Addressing a press conference held on the sidelines of the three-day Anti-Corruption Conference, Yousuf al-Naama, e-government programme manager, said the new services aimed to ensure transparency in government tenders and streamline the tendering process for companies wanting to do business with the Government of Qatar.
“The e-tendering services will make it easier for companies to do business with the Qatar government.
“Though the new services will be initially exclusive for ictQatar and the SAB, this will be extended to include all the government tenders,” al-Naama said, while observing that the new e-system will also be applied in the government purchases in future.
The head of the internal control office at the SAB, Badriya Khinji, said the new system of e-tendering would encourage contractors to do business with the government in a transparent way as well as save their time and effort.
“The new system will ensure the highest levels of transparency in all the government tenders,” she said.
Ali al-Kuwari, finance director, ictQatar, said ictQatar had adopted a three-year strategy to improve e-services of both health and education sectors. “ictQatar will spend a substantial sum to provide more e-services both in health and education,” he said.
The new services will be accessible through Hukoomi, Qatar online government portal www.gov.qa over the next year. ictQatar will expand these new services to additional government agencies as well as make public government tenders available on the portal.
According to the new system, companies wishing to participate in the e-tendering process should first register online through Hukoomi so that they can bid on public tenders and be invited to bid on private tenders.
To a question on the guarantees of transparency in the new system, al-Naama said that there would be complete separation between both the technical and financial aspects of the submitted bids.
“We will firstly process the technical aspects of any submitted bids. If is compatible, then will check the financial ones,” he added.
