The Department of Community Development, under the Ministry of Culture, Youth and Sports (MCYS), has hired IT firm Oakchem Sdn Bhd to help the department streamline its business process as part of its e-community drive.

A The department yesterday signed a contract with Oakchem for the firm to review the department’s business processes and streamline application procedures for a more efficient and transparent processing system. “Phase One of the Department’s e-community initiative … (will) streamline the department’s business process … making the work of the officers more effective and efficient, with a holistic view on the information pertaining to customers,” a statement said.

A Oakchem is a local IT company that is focused on providing e-government services.

Keith Tan, managing director of Oakchem, said that this was not the first time the company had worked with the government on such projects. “We actually did the Sistem Pengangkutan Darat (SPD) for the Land Transport Department,” he said, adding that the SPD allowed customers to conduct transactions with the Land Transport Department online to make things more efficient.

“I think what the MCYS was looking for, was a vendor with a core domain knowledge,” he said. “This means (the applicant) knows what the Ministry’s day-to-day work (is) and also good IT knowledge, so I think this combination is something I think the government is looking for.”

Tan said that the contract was purely a business process consultancy service, which would require Oakchem to look at all the business processes at the Department of Community Development, and then recommend how to streamline those processes to serve the public better. “This is a pure consultancy service so we won’t be implementing anything yet. We will just provide the expertise for now. Our contract actually is to streamline the processes for every section and make recommendations. From there, the department has to decide how they want to go forward,” he said. ” Hopefully they’ll take our recommendations to go on to the next phase … (which will) go into the actual implementation,” he said. He added that Phase Two would require the installation of hardware and software as well as training sessions for all the stakeholders.

“The e-government is like government to public transactions,” Tan explained. He noted that the company hoped to achieve significant time savings with their recommendations, and also to reduce the hassle for customers. The project is estimated to last five months. Hj Mohd Hashim Hj Md Puting, chairman of Oakchem Sdn Bhd, and Acting Deputy Secretary of the Ministry of Culture, Youth and Sports, Hj Mohd Hj Abdul Rahman signed the deal.
