On 31 May 2011, the Minister responsible for the digital economy, Eric Besson, announced that the establishment of the IDéNum consortium and the submission of the first proposals for the single multi-service digital identity certificate would occur by the end of 2011.

In February 2010, the government launched IDéNum, a programme for the creation of highly secure single electronic identity that would replace the many online identification means (including electronic certificates, passwords, logins, etc) required for using web services.

IDéNum is not only aimed at enhancing the security of the data provided by the users, it is also intended to facilitate procedures for the users of online services. Indeed, the main aspect of this project is to provide web surfers with a single pin code that will substitute the various passwords and logins they have been using to date. The entities behind the public and private online services that will receive a dedicated certification ('labellisation', in French) will be able to provide IDéNum access to their users.

Minister Besson pointed out that the establishment of IDéNum could promote broader access to a wide range of eGovernment services, and thus further simplify administrative procedures for citizens. He mentioned in particular the access to civil status records, excerpts of legal documents, birth certificates and the enrolment at university or registration for competitions.

The process of setting up IDéNum is the result of broad consultation with all the actors that provide online services. Minister Besson further informed that four major private companies expressed their "readiness to make, with the assistance of the government, the first proposals for IDéNum in the next months." Therefore, a preparatory study intended to define the modalities for the constitution of the consortium and to determine the business model was launched with these four companies.

It is worth noting that 70 companies (banks, telecommunication services providers, eBusiness companies and social networks for professionals) which at the launch of the project in 2010 had expressed their interest to take part, might join the future partners of the IDéNum consortium.
