Lisbon City Council has launched the portal 'Lisbon Participates' ('Lisboa Participa', in Portuguese), which promotes the civic participation of its residents in targeted projects. The portal seeks to establish a close link, communication and interaction between citizens and local authorities.

According to a communiqué released by the municipality, the portal was created with the aim to encourage civic participation on issues deemed important to the city, thus empowering stakeholders to play a full part in new ideas and projects.

Some of the initiatives that are voted on or in public consultation on the portal include the Participatory Budget for the period 2011-2012, the Local Agenda 21 or the SmartLX programme that contributes to a better quality of life in the city.

In addition, the site contains the discussion page 'Lisbon in Debate' (Lisboa em Debate, in Portuguese), which serves as an opinion sharing platform for the following projects that impact the city's future: a new administrative map of the parishes, the New Lisbon Municipal Master Plan and urbanisation plans, etc.
