“Smart local government units (LGUs)” will soon rise in Region 12 or Soccsksargen following the rollout of the SMART Automated Response and Tracking for Emergency Reporting (SMARTER) project, a joint initiative of the Department of Science and Technology-12 (DOST-12) and the University of the Philippines (UP).

Chinese developer Zendai Developments had high hopes of building a new R84-billion city in Modderfontein on the East Rand of Gauteng, touting it as the “New York of Africa”.

The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.
The mission had undertaken 8,064 projects amounting to Rs 1,64,811 crore in 100 cities.
"Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. As reported by states/UTs, as on 01.12.2025, the cities have been able to claim Central Financial Assistance of Rs 47,458 crore (99 per cent of the total Central share allocation)," Union Minister of State for Housing and Urban Affairs Tokhan Sahu told the Rajya Sabha in a reply to a question.

A crucial meeting of the Board of Directors (BoD) of the Aurangabad Smart City Development Corporation Limited (ASCDCL) was held at the Smart City Office recently. Several key proposals aimed at accelerating the city’s development and strengthening the corporation’s financial position were approved.
The meeting was attended by BoD including chairperson Vinita Singhal; directors police commissioner Pravin Pawar, municipal commissioner and Smart City CEO G Sreekanth; district collector Deelip Swami; independent directors Bhaskar Munde and Ulhas Gawli; Smart City deputy CEO Ravindra Jogdand; chief financial officer Uttam Chavan; and other officials.

Advanced Metering Infrastructure (AMI) supports urban decarbonisation efforts by providing accurate data. Smart cities are making significant strides, including the use of advanced metering consultants, to further their goals of lowering emissions and making cities greener.
What is AMI?
Traditional energy meters were more archaic than AMI because they required manual operation, where a worker would check the machine themselves and record the data monthly. This wastes energy on transportation and vehicle pollution. AMI delivers data digitally to companies with daily or hourly updates, providing consumers and cities with accurate knowledge of energy usage without the risk of human error.

Brazil empowers citizens through digital transformation
The expansion of 5G coverage in Brazil is happening faster than predicted. The National Telecommunications Agency (Anatel), linked to the Ministry of Communications, reports that 2019 municipalities are already covered by fifth-generation mobile communications, representing 64.94 per cent of Brazil's population. This result significantly exceeds the coverage level planned for 2027, demonstrating significant progress in the development of the 5G network.
Minister of Communications Frederico de Siqueira noted that the advancement of 5G in Brazil is the result of a targeted government policy aimed at the country's development. "Our goal is to provide quality connectivity to all regions, reduce inequality and promote opportunities through digital transformation," he stated.

Trust in the Australian Public Service is increasing due to improved digital services, greater transparency and improved service quality, Australia’s public service commissioner has said.

A.1 Potsdam/Speyer: ISPRAT-Forschungsprojekt: eKompetenzen
Im Rahmen des ISPRAT-Forschungsprojektes wurden die bisherigen Ergebnisse zur veränderten Arbeitsorganisation und den Tätigkeiten in Dienstleistungszentren auf Bundesebene vertieft, um hieraus Änderungen von Kompetenzen im Kontext von IT-gestützten Arbeitsumgebungen zu untersuchen. Konkret wurde der Bereich Beihilfebearbeitung untersucht; hier wurden im September weitere Interviews mit Führungskräften und Mitarbeitern durchgeführt.
Erste Analysen zeigen, dass auf der Arbeitsebene eine hohe Formalisierung von Arbeitsprozessen stattfindet, weil die Arbeitsschritte gerade bei der Beihilfebearbeitung stark durch IT-Anwendungen vorgegeben sind; insbesondere die Reihenfolge der Arbeitsschritte und Entscheidungsvorschläge. Zudem werden über das Fachverfahren die Arbeitsergebnisse zu „überwacht“. Welche Kompetenzanforderungen sich aus der neuen Arbeitsorganisation ergeben, wird im weiteren Forschungsverlauf untersucht.
Das Forschungsprojekt „eKompetenzen“ wird vom IfG.CC in Kooperation mit der Deutschen Hochschule für Verwaltungswissenschaften (DHV) in Speyer, Prof. Dr. Hill, ausgeführt. Die Finanzierung erfolgt durch das ISPRAT-Institut. Ziel ist es zu untersuchen, inwieweit sich die Arbeitsorganisation in den neuen IT-ermöglichten Organisationsformen bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) sich daraus für Mitarbeiter und Führungskräfte ergeben.

A.2 Potsdam, Brandenburg: Abschluss des Projektes zur Optimierung der IT-basierten Arbeitsprozesse in der Kfz-Behörde der Landeshauptstadt Potsdam
Das IfG.CC hat das Projekt zur Begleitung der Einführung prozessorientierter Organisationsformen im Bereich Kfz- und Fahrerlaubnis der Stadtverwaltung Potsdam abgeschlossen. Im Projekt wurden verschiedene Prozesse zu Leistungen der Straßenbehörde erhoben, modelliert und im Hinblick auf Optimierungspotenziale untersucht.
Für die Erhebung und Darstellung der Prozessabläufe wurde die vom IfG.CC entwickelte Government Process Modeling Notation (GPMN®) verwendet. Sie besteht aus vordefinierten Prozessmodulen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt sind. Es hat sich auch in diesem Projekt gezeigt, dass GPMN® für die Ersterhebung besonders gut geeignet ist.
Bei der Analyse wurden insbesondere die Schnittstellen zu weiteren Arbeitsbereichen innerhalb der Stadtverwaltung und zu externen Akteuren, beispielsweise zum Kraftfahrtbundesamt oder zu Gutachtern, berücksichtigt. Aus der Analyse der erhobenen Ist-Prozesse wurden verschiedene Empfehlungen zur Weiterentwicklung bzw. Optimierung abgeleitet. Um die zügige Bearbeitung der Anliegen des Bürgers in der Behörde vorzubereiten, wurde angeregt, den Bürgern die Möglichkeit anzubieten, vorab online einen Termin in der Zulassungsbehörde zu vereinbaren. Auch sollte es möglich sein, bereits vor Antragstellung verschiedene Daten (z.B. grundlegende Angaben zum Halter eines Fahrzeugs) über einen gesicherten Zugang an die Zulassungsbehörde zu übermitteln. Weitere Handlungsempfehlungen betreffen die eigentliche Bearbeitung der Anliegen – so könnten z.B. Bezahlvorgänge oder Datenabfragen bei anderen Behörden durch den elektronischen Austausch von Daten oder Dokumenten optimiert werden. Angeregt wurde auch, das erarbeitete Material zu diesen Prozessen und Abläufen so aufzubereiten, dass es von Mitarbeitern als Basis für ein Wissensmanagement genutzt werden kann.

A.3 Ludwigslust, Mecklenburg-Vorpommern: Modellprojekt „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust und der Region Westmecklenburg-Vorpommern“
Das IfG.CC wurde beauftragt, für das Modellprojekt „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust und der Region Westmecklenburg-Vorpommern“ ein Gesamtkonzept für die Leistungserbringung im ländlichen Raum zu erstellen. Das Modellprojekt ist eines von zwei Projekten, die vom Bundesinnenministerium im Rahmen des Programms „Daseinsvorsorge 2030 – innovativ und modern – eine Antwort auf den demografischen Wandel“ finanziell gefördert werden.
Hintergrund des Projektes ist, dass der Landkreis Ludwigslust-Parchim vor der Herausforderung steht, die Services der öffentlichen Verwaltung effizient und zielgruppenorientiert anzubieten. Das Thema ist aktuell, weil die Landkreise Ludwigslust und Parchim fusioniert sind. Nun müssen neue Möglichkeiten gefunden werden, mittels IT den Raum zu überbrücken. U.a. stellt sich die Frage, welche Standorte sind beizubehalten, welche Kooperationen können mit gemeindlichen Bürgerbüros eingegangen werden oder gibt es Möglichkeiten für mobile Angebote.
Das Gesamtkonzept für das Modellprojekt soll so flexibel sein, dass es – je nach Bedarf und Ausgangsbedingungen in den ländlichen Räumen – eine unterschiedliche Ausgestaltung der Leistungserbringung über mehrere aufeinander abgestimmte Kanäle (z.B. Einheitliche Behördenrufnummer D115, themenbezogene Servicecenter oder Weiterentwicklung der bereits bestehenden Bürgerbüros) ermöglicht. Damit die Projektergebnisse auch von anderen Landkreisen in Deutschland genutzt werden können, soll als Ergebnis ein „Baukastensystem“ entstehen, so dass die entstehenden Lösungen situationsspezifisch auf andere ländliche Räume übertragen werden können.

P.1 Neuerscheinung: Brüggemeier, M./Lenk, K. (Hg.): Bürokratieabbau im Verwaltungsvollzug: Better Regulation zwischen Go-Government und No-Government
Im September ist Band 12 „Bürokratieabbau im Verwaltungsvollzug“ der Buchreihe „E-Government und die Erneuerung des öffentlichen Sektors“ im Verlag edition sigma Berlin erschienen, die von Klaus Lenk, Martin Brüggemeier und Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, herausgegeben wird.
Von Seiten vieler Bürger, vieler Unternehmen und sogar der Verwaltung selbst werden oft die zahlreichen Kosten und Lasten beklagt, die heute im Kontakt mit staatlichen Stellen entstehen. Die Autoren dieses Buchs verfolgen das Ziel, Wege zu einer einfacheren, kostengünstigeren und weniger spürbaren Verwaltung aufzuzeigen und gangbar zu machen. Es geht um eine »Better Regulation«, die sich nicht auf Normenkontrolle beschränkt, sondern das organisatorische Potenzial von E-Government strategisch einbezieht und zum verwaltungsinternen Umbau im Hinblick auf eine einfachere Verwaltung nutzt. Die Beiträge illustrieren anschaulich, wie Zugangswege zur Verwaltung und Geschäftsprozesse vereinfacht oder ganz überflüssig werden können: An die Stelle eines »Go-Government« mit persönlichem Erscheinen im Rathaus oder in der Arbeitsagentur tritt ein „One-Stop-Government“ oder gar ein kompletter Interventions-Verzicht (»No-Government«). Der Band wendet sich an Verwaltungspraktiker, Politiker, Verbände, Berater und Wissenschaftler, die sich mit Bürokratieabbau, Besserer Rechtsetzung und E-Government befassen und nach neuen Perspektiven für die Staats- und Verwaltungsmodernisierung suchen.
In diesem Band ist auch der Beitrag "Reduktion von Verwaltungslasten durch einheitliche Behördenrufnummern. Erfahrungen und Entwicklungsstand in den EU-Mitgliedstaaten“ von Prof. Dr. Tino Schuppan erschienen. Darin beschreibt er Einheitliche Behördenrufnummern (EBN) als Grenzstellen, die zwischen der Umwelt und dem System Verwaltung vermitteln. Anschließend zeigt er auf, welche EU-Mitgliedstaaten über eine EBN verfügen. Im Weiteren werden Länder mit EBN einer weiteren Analyse hinsichtlich der Kriterien unterzogen, die besonders relevant sind, um Verwaltungslasten zu reduzieren, wie z.B. Angebotsbreite und -tiefe sowie Erreichbarkeit. V.1 Boltenhagen, Deutschland, 28.-29.09.: IT-Beauftragten-Tagung der Freien Hansestadt Hamburg
Am 29.09. hielt Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, auf der IT-Beauftragten-Tagung der Freien und Hansestadt Hamburg in Boltenhagen einen Impulsvortrag zum Thema „Kompetenzen für E-Government - Anforderungen an das Personal für die Umsetzung von IT-gestützter Modernisierung“ und stellte Forschungsergebnisse des IfG.CC und aktuelle Weiterentwicklungen zum Thema vor. Hintergrund ist, dass E-Government immer mehr genutzt wird, um neue vernetzte Organisationsstrukturen aufzubauen. Konkrete Varianten dieser Organisationsformen sind One Stop Government (wie z.B. die Umsetzung eines Einheitlichen Ansprechpartners im Rahmen der EG-Dienstleistungsrichtlinie) und Shared Service Center. Um die Modernisierungspotenziale von IT und E-Government auszuschöpfen, erfordert es von allen Beschäftigungsgruppen der Verwaltung neue Kompetenzen –fachliche, fachlich-methodische, jedoch insbesondere auch soziale Kompetenzen, die bisher im Einzelnen noch vielfach unklar sind. Bezug genommen wurde auch auf erste Ergebnisse aus dem ISPRAT-Forschungsprojekt „eKompetenzen“ und dem EU-Projekt „COMPATeGov“. Beide Projekte setzen sich mit neuen Kompetenzen auseinander – sowohl auf der Ausführungs- als auch auf der Führungsebene.
Ziel der Tagung war es, die Nationale E-Government Strategie (NEGS) weiterentwickelt. Tino Schuppan wurde gebeten, als Experte an der Tagung teilzunehmen. Mit seiner empirisch fundierten Expertise und einer konsequenten Gestaltungsorientierung besteht die Möglichkeit, Hilfestellung für die Verwaltungspraxis zu geben.

K.1 Bonn, Deutschland, 08.09.: Jurysitzung beim Förderprogramm "Prozessverbesserung in KMU und Verwaltung mit E-Business Standards"
Am 08.09. fand in Bonn eine Sitzung zur Entscheidung über eingereichte Anträge im Rahmen des Förderprogramms "Prozessverbesserung in KMU und Verwaltung mit E-Business Standards" statt. Für die Evaluierung und Auswahl von Projektideen wurde eine Jury einberufen, bei der das IfG.CC, vertreten durch Prof. Schuppan, beteiligt war.
Ziel des Förderprogramms des Bundesministeriums für Wirtschaft und Technologie ist es, Kompetenzen von kleinen und mittleren Unternehmen (KMU) und öffentlicher Verwaltung (ÖV) vor allem im Bereich E-Business-Standards zu stärken. Der Austausch von standardisierten Produkt- und Dienstleistungsdaten zur Abwicklung interner und externer Geschäftsprozesse mittlerweile zu einem entscheidenden Wettbewerbsfaktor in der deutschen Wirtschaft und der öffentlichen Verwaltung geworden. Eine wesentliche Voraussetzung ist dabei die digitale Kommunikation zwischen den Akteuren. Allerdings haben KMU und ÖV das Potenzial für Effizienzsteigerungen durch Standardisierung und den Einsatz von IT noch nicht erkannt bzw. stehen vor Hindernissen, die die Umsetzung betreffen. Die ausgewählten Projekte sollen dazu beitragen, dieses Defizit zu reduzieren bzw. zu beheben.
Im nächsten Schritt werden die ausgewählten Projektskizzen dem Bundesministerium für Wirtschaft und Technologie zur Förderung vorgeschlagen. Weitere Anträge im Förderprogramm können 2012 und 2013 eingereicht werden.

K.2 Berlin, Deutschland, 09.09.: Preisverleihung 11. eGovernment-Wettbewerb von BearingPoint und Cisco
Am 09.09. wurden im Rahmen des 11. eGovernment-Wettbewerbs wegweisende IT-Projekte und Institutionen auf Bundes-, Landes- und Kommunalebene ausgezeichnet. Als Jurymitglied übergab Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, den Preis an die Hamburg Port Authority, die Gewinnerin in der Kategorie „Bestes Modernisierungsprogramm Deutschlands“.
Überzeugen konnte die Hamburg Port Authority mit dem Projekt „Wirtschaftlichkeit, Nachhaltigkeit und Umweltschutz durch ganzheitliche Vernetzung“. Mit einer neuen Netzlösung verbessert sie ihre Kommunikationsinfrastruktur, indem die Datennetze für IT-gestütztes Verkehrsmanagement, Kollaboration sowie Video- und Telekonferenzen zusammengelegt und neue Applikationen installiert wurden. Das hat Vorteile für Bürger, Unternehmen und die Stadt, da Staus und Stillstandzeiten für Privatpersonen und Spediteure reduziert werden und Pendler sich online über das Verkehrsaufkommen informieren können. Gelobt wurden von der Jury die ganzheitliche Planung sowie der Aspekt der Nachhaltigkeit.
Weitere Gewinner waren u.a. die Landeshauptstadt Stuttgart in der Kategorie „Größter Beitrag zur Verbesserung im EU-eGovernment-Benchmarking“ mit der „Online-Bestellung Personenstandsurkunden“, die Bundesagentur für Arbeit mit dem „Arbeitsmarktmonitor“ sowie der Magistrat der Stadt Wien mit dem „Open Government Data-Katalog“ in der Kategorie „Innovativstes eGovernment-Projekt“.
Den Publikumspreis erhielt die Finanzbehörde Hamburg mit dem Vorhaben Deutschland-Online „Kfz-Wesen“. Mit dem konzipierten Verfahren können Einzelpersonen und Gewerbetreibende Fahrzeugregistrierungsprozesse (An-, Ab- und Ummeldung) zukünftig online ausführen.
Der eGovernment-Wettbewerb wird jährlich von Bearing Point und Cisco unter der Schirmherrschaft des Bundesministeriums des Innern ausgerichtet. Ziel des Wettbewerbs ist es, die Modernisierung der öffentlichen Verwaltung sowie den Einsatz moderner Technologien zu stärken und zu fördern.

Der Deutsche Industrie- und Handelskammertag (DIHK) veranstaltet am 04. und 05. Oktober in Kooperation mit dem Bundesministerium des Innern in Berlin die Fachkonferenz „Wirtschaft und Verwaltung im Netz – Wie funktioniert wirtschaftsorientiertes E-Government“.
Elektronisches Verwaltungshandeln steigert Effizienz und Transparenz für alle Beteiligten – Bürger, Verwaltung und Wirtschaft. Unternehmen und die Verwaltungen auf kommunaler, Landes- und Bundesebene arbeiten intensiv an ganzheitlichen Lösungen, mit denen elektronische Prozesse und Kommunikation auf eine zukunftsfähige Basis gestellt werden. Experten aus Politik, Verwaltung, Wirtschaft und Wissenschaft diskutieren auf der Fachkonferenz aktuelle strategische und politische Fragen und stellen konkrete Anwendungen für Unternehmen vor.
Eingeleitet wird die Fachkonferenz am 04. Oktober mit einer Abendveranstaltung, auf der Dr. Hans-Peter Friedrich, Bundesminister des Innern, eine Keynote zu aktuellen Fragen der Netzpolitik hält. Die Fachkonferenz am 05. Oktober wird mit einer Keynote von Cornelia Rogall-Grothe, Staatssekretärin im Bundesministerium des Innern und Beauftragte der Bundesregierung für Informationstechnik, zu Aspekten des E-Government eingeleitet. Vom 13. bis 15.04.2012 findet in Rom/Italien das 16. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Contradictions in Public Management. Managing in volatile times" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "Public Management in volatile times: e-government as enabler of public sector reform" steht.

E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany
Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.
Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.
Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.
Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.
Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.

eGovernment in Aserbaidschan / eGovernment in Azerbaijan

Die Republik Aserbaidschan, ein Binnenstaat zwischen dem Kaspischen Meer und dem Kaukasus mit 9,1 Mio. Einwohnern, ist bekannt durch sein reiches Vorkommen an Erdgas und -öl. Doch in den vergangenen Jahren hat das Land auch gezielt in Informations- und Kommunikationstechnologie investiert; bspw. soll ein Breitbandnetz aufgebaut werden, das die Region mit Europa und Ostasien über Glasfaserleitungen verbindet. Nach Aussagen des aserbaidschanischen Ministers für Kommunikation und IT ist es Ziel Aserbaidschans, sich bis 2025 von einer Erdöl- und -gasabhängigen Volkswirtschaft zu einer High-Tech-Nation zu entwickeln; speziell im Bereich E-Government. Hierzu wurde im Februar 2003 eine nationale IKT-Strategie mit dem Ziel erlassen, Bürger und Unternehmen zu motivieren, sich online über Verwaltungsdienste zu informieren und mit der Verwaltung auszutauschen. Daneben gibt es die "National E-Governance Network Initiative", in der spezifische Projekte umgesetzt werden. Know-how und Erfahrungen werden dabei auch mit Estland und Österreich ausgetauscht. Auf Initiative von Unternehmern und Politikern aus Österreich und Aserbaidschan wurde 2009 die Österreichisch-Aserbaidschanische Handelskammer (ATAZ) mit Hauptsitz in Wien gegründet. Ziel ist es, die Wirtschaftsbeziehungen zwischen Österreich bzw. Zentraleuropa und Aserbaidschan zu stärken. Der Fokus von ATAZ liegt neben den Bereichen Erneuerbare Energien, Landwirtschaft und Tourismus auch auf E-Government.
In dieser Ausgabe des Infobriefs werden neueste E-Government-Entwicklungen in der Republik Aserbaidschan vorgestellt. In Kürze wird bspw. ein staatliches E-Government-Portal frei geschaltet, in dem acht Behörden Informationen zu staatlichen Verwaltungsleistungen anbieten. Derzeit werden mit weiteren Behörden gemeinsame Standards abgestimmt und verabschiedet. Darüber hinaus wird momentan im Ministerium für Kommunikation und IT an einem Entwurf für ein E-Government-Gesetz gearbeitet. Dabei ist noch unklar, ob es als eigenständiges Gesetz verabschiedet wird oder Bestandteil eines anderen relevanten Gesetzes sein wird. Zudem beteiligt sich Aserbaidschan an der Open Government Partnership (OGP), die im September in New York initiiert wurde. Schwerpunkte werden der freie Zugang zu Informationen und die Beteiligung verschiedener Akteure an Entscheidungsprozessen sein. Ein weiteres Ziel Aserbaidschans ist, die Zusammenarbeit mit externen Partnern, u.a. der EU, auszubauen. Hierfür wurde das Projekt „Support to the Ministry of Taxes of Azerbaijan in E-Audit“ initiiert, das im März 2013 endet. Als ein erster Schritt wurde ein elektronischer Austausch von Dokumenten innerhalb der Behörde eingeführt. Ziel ist es, bis zum Projektende eine elektronische Zollerklärung umzusetzen. Weiterhin wird in Aserbaidschan die elektronische Signatur eingeführt. Dafür wurden bereits vor einigen Jahren mehrere Gesetze entsprechend angepasst.

E-government portal will be launched in Azerbaijan in the near future, deputy minister of communications and IT Elmir Valizadeh said.
To him, 8 state agencies have already been integrated into the e-government portal and this number increases. “At present time, several state agencies increases the variety of e-services and all state agencies are expected to be integrated into the portal soon. Our main purpose is to establish mutual relations between the organizations. Common standards, regulations, technologies are considered to apply in this regard”.

2.2 Azerbaijan may become 8th country in world to pass e-government law
The Ministry of Communications & Information Technologies of Azerbaijan is drafting a bill on e-government.
Deputy communications minister Elmir Velizadeh informs that the bill will define the basic concepts and provisions of e-government system. "The bill will define the terminology and the e-government regulation, e-service concept and principles of collection and provision of personal information to citizens," he stressed. According to the deputy minister, only 7 countries around world have adopted e-government laws.

Azerbaijan possesses good basic conditions in order to be an active participant in the Open Government Partnership (OGP), which was presented in New York, an independent economist Ingilab Ahmedov told Trend.
Azerbaijan joined the official launch of Open Government Partnership (OGP) on Sept. 20, dining the 66lh UN General Assembly, Azerbaijani Foreign Minister Elmar Mammadyarov's letter to U.S Secretary of State Hillary Clinton said. The text of the letter was published on the OGP website.

The Ministry of Taxes of Azerbaijan has launched a twinning project of the European Commission "Support to the Ministry of Taxes of Azerbaijan in E-Audit".
At the III Eurasian Forum advisor to tax minister of Azerbaijan Asaf Asadov informed that the project was developed and submitted to the European Commission in 2010, and its implementation began in March 2011 and will continue until March 2013.

Azerbaijani Communications and IT Ministry officially announced about commissioning the Centre for issuance of electronic digital signature in Azerbaijan.
As the Azerbaijani Deputy Minister of Communications and IT Iltimas Mammadov said, the center begins its work in full capacity from September.
He said application of electronic digital signature in Azerbaijan will allow intensifying development of interaction of public institutions, including will contribute to the development of e-services and e-commerce."Azerbaijan is one of few countries in the CIS, where digital signature is used," Mammadov said.

3.1 Weitere Bundesbehörden und Kommunen starten bei der 115
Am 02.09.2011 erweitert sich das Angebot der einheitlichen Behördenrufnummer 115 um zahlreiche neue Informationen der Bundesverwaltung: Das Bundesministerium für Gesundheit, das Bundesministerium der Justiz, die Bundesprüfstelle für jugendgefährdende Medien und zahlreiche weitere Bundesbehörden beteiligen sich nun an der 115. Dadurch können die Bürgerinnen und Bürger in den teilnehmenden Kommunen unter der 115 jetzt auch Informationen über die Praxisgebühr, Beschwerdemöglichkeiten bei medizinischen Behandlungsfehlern, über BAföG, Bildungskredite oder die Anforderungen für Beglaubigungen erhalten.
Darüber hinaus erweitert sich auch der Kreis der kommunalen Teilnehmer um die Gemeinden Gelnhausen und Linsengericht. Diese schalten die 115 über das Servicecenter der Stadt Frankfurt frei. Im August hatten sich die Gemeinden Kalletal und die Verbandsgemeinde Trier-Land an bestehende Servicecenter im Kreis Lippe und in Trier angeschlossen.

3.2 Medical practices preparing for the electronic health card
As of October 2011, insured persons throughout Germany will be showing their electronic health card in doctors' and dentists' practices as proof of an existing health insurance. This card will be read by new card readers, which are also able to read the current health insurance card. Doctors and dentists under contract as well as hospitals nationwide have already started to purchase these card readers.
In order to purchase and install the new card readers, doctors, dentists and hospitals are going to receive a financing package, in line with the agreements reached by their representing associations. The deadline for applying for financing is 30 September 2011 (date of purchase).

3.3 Wirtschaft gegen Auflagen für "Breitband für alle"
Vertreter von Netzbetreibern und Ausrüstern haben sich auf einer Konferenz der Deutschen Breitbandinitiative dagegen ausgesprochen, alle Haushalte mit einem leistungsfähigen Breitbandanschluss ausstatten zu müssen. Alf Henryk Wulf, Chef von Alcatel-Lucent Deutschland, betonte am Donnerstag in Berlin, die Politik solle sich nicht für einen solchen Universaldienst einsetzen. Laufende Investitionen in den Netzausbau würden sonst "zum Stillstand kommen" oder "entwertet werden". Die Politik solle vielmehr auf "maximale Synergien" setzen, so beim Nutzen von Leerrohren für Glasfaser. Jede Art von "Doppelausbau" sei volkswirtschaftlich schädlich.

Die Bundesregierung hat am Mittwoch den Anfang vom Ende des elektronischen Entgeltnachweises (Elena) formell besiegelt. Das Bundeskabinett hat dazu in seiner Sitzung einen Entwurf aus dem Bundeswirtschaftsministerium zur Einstellung des vielfach kritisierten IT-Großprojektes verabschiedet. Laut der "Formulierungshilfe", die an ein anderes Gesetz gekoppelt werden soll, wird das Elena-Gesetz komplett aufgehoben und die alte Rechtslage wiederhergestellt. Die Regierung setzt damit eine Absprache vom Juli um, in der die ungenügende Verbreitung der qualifizierten elektronischen Signatur als Hauptgrund für die Einstellung von Elena genannt wurde.

3.5 IT-Trends Medizin: Neue Angebote rund um die Gesundheitskarte
Zum 1. Oktober starten die Krankenkassen mit der Ausgabe der elektronischen Gesundheitskarte (eGK), um die gesetzliche Vorgabe zu erreichen, 10 Prozent ihrer Versicherten mit einer eGK auszustatten. Andernfalls werden ihnen Verwaltungsmittel gekürzt. Auf der Essener IT-Trends Medizin wurden Ansätze gezeigt, wie die Zukunft mit der eGK und den korrespondierenden Arzt- und Heilberufsausweisen aussehen mag.

3.6 Brandenburg: Innenminister kritisiert „Modernisierungsmythen“
Innenminister Dietmar Woidke hat die Notwendigkeit der Modernisierung der öffentlichen Verwaltung bekräftigt, zugleich aber deutliche Kritik an verbreiteten „Modernisierungsmythen“ in diesem Zusammenhang geübt. „Verwaltungsmodernisierung muss nicht nur zur Haushaltskonsolidierung und wegen der Demografie betrieben werden, sondern um Handlungsspielräume zu sichern, Aufgaben zeitgemäß und bürgerfreundlich zu erledigen und Bürokratie auf ein Mindestmass zu beschränken“, sagte Woidke heute vor rund 200 Führungskräften aus Bundes- und Länderverwaltungen beim 16. Ministerialkongress in Berlin.

4.1 Spain: Madrid region to share patients' medical history with other Autonomous Communities
The Autonomous Community (region) of Madrid has now joined the 'Electronic Health Records of the National Health System' (Historia Clínica Digital del Sistema Nacional de Salud - HCDSNS, in Spanish), a project of the Spanish Ministry of Health, Social Policy and Equality.
HCDSNS is aimed at ensuring that citizens and health professionals can access important patient health data from anywhere in Spain with the assurance that these data are accessible to authorised persons only. This means that when citizens are travelling outside their home regions and need healthcare, the physicians who will deal with their case will be able to view their most important health data.

4.2 Europa gründet Behörde für ihre großen IT-Systeme
Nachdem der Ministerrat der EU einem Kompromiss mit dem Parlament und der Kommission zugestimmt hat, soll die "Agentur für große IT-Systeme" (Agency for large scale IT systems) im Sommer nächsten Jahres ihre Arbeit aufnehmen. Die Behörde soll das Schengen-Informationssystem II (SIS II) und das Visa-Informationssystem VIS betreiben, wenn diese fertiggestellt sind. Außerdem wird sie die bislang bei der EU-Kommission angesiedelte Fingerabdruckdatenbank für Asylbewerber und illegale Einwanderer (EURODAC) verwalten. In Zukunft könnte sie auch weitere IT-Projekte im "Raum der Freiheit, der Sicherheit und des Rechts" übernehmen, heißt es in der Direktive.

4.4 Lithuania: Campaign launched to promote public eService usage beyond its current
23 %
According to a poll conducted in July 2011, 23 % of Lithuanian citizens currently use electronic public and administrative services. In the light of these results, a campaign was launched to actively promote the use of eServices.
The usage of eServices in Lithuania is below the EU average, which in 2010 stood at 41 % of citizens, and which is expected to reach 50 % by 2015. Ieva Žilionienė, Deputy Director of the Information Society Development Committee (ISDC; Informacinės visuomenės plėtros komiteto - IVPK, in Lithuanian), said that the aim is to catch up with the EU average, and that to this end the development and improvement of eServices has been allocated a lot of money from EU structural funds and the state budget.

4.5 Malta: Government invests €8.6m in an eLearning Solution
Austin Gatt, the Minister for Infrastructure, Transport and Communications (MITC) and Stephen Spiteri, Parliamentary Assistant within the Ministry of Education, Employment and the Family (MEEF) have announced an investment of €8.6m in an eLearning Solution for schools in Malta. The investment, part-financed by the European Regional Development Fund Programme (85%), is an important milestone in the strengthening of Malta’s educational system as it will deliver the benefits associated with the merging of ICT and traditional teaching methods to students, teachers and parents alike.

4.6 Great Britain: Britischer Gesundheitsdienst kippt milliardenschweres IT-Projekt
Nicht nur in Deutschland kommen IT-Großprojekte immer wieder ins Wanken: Die britische Regierung hat jetzt den Stopp eines Programms des Nationalen Gesundheitsdienstes zur technischen Aufrüstung des Gesundheitswesens und zum Aufbau eines Systems elektronischer Patientenakten angeordnet, in das bereits rund 12,7 Milliarden Pfund (umgerechnet etwa 14,5 Milliarden Euro) geflossen sein sollen. Dies berichtet der "Guardian". Demnach soll sich der britische Gesundheitsminister Andrew Lansley gemeinsam mit anderen Kabinettsmitgliedern und dem Chef des National Health Service (NSH), David Nicholson, zum Ziehen der Notbremse durchgerungen haben. Zuvor habe das Vorhaben jahrelang unter Verzögerungen, technischen Schwierigkeiten, Vertragsstreitigkeiten und steigenden Kosten gelitten.

5.1 Philippines: Navotas to pioneer health center automation using smartphones
The fish port city of Navotas is set to roll out a P2.8-million computerization project that will utilize UP’s electronic medical record system for government health centers, but using smartphones for the first time.
Dubbed as the Navotas City Health Project, the partnership between Navotas City and University of the Philippines-Manila National Telehealth Center (UPM NTHC) will be sealed with a ceremonial signing on September 5 of a Memorandum of Agreement (MOA).

5.2 India: Check out Kerala Ministers’ & Officials’ wealth & asset details online
In a bid to bring in more transparency in public life, the details of personal assets and wealth of all Ministers, their Personal Staff and Officials of Government Departments in Kerala have been put online. The details were published on September 3 on the Web Portal for Disclosure of Personal Assets (pa.kerala.gov.in). Chief Minister Shri Ooommen Chandy had announced this initiative, as part of the 100 day programme of the UDF Government.

5.4 Implementation of Online e-Gov't Services Worldwide Could Produce Savings of $114 Billion in 2016
Governments worldwide are making “citizen services” available online. Their aim is to achieve a return on investment, increase transparency, and improve access for their citizens. ABI Research forecasts that in 2016, as much as $114 billion could be saved worldwide through implementation of online e-government services.
“The overall e-government services market will see sharp growth over the next five years,” says ABI Research analyst Phil Sealy. “Investment is set to increase from $28 billion in 2010 to $57 billion in 2016, and the number of users will nearly triple over the forecast period.”

5.5 Thailand will have 80-85 per cent high-speed internet coverage in four years
The Thai government plans to develop high speed internet service to help facilitate government services in various fields and aims to extend internet networks to cover 80-85 per cent of the country within the next four years, according to Minister of Information and Communication Technology Group Capt Anudith Nakornthap.
In a seminar on a new era of government services on high speed internet attended by heads of government agencies from all ministries, Capt Anudith said that the public would begin to make use of the new government services within one year.

5.6 Botswana: Big role for citizens in ICT
Citizens should play a major role in the information and communications technology (ICT) sector, if the local sector is to develop, the managing director of ICL Botswana has said.
The MD, Anderson Kgomotso, who is also a member of Citizen Owned Businesses in Information Technology (COSBIT), said citizens cannot afford to be spectators in the development and growth of the ICT sector. He was speaking on September 1 at the opening of a two-day ICT Pitso in Gaborone.
Kgomotso said citizens get only 10 percent of funds spent on ICT in Botswana. The remainder goes to foreign-owned projects.

E-Government ist eines der wichtigsten Instrumente der Verwaltungsmodernisierung. Ist E-Government in der Lage die Geschäftsmodelle der öffentlichen Verwaltungen zum Vorteil der Bürger und der Wirtschaft zu verändern? The World is witnessing the foundation of a global eID infrastructure, based on the digitalisation of citizen ID documents.
Over 80% of the European Union Member States and International Civil Aviation Organisation (ICAO) Countries have introduced or are in the process of introducing biometric-based ID documents or are at least considering doing so. The trend towards this form of technology is becoming ever more apparent and numerous countries in all the World continents are taking clear steps in this direction.
Such a revolution (based on Public Key Infrastructure (PKI), digital identity and biometrics) paves the way to a broader (and more secure) usage of these documents far beyond its initial purposes. In the Internet as in the physical world - the trend is a move towards nationally issued ID documents that can be used in an international application context (the use of PKI and biometrics is expected to enhance security by making it easier to link the eDocument with the rightful owner).
