Islamabad is gearing up to become Pakistan’s first fully integrated smart city. The government has announced the establishment of an AI-powered Command and Control Centre under the Smart Islamabad Initiative.
The National Information Technology Board (NITB), operating under the Ministry of IT and Telecommunication (MoITT), will lead this Rs. 708.385 million project. The initiative aims to enhance coordination among departments, streamline decision-making, and improve citywide service delivery through artificial intelligence and real-time data integration.
A Step Toward a Smarter Islamabad
The Smart Islamabad Initiative will centralise essential services. Altogether, connecting officers from multiple departments under one digital ecosystem. The fusion centre will serve as a hub for monitoring, data sharing, and emergency response.
The project is part of the government’s broader plan to digitally transform Pakistan’s urban management infrastructure. It aims to set a replicable model for other cities looking to adopt similar smart systems.
Project Details and Timeline
The Planning Division has already allocated Rs. 250 million for the project’s first phase. The government recently invited sealed bids for the conceptual design and technical execution of the Command and Control Centre.
Interested firms must be registered with both the Income Tax and Sales Tax departments and listed as Active Taxpayers with the Federal Board of Revenue (FBR). Tender documents are available free of cost on the NITB and Public Procurement Regulatory Authority (PPRA) websites.
The pre-bid meeting is scheduled for October 28, 2025, at the NITB office in Islamabad. Firms must submit their proposals by November 6, 2025, through the Electronic Procurement and Disposal System (EPADS). Technical bids will be opened the same day at NITB headquarters.
Smart Features and Broader Impact
The fusion centre will use smart devices, AI analytics, and IoT-based sensors to collect and monitor real-time data across the city. It will support decision-making for traffic management, utilities, safety, and emergency services.
Officials highlight that this initiative aligns with Pakistan’s push for digital governance and efficient resource management. By creating a central command hub, Islamabad will gain faster response capabilities and a more transparent service infrastructure.
Once implemented, the Smart Islamabad Initiative could become a national model for smart urban governance. Its scalable design will enable other major cities, like Lahore, Karachi, and Peshawar, to follow suit.
