additionally, Incheon Smart City is spearheading the “Ju-an and Bupyeong Smart Green Industrial Complex Construction Project” to transform traditional industrial complexes into intelligent advanced smart industrial complexes. It aims to build a sustainable industrial ecosystem by applying AI, IoT, and big data-based smart manufacturing, safety, and environmental systems. Upon completion of the Ju-an Bupyeong Smart Industrial Complex, it is expected to create an innovative industrial ecosystem of smart industrial complexes by integrating with the Namdong Smart Green Industrial Complex, which was completed in July 2023.
Currently, the global focus is on AI. The future direction of Incheon Smart City also lies in efficiency through the combination of smart cities and AI. For example, it involves building “AI-based integrated control through digital twin-based AI learning” by combining the currently operating control system with AI. This will lead to the development of an intelligent management system that progresses from monitoring-centered to prediction-centered, from human control to AI-assisted control, and from simple control to data fusion control, ultimately leading to control and operation optimization.
While promoting various smart city innovation projects, Incheon Smart City aims to build a sustainable smart city where people and cities, cities and technology harmonize, rather than simply introducing technology.
