For Hari Om Jatav of Barai village, life is a lot simpler now. The villager, who runs a small photocopy shop, is one of the lakhs of people who have benefited from the Janmitra Samadhan Kendras (JSK), Gwalior administration's e-governance project.

Jatav remembers how difficult it used to be to travel 20km to the district collectorate. Connectivity was poor and transport difficult to get. But he had no other option if he wanted to get his applications processed. That changed in 2009. "After a JSK was inaugurated in our panchayat, I received my income certificate within two days of applying. I did not have to grease palms to move my files either," he says. "Delivery is before time, sometimes on the same day." Jatav remembers he paid Rs 150 to notaries at the tehsildar's office once. Now, the same application needs only Rs 40 at the JSK.

Jatav is a middle-school passout and a dalit. "My son needed a permanent caste certificate and a domicile certificate to avail of the SC quota during counselling for engineering students. The JSK facilitated delivery of both within two days. My son now studies in an engineering college," he says. He's also been able to get his mother her pension and a handpump repaired through the JSK. "The quick delivery system is a contrast to how public services worked prior to the JSK in our village. But awareness still needs to improve," he adds.
