The Norwegian Agency for Public Management and eGovernment (DIFI) has started developing an improved version of Norwegian eGovernment portal 'Noreg.no' (Norway.no, in English). It is inviting the public to provide their input into this process through the dedicated blog at 'beta.norge.no'.

DIFI's plans include the integration in several phases of the personalised, one-stop self-service portal 'Miside' ('MyPage', in English) with the existing 'Noreg.no' in an aim to further structure the eGovernment portal around citizen needs and daily lives. The new Noreg.no will still be a guide to public information and services and it shall facilitate contacts between citizens and the Public Administration.

The portal celebrated its 10th anniversary and DIFI explains that time has come for its technical upgrade and its adjustment to new demands and needs. Moreover, the national communication policy places great emphasis on presenting the information targeted at the public in a holistic and coordinated manner and on enabling users to take part in shaping public eServices. At the same time architecture principles and new universal design requirements must be complied with.

The future Noreg.no will aim to present information and eServices based on people's life events. Among other things, this implies that actions chains and cross-agency procedures will be developed and made accessible. These procedures will be developed in collaboration with the responsible government agencies. For this purpose an external reference group comprising participants from the largest public-oriented agencies and several municipalities has been established. The group held its first meeting on 27 May 2010.

DIFI has decided to open the reform process to the users, for these to voice their opinions and make suggestions on how to improve the portal's content and functionalities. To this end it has established a project page with information and documents on the difi.no website and set up the project's blog - beta.norge.no. This blog will be the main forum for dialogue between management and citizens, businesses, organisations and other interested parties.
