A number of ongoing projects aimed at reforming State governance and administrative departments under the Centre promoted National e-Governance Plan (NeGP), coupled with projects funded by foreign institutions such as the Department for International Development and World Bank, have opened up new business avenues for the IT firms.
“It is a growing trend with States now. Apart from complete integration of financial and administrative management of the States, the projects also give real time access to the Centre to the ways and means of the States' functioning,” Mr Tanmoy Chakraborty, Vice-President and Head Government Industry Solutions Unit, Tata Consultancy Services Ltd, said. TCS has so far taken up e-governance projects in Gujarat, Tamil Nadu, Bihar, West Bengal, Assam, Maharashtra and Jharkhand.
“Under the Integrated Financial Management Information System (IFMIS) initiative, TCS recently carried out complete integration of financial systems, including commercial tax and VAT. The project had a direct impact on the performance of the State,” he said.
The Rs 40-crore NeGP project helped Bihar register 11.03 per cent State Domestic Product in the current fiscal so far, which was the second highest SDP recorded in the country during the period, he pointed out.
The company has also taken up e-district project, a Centre-promoted district-automation initiative, in West Bengal, Jharkhand and Maharashtra. Its other projects include streamlining of the State healthcare department in Gujarat and Tamil Nadu.
According to Mr Arindam Guha, Executive Director, Deloitte and Touche Consulting, e-governance can serve as an important interface to manage citizen services. In one such project, based on promoting the Right to Information Act, a call centre team appointed by the Bihar Government received enquiries in vernacular language from the common people on different State departmental matters and gave out the requisite information using software solutions, Mr Guha said.
At present, e-governance projects contributed nearly 35 per cent of Deloitte's Consultancy Business in the country, he added.
