“Smart local government units (LGUs)” will soon rise in Region 12 or Soccsksargen following the rollout of the SMART Automated Response and Tracking for Emergency Reporting (SMARTER) project, a joint initiative of the Department of Science and Technology-12 (DOST-12) and the University of the Philippines (UP).

Chinese developer Zendai Developments had high hopes of building a new R84-billion city in Modderfontein on the East Rand of Gauteng, touting it as the “New York of Africa”.

The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.
The mission had undertaken 8,064 projects amounting to Rs 1,64,811 crore in 100 cities.
"Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. As reported by states/UTs, as on 01.12.2025, the cities have been able to claim Central Financial Assistance of Rs 47,458 crore (99 per cent of the total Central share allocation)," Union Minister of State for Housing and Urban Affairs Tokhan Sahu told the Rajya Sabha in a reply to a question.

A crucial meeting of the Board of Directors (BoD) of the Aurangabad Smart City Development Corporation Limited (ASCDCL) was held at the Smart City Office recently. Several key proposals aimed at accelerating the city’s development and strengthening the corporation’s financial position were approved.
The meeting was attended by BoD including chairperson Vinita Singhal; directors police commissioner Pravin Pawar, municipal commissioner and Smart City CEO G Sreekanth; district collector Deelip Swami; independent directors Bhaskar Munde and Ulhas Gawli; Smart City deputy CEO Ravindra Jogdand; chief financial officer Uttam Chavan; and other officials.

Advanced Metering Infrastructure (AMI) supports urban decarbonisation efforts by providing accurate data. Smart cities are making significant strides, including the use of advanced metering consultants, to further their goals of lowering emissions and making cities greener.
What is AMI?
Traditional energy meters were more archaic than AMI because they required manual operation, where a worker would check the machine themselves and record the data monthly. This wastes energy on transportation and vehicle pollution. AMI delivers data digitally to companies with daily or hourly updates, providing consumers and cities with accurate knowledge of energy usage without the risk of human error.

Brazil empowers citizens through digital transformation
The expansion of 5G coverage in Brazil is happening faster than predicted. The National Telecommunications Agency (Anatel), linked to the Ministry of Communications, reports that 2019 municipalities are already covered by fifth-generation mobile communications, representing 64.94 per cent of Brazil's population. This result significantly exceeds the coverage level planned for 2027, demonstrating significant progress in the development of the 5G network.
Minister of Communications Frederico de Siqueira noted that the advancement of 5G in Brazil is the result of a targeted government policy aimed at the country's development. "Our goal is to provide quality connectivity to all regions, reduce inequality and promote opportunities through digital transformation," he stated.

Digital transformation drives increase in public service trust in Australia
Trust in the Australian Public Service is increasing due to improved digital services, greater transparency and improved service quality, Australia’s public service commissioner has said.
In his message in the State of the Service Report 2024–25, Gordon de Brouwer set out that trust in the Australian Public Service (APS) had increased by 4 points to 62% in the past year – while trust in specific services increased to 73% in 2025, compared with 71% in 2024.

Berlin, 14.08.: Workshop "Dienstleistungszentren in der Berliner Verwaltung"
Am 14.08.2009 fand in der Senatsverwaltung für Inneres und Sport Berlin ein Workshop zu Shared Service-Center (SSC) statt, der vom IfG.CC in Kooperation mit der HTW Berlin (Prof. Dr. Brüggemeier) vorbereitet und durchgeführt wurde. Ziel war es, Potenziale, Chancen und Möglichkeiten für Shared Service Ansätze in Berlin zu identifizieren und mögliche Kosteneinsparungen zu quantifizieren. Nach dem es in den 90iger Jahren in Berlin Ansätze zur Optimierung der Querschnittsverwaltungen gab, besteht durch Shared Service Center erweiterte Möglichkeiten der Optimierung, insbesondere unter Nutzung von Informationstechnik. Klar wurde in dem Workshop auch, dass es mit einer Organisationsstruktur und Gründung von Shared Service Center nicht getan ist, vielmehr bedarf es einer Shared-Service-Kultur, bei denen Auftraggeber (Kernverwaltung) und Auftragnehmer (Shared Service Center) gemeinsam für die Qualität der erbrachten Services sich verantwortlich fühlen.
Im Ergebnis wurde am Beispiel von Berlin herausgearbeitet, welche grundlegenden Handlungsoptionen für die weitere Umsetzung in Richtung Shared Service Center erforderlich sind. Es wurden verschiedene Weiterentwicklungs-, Neuentwicklungs-, Umbau- und Reichweitenstrategien für Berlin entwickelt und diskutiert, so dass die Tragweite der anstehenden Veränderungen sichtbar wurde.

Bern, Schweiz, 07.08.: Seminar an der Fachhochschule Bern
Vertreten durch Prof. Dr. Tino Schuppan hat das IfG.CC am 07. August 2009 einen eGovernment-Kurs im Rahmen des Executive MBA Public Management an der Fachhochschule Bern durchgeführt. Die Veranstaltung richtete sich an (angehende) Verantwortungsträger in allen Bereichen des Public Managements in Bund, Kanton und Gemeinden in der Schweiz. Ziel des Seminars war es, die verschiedenen Möglichkeiten der Informationstechnik für die Verwaltungsmodernisierung und neue Steuerungsformen aufzuzeigen.
Im Rahmen der Veranstaltung wurde eine vom IfG.CC entwickelte Methode zur grafischen Prozessmodellierung anhand eines Fallbeispiels eingesetzt. Die Teilnehmer konnten mittels einer intuitiv verständlichen und gut visualisierten Modellierungssprache eigenständig Prozesse modellieren und neu gestalten. Diese Modellierungssprache basiert auf standardisierten und wieder verwendbaren Modulen. Dadurch ist es möglich, viele Verwaltungsprozesse in wiederkehrende Funktionen zu zerlegen, die sich dann auf einfache Weise visualisiert darstellen lassen. Auf dieser Basis wurden dann Beispielprozesse aus der Stadt Bern modelliert.
Der Studiengang EMBA Public Management ist eine praxisorientierte und anspruchsvolle berufliche Weiterbildung und richtet sich grundsätzlich an Personen mit Hochschulabschluss und Berufserfahrung. Er orientiert sich an der Praxis der öffentlichen Verwaltung und vermittelt u.a. Managementmethoden der Privatwirtschaft sowie deren Anwendbarkeit im öffentlichen Sektor. Ein weiterer Schwerpunkt liegt auf der Vermittlung von Problemlösungskompetenzen.
Mit dem Masterkurs für eGovernment wird die zwischen dem IfG.CC und der Fachhochschule Bern bestehende Kooperation weiter verstärkt, die bisher insbesondere im Bereich der eGovernment-Zeitschrift eGovPräsenz stattfand. Die Weiterentwicklung und Durchführung weiterer Veranstaltungen ist geplant.

Hamburg: Abschlussbericht "eGovernment in der Metropolregion Hamburg"
Das IfG.CC hat in Zusammenarbeit mit der Freien und Hansestadt Hamburg und EDS den Abschlussbericht zum Projekt "eGovernment in der Metropolregion Hamburg" fertig gestellt. Ziel des Projektes war es, Kfz-Zulassungsleistungen länder- und behördenübergreifend bereitzustellen. Das Projekt wurde 2009 beendet und wurde in die Aktivitäten des Projektes Deutschland Online überführt.
Im Bericht werden Erfahrungen und Ergebnisse aus dem Projekt u.a. mit dem Ziel zusammengefasst, dass diese für ähnlich vernetzte eGovernment-Vorhaben genutzt werden können. Das betrifft nahezu fast alle aktuellen Projekte wie die Umsetzung des einheitlichen Ansprechpartners im Rahmen der EU-Dienstleistungsrichtlinie, die verpflichtende Einführung des elektronischen Personenstandregisters bis Ende 2013 oder die elektronische Kfz-Zulassung im Rahmen des Deutschland-Online-Projektes. Verwaltungen müssen zunehmend kooperationsfähig werden. Das kann mit IT nur sehr bedingt erreicht werden, was in vielen aktuellen Umsetzungsprojekten noch immer häufig vernachlässigt wird. Denn unterschiedliche Bereiche der Netzwerkfähigkeit der beteiligten Akteure und Institutionen sind von entscheidender Bedeutung bei komplexen eGovernment-Vorhaben. Netzwerkfähigkeit im Kontext von eGovernment bedeutet, die Fähigkeit zur Kooperation und zur schnellen Bildung und Ab- bzw. Weiterentwicklung von interorganisatorischen Prozessbeziehungen. Dies zu bewältigen dürfte zu den größten Herausforderungen bei der Umsetzung von eGovernment-Projekten gehören.

IfG.CC übernimmt Deutschland-Redaktion der "eGov Präsenz"
Das IfG.CC hat offiziell die Deutschland-Redaktion für den fachwissenschaftlichen Teil für die seit Jahren etablierte eGovernment-Fachzeitschrift "eGov Präsenz".
Die Zeitschrift hat in den letzten Jahren wegen ihrer anspruchsvollen Fachbeiträge zunehmend Anerkennung gewonnen. Sie gilt als die einzige deutschsprachige eGovernment-Zeitschrift mit den höchsten fachlichen Anforderungen sowie mit der höchsten Auflage für das Thema eGovernment.
Die Zeitschrift erscheint zwei Mal im Jahr. Jedes Heft widmet sich einem fachlichen Schwerpunktthema, bei dem Projektdarstellungen und Forschungsergebnisse aus nationaler und internationaler Perspektive dargestellt werden. In einem Magazinteil werden Interviews, Experten-Kolumnen und Veranstaltungsberichte präsentiert. Indien ist ein Land der Gegensätze. Obwohl die indische Gesellschaft als sehr traditionell und konservativ gilt, hat sich Indien in den letzten Jahren zu einer IT- und Outsourcing-Macht, und zwar auf Weltniveau, entwickelt. Außerdem ist das Land wegen seiner Größe und seiner demokratischen Tradition besonders interessant und höchst relevant.
Das Land steht im UN eGovernment Readiness Index 2008 nur auf Rang 113 von 182 Ländern, was eine Verschlechterung gegenüber der Bewertung aus dem Jahr 2005 darstellt, als das Land auf Platz 87 eingestuft wurde. Das heißt, obwohl Indien einiges in Sachen eGovernment erreicht hat, haben sich andere Länder sich schneller entwickelt. Bei der Umsetzung von eGovernment bestehen in Indien - wie in anderen Entwicklungsländern auch - viele Herausforderungen, wie zum Beispiel mangelnder Breitband-Internetzugang oder sonstige Infrastruktur, eine Mehrzahl an Sprachen und Analphabetismus. Um die obengenannten Hürden zu überwinden, hat Indien seine einheimische IT-Expertise dazu genutzt, um diverse Zugangskanäle zu öffentlichen Leistungen wie Kioske und Bürgerbüros fast flächendeckend einzuführen. Und Indien versucht weiterhin, viele ambitionierte Initiativen, wie zum Beispiel Smart-Card-Projekte und Performance-Managementsysteme umzusetzen. Das Land hat erkannt, dass Informations- und Kommunikationstechnologien zur Verbesserung der wirtschaftlichen und sozialen Entwicklung erheblich beitragen können.

India: Pitroda to head govt e-initiatives authority
After constituting the Unique Identification Database Authority of India with former Infosys co-chairman Nandan Nilekani at the helm, the UPA government is setting up a National Information Highway Authority (NIHA) on similar lines. The new body which would synergise the government's various e-activities such as e-governance, e-learning and e-health will be headed by Sam Pitroda.
Knowledgeable government sources told that Pitroda would have Cabinet rank, similar to Nilekani. Through NIHA, the Centre proposes to promote various e-activities, whose penetration has so far been restricted, partly because different ministries and departments currently oversee them. As the apex body for such initiatives, NIHA would clear and monitor all future projects and budgets.

India: Karnataka: Smart card for ESI insured
Nearly 2.4 crore smart cards will be distributed to Employees State Insurance (ESI) beneficiaries by August 2010, Union labour minister Mallikarjuna Kharge said. The smart card project, implemented by software firm Wipro Infotech, is among the largest e-governance projects in the country with a total outlay of Rs 1,182 crore spread over six-and-a-half years. It aims to digitise personal, medical and biometric data of the people insured under ESI which would enable them to access medical services in any ESI hospital or dispensary in the country by swiping the magnetic identity card.
The Pehchan cards - a set of two for each insured person which includes one for the family members - will be initially distributed in Karnataka, Uttar Pradesh and Delhi where data collection has begun. "The rollout will start in other states shortly," Kharge said.

India: 50 pc panchayats to get broadband connectivity in 2-yrs: Kamat
As a part of its e-governance drive, the Central Government plans to provide broadband connectivity to around 50 per cent of panchayats (local government units) across the country within two years, a Central Government Minister said. "Half of the panchayats in the country will get broadband connection in two years," Minister of State for Information Technology and Communication, Gurudas Kamat, told reporters. The Government's aim is to focus on rural India and ensure that the rural population gets benefited from the information technology revolution, Kamat said.

India: Kerala to set up R&D centre for OS software
Realising the potential of Open-Source (OS) software, the Kerala Government will set up an international centre on free and open software (OS) shortly. The State is also likely to spend about Rs 1,000 crore on various eGovernance projects over the next 12 months.
The proposed centre is conceptualised as a Research & Development (R&D) centre for capacity building, to customize the OS architecture and promote its usage across various departments. "We are tying up with universities and the industry to set up the centre. Initially, this will be set up with government funding, but going further it will generate standalone revenue," said Dr Rathan Kelkar, IAS, Director, Kerala State Information Technology Mission. The state government will set up the physical infrastructure that can house up to 30-40 scientists, who would develop OS for few government projects.

India: Govt to penetrate broadband with private partnership
Noting the importance of Internet and Information & Communication Technologies for the socio-economic development of the country, Information Technology Secretary Chandrashekhar said that the Government had embarked upon the task of reaching Internet to the rural areas through a public-private partnership.
The government has embarked on a National e-Governance Plan (NeGP) to make available all government services to the citizens through the Common Service Centre. Under the NeGP, the Government of India will establish 100,000 village Internet kiosks or Common Service Centres (CSCs) in the public, private and partnership (PPP) mode that will provide access to 600,000 villages with connectivity through State Wide Area Networks or SWANs.

India: IT-Revolution to be taken to every village of Jammu and Kashmir: Ruhulla
Minister for Information Technology Aga Syed Ruhulla chaired a high level meeting held between Information Technology and J&K Bank officials. The Minister asked Jammu and Kashmir Bank officials to complete 120 Common Service Centres (IT-KIOSKS) within the next one month and ensure that by the end of this year all remaining centres within the region of Kashmir and Jammu divisions, are completed. The Common Service Centers (CCSs) scheme under the National e-Governance Programme (NeGP) was launched in February 2009 to take IT- revolution to 1109 villages in Jammu and Kashmir and is scheduled to be implemented within 2009-10.
The CSC scheme envisions CSCs as the front end delivery points for Government, Private and Social Sector Services to rural citizens for delivery of Government to Consumer (G2C) and Business to Customer (B2C) Services including financial services in all the rural areas of the state. The centers will run by Village Level Entrepreneurs (VLEs).

India: Investors lose sleep & money
An ambitious rural project launched to take e-governance services to villagers is turning out to be loss-making venture with neither the investors nor the benefactors reaping any of the intended benefits.
The common service centres were opened by the government in Dhubri villages to help people living in the remotest corners find easy access to e-governance, banking, railway and air ticket booking, mobile charging and telephone bill payment. It was envisioned to be a platform that would enable the government, private and social organisations to integrate their social and commercial goals for the benefit of rural people. However, entrepreneurs have alleged that Srei Infrastructure Finance Limited, which has signed a memorandum with the state government to open common service centre through the public-private partnership mode, has failed to provide the promised services.

The Ministry of Tourism is the first to implement Performance Management in Government as per the recommendations of the Administrative Reforms Commission. The Administrative Reforms Commission had recommended that the Performance Management System be put into place in each of the Ministries of the Union Government incorporating the best practices including the performance agreement systems. The focus is to fix objectives and targets which are outcome oriented and not just input oriented.
Performance Agreements of all officers upto Joint Secretary level in the Ministry of Tourism have been finalized based on the priorities and objectives of the Ministry keeping in mind the 100 days Agenda of the Government. This performance agreement was formally signed between the Secretary (Tourism), Shri Sujit Banerjee and the concerned officers. The Ministry is also focusing on timely and up to date collection and dissemination of tourism related statistics. Monthly estimates of foreign tourist arrivals and foreign exchange earnings for a particular month will therefore be brought out by the first week of the succeeding month.

The state government of Andhra Pradesh, in a move to push its e-governance programme, will impart training in information technology to all lawmakers across the state. The programme will cover Lok Sabha and Rajya Sabha MPs, bureaucrats and field-level staff of various departments. The three-day crash course will be held at the National Institute for Smart Government in Hyderabad. The syllabus will be different for politicians and bureaucrats. It will include topics like good governance, e-governance and how the people's representatives can monitor the progress of development schemes online.

Deutschland: Sichere Verschlüsselung für elektronische Ausweise
Forscher von CASED und BSI beweisen Sicherheit des PACE-Verfahrens
Im zukünftigen elektronischen Personalausweis soll die Kommunikation zwischen Ausweis und Lesegeräten unter anderem durch das Verschlüsselungsverfahren "Password-Authentication-Connection-Establishment (PACE)" abgesichert werden. Die Forschergruppe von Marc Fischlin am Center for Advanced Security Research Darmstadt (CASED) bewies nun in Zusammenarbeit mit den Experten Jens Bender und Dennis Kügler vom Bundesamt für Sicherheit in der Informationstechnik (BSI), dass PACE aus kryptographischer Sicht das bestmögliche Sicherheitsniveau bietet. Die Ergebnisse werden im September bei der internationalen Tagung Information Security Conference 2009 in Pisa vorgestellt.

Deutschland: Infrastrukturregelung für Öffentliche IT im Grundgesetz verankert
Am 1. August 2009 ist mit den Änderungen des Grundgesetzes der wichtigste Teil der Föderalismusreform II in Kraft getreten.
Als Bestandteil des Reformpakets wurde das Grundgesetz um die Artikel 91 c und 91 d ergänzt. 60 Jahre nach Inkrafttreten hält mit Artikel 91 c die Informationstechnik als eine der bedeutsamsten Infrastrukturen des 21. Jahrhunderts Einzug in die deutsche Verfassung. Deutschland ist der erste Staat, der Strukturregelungen für die Informationstechnik mit Verfassungsrang ausstattet. Mit Artikel 91 d wird ein wichtiger Baustein für die Modernisierung der Verwaltung in der Verfassung verankert: Es wird klargestellt, dass Bund und Länder ihre Verwaltungen direkten Leistungsvergleichen unterziehen können, um ihre Leistungen zu steigern.

Deutschland: Behörden führen vermehrt Kontenabfragen durch
Das Bundeszentralamt für Steuern (BZSt) hat zwischen Anfang Januar und Ende Juni 2009 auf Ersuchen der Finanzbehörden 17.626 Kontostammdaten abgerufen. Dies geht aus einer Antwort der Bundesregierung auf eine Anfrage der FDP-Bundestagsfraktion hervor. Stark wachsendes Interesse meldet die Statistik für Arbeits- und Sozialämter. Nach den Angaben des federführenden Bundesfinanzministeriums haben vor allem Behörden, die für die Verteilung von Hartz-IV-Geldern zuständig sind, Kontenabrufersuche an das Bundeszentralamt gestellt. Die entsprechenden Anfragen beliefen sich im gesamten Jahr 2008 noch auf 1691 Stück. Im ersten Halbjahr 2009 waren es bereits 2687.

Der Kreis Warendorf, Everswinkel, Ostbevern und Sendenhorst ziehen an einem Strang - Gemeinsame Personalverwaltung für über 1400 Mitarbeiter - Landesweit einmalige Kooperation
Auf Zusammenarbeit im Bereich der Personalverwaltung setzen der Kreis Warendorf und die Kommunen Everswinkel, Sendenhorst und Ostbevern. Sie haben eine gemeinsame Servicestelle Personal eingerichtet. Die vier Verwaltungen haben eine öffentlich-rechtliche Vereinbarung getroffen, der die Bezirksregierung jetzt zugestimmt hat. Für gut 1400 Mitarbeiter kann die Servicestelle Aufgaben zentral erfüllen. Am 1. September nimmt sie nach einer erfolgreichen zwölfmonatigen Aufbauphase den Betrieb auf.

Electronic health cards face resistance in Germany
In Germany, many in the medical field think that the government's push to roll out nationwide e-health cards may mean too much technology too fast.
Germany has already partially transitioned to electronic health records, and many hospitals are currently in the midst of a major transition to electronic records, said Martin Peuker, the deputy CIO of Charite Hospital in Berlin. He said that the electronic health cards would be interoperable with EHR programs in hospitals and store, as well as retrieve, patient medical history, insurance information and prescriptions on a microchip. Beta versions of the the cards, which are currently being tested in northwest Germany, recently met national security and privacy regulations required for a national rollout, according to Gematik, a private company involved in the design of the card.

UK tops Euro league in e-commerce - But slower broadband and less e-goverment than other EU states
The UK is a nation of digital shopkeepers, according to the latest European Commission survey. Britain leads Europe in the percentage of businesses with an online presence (a third of all companies), and is in the top three of Europe for e-commerce as a proportion of all turnover. We're also in the premier league for shopping online, with 57 per cent of consumers and 47 per cent of businesses shopping virtually, and a healthy 15 per cent selling online.

Malta tops IT exports among EU member states - EU report
The European Commission's Digital Competitiveness report published shows that Europe's digital sector has made strong progress since 2005: 56% of Europeans now regularly use the internet, 80% of them via a high-speed connection (compared to only one third in 2004), making Europe the world leader in broadband internet. The report found Malta performs well in the fields of eCommerce, eBusiness and the provision of eGovernment services, and displays a relatively high proportion of eSkills among employees.

Ireland's business broadband penetration is still too low
Despite dramatic strides in recent years in growing broadband to 1.2m subscribers, broadband penetration amongst Irish businesses is lower than the EU-15 average. It is especially lower amongst small Irish businesses, according to the latest report from the National Competitiveness Council (NCC). Ireland also remains significantly behind leading EU countries in terms of households with broadband access.

Estland will zentrale EU-Datenbank beherbergen
Estland bewirbt sich als bisher einziges EU-Land um den Standort für die geplante IT-Agentur für die EU-Datenbanken, die Personendaten aus der ganzen Union zentral verwalten soll. Österreich ist als Standort für das Back-up der Daten für das künftige Schengen-Erfassungssystem (SIS-II) sowie der biometrischen Visa-Daten von Nicht-EU-Bürgern (VIS) vorgesehen.
Die von der EU-Kommission im Juni angekündigte Behörde soll künftig verschiedene Personendaten aus der ganzen Union zentral verwalten. Österreich sei zur Unterstützung der estnischen Standortbemühungen angesichts der "beeindruckenden Vorarbeit" des baltischen Landes in diesem Bereich bereit, sagte Außenminister Michael Spindelegger (ÖVP) laut seinem Sprecher bei einem Besuch in Tallinn.

New version of Lithuanian 'eGovernment Gate' popular with citizens
The new version of the Lithuanian eGovernment portal 'eGovernment Gate' - reachable via www.epaslaugos.lt and www.evaldzia.lt - has already registered over 8 000 users. Currently, the portal offers 18 public eServices. The change of place of residence (in Lithuania and for those moving abroad) declaration service made available on the portal in March 2009 has already been used by 200 Lithuanians. Moreover, since the beginning of the fourth week of July 2009, this service has covered the entire country.

Waseda University Institute of e-government in Tokyo, Japan has released its annual report entitled Waseda University International e-Government Ranking. The 2009 report is the fifth report on the observation of e-government development in the world. […]
Out of 34 countries observed, Indonesia was ranked 23 in the best e-government administration list above India, South Africa and China that are positioned in number 24 until 26 respectively. Although declining one level from the 2008 rank, Indonesia's quality of e-government has been much improving compared to 2007. During that time, Indonesia was ranked 29 out of 32 countries. Despite the fair achievement, Indonesia could not still outrank Thailand and Malaysia that are placed just above Indonesia.

Cambodia Releases E-Government Guidelines
The agency behind the nationwide e-government released a long-awaited guidelines for the first time, detailing what ministries and other government departments needed to do, to take their services online, a local media reported.
The National Information Communications Technology Development Agency (NIDA) also released information security to ensure government information was kept secure and protected from system intruders, China's Xinhua news agency reported, citing a report from the Phnom Penh Post.
NIDA Secretary General Phu Leewood was quoted as saying that the e-Government Service Deployment Plan was important for building information communication technology (ICT) capacity in govenment and also for tracking progress and what remained to be done.

Uganda: National fibre optic backbone project
The National Fibre Optic Backbone Project has recently been the discussion topic in the Parliamentary Committee on ICT and the Ministry of ICT where clarifications on the project were sought. There is evident need to articulate what the project is about, what it means to the country and the region together with a clear understanding of the technology and related financial aspects.
In the current business environment, Information Systems, the Internet and global communication networks are creating new opportunities for organisational coordination and innovation. Such systems, used in government/governance, can extend reach and effectiveness of both to remote locations, and improve service delivery to citizens. Current practice has been satellite based communication links, but the associated costs are prohibitive and result in minimised access size of paths, (bandwidth) leading to slow Internet speeds, for example.

Pakistani province to connect govt agencies
The government of Punjab in Pakistan plans to be set up an inter-agency computer network to facilitate information sharing by next year. Each district has recently appointed an IT Executive District Officer (EDO), who will be responsible for reporting major updates on key policy issues from their district into a centralised computer network.
The network provides Area Officers, Ministers and the Chief Minister with up-to-date information on each district at any time of the day. By monitoring the progress on development work, health and agricultural issues, they can take prompt action where required.

USA: 'Telehealth' connects city doctors, country patients
Access to medical care without the long drive
In communities where barns outnumber buildings and grass prevails over pavement, finding a medical specialist can mean hundreds of miles of drive time to the nearest metropolitan area. To fill the gap, Memphis specialists - from cardiologists to child psychiatrists - are examining patients as far away as Arkansas and Mississippi without anyone having to commute.
Through the University of Tennessee Health Science Center's "telehealth" program, patients in medically under-served, and mostly rural, areas are being connected to specialists using video imaging and a host of other technical gadgets.

There are a number of eDemocracy applications, ranging from transparency sites and information, discussion, deliberation and consultation platforms to decision-making and voting systems, thus encompassing the entire democratic process. During the conference experiences will be shared, examples of good (and maybe not so good) practice analysed, the State-of-the-Art and future scenarios will be presented and discussed.

The Sixth European Conference on E-guidance under the title 'Widening access to lifelong guidance' will offer public bodies and private organisations the opportunity to debate educational and vocational guidance issues during plenary sessions and thematic workshops. In addition, a specific exhibition area will enable participants to see the latest products and services in the field of e-guidance, e-learning and e-government.
The conference is jointly organised by the European Lifelong Guidance Policy Network (ELGPN) and by the EU-funded eGOS ('E-guidance and e-governance services') project with the support of the European Commission through the Lifelong Learning and the Competitiveness and Innovation Framework Programmes.
