Nelson Chamisa, Minister of Information, Communication and Technology said so far the ministry has managed to link all government ministries’ computers and all government ministries now have websites which are working and have someone updating them regularly.
E-government is the use of technologies to facilitate government operations, information and services.
“E-government is up and running in government ministries and waiting for approval from Cabinet for the ICT framework.
We cannot continue to work on e-government without the framework we need it to carry out the programme.
People will get access online not in the line,”Chamisa said.
“I cannot disclose the contents of the framework as it is still work in progress but it will work together with the ICT Bill which is ready and sufficient consultations have been done,” Chamisa said.
He said currently the ICT sector has set up infrastructure for example the fibre optic cable being laid on the Harare- Mutare Road is now at the 274km peg and will be complete by year-end.
In addition, Chamisa said this year the country has witnessed an increase in the access and utilisation of ICT services with competition being based on the services not on hardware.
Chamisa said the country is also working towards being a ICT champion by 2015 due to the relatively high literacy rate in the country and local experts in the ICT sector who are scattered all over the world.
Tendai Biti, the Finance minister said the country is 23 years behind other countries in ICT and has allocated the sector $10 million for it to upgrade its infrastructure and connectivity with a Harare- Mutare fibre optic cable being constructed to link to the sea via Mozambique.
Meanwhile the Ministry of ICT will be working together with the Education ministry to introduce the computer per classroom concept aimed to introduce computers to children in primary schools.
