The Dutch Government has introduced a new system, DigiD Authorise (DigiD Machtigen, in Dutch), which will enable tighter privacy in the use of citizens' Digital Identity (DigiD), it was announced on 28 February 2011. The Tax Administration (Belastingdienst, in Dutch) has been the first user of the system.

The Dutch are able to access an increasing number of online services offered by Dutch government agencies by using their DigiD. However, DigiD is as personal as the PIN of a debit card, and so it is important not to share it with others. Nonetheless, sometimes it is helpful for someone else to arrange matters on your behalf. As a result, DigiD Authorise has been introduced in order for someone to assist a citizen without needing to know that citizen's DigiD details.

The Dutch Tax Administration is the first organisation to deploy DigiD Authorise. They are trialling it with the 2010 Income Tax Return. Citizens are able to use DigiD Authorise to authorise others to act on their behalf, and to inform the Tax Administration that the other person is authorised to see the details required to do the tax return.

The Tax Administration has an authorisation code printed on the return letters. To authorise another to act on their behalf, the taxpayer gives the authorisation code to this person. The authorised person can then use this authorisation code and their own personal DigiD to do the tax return for the taxpayer.

The benefit to the taxpayer of using DigiD Authorise is that they can keep their DigiD private, while the authorised person is still able to use their own DigiD to do the tax return for them. The authorised person has access only to information needed to perform the service.

In this trial, citizens can only authorise other citizens to do their tax returns. In the future, citizens will also be able to nominate tax consultants for their tax returns, and other public bodies will deploy DigiD Authorising.

Raising awareness about DigiD has begun through advertisements at railway stations. There is also a radio campaign in which DigiD users are reminded of the importance of keeping their DigiD to themselves.

Authorising DigiD was commissioned by the Ministry of the Interior and Kingdom Relations (Ministerie van Binnenlandse Zaken en Koninkrijksrelaties, in Dutch) and is now managed by Logius, the digital government service of the Ministry. Authorising DigiD and DigiD aim to contribute to a more compact and efficient government with less bureaucracy.
