Celebrating its 101st foundation year, Bihar has already stepped out riding the wave of e-governance to be perched in the comity of advanced states. Indeed, typewriters are passe.

CM Nitish Kumar has been hammering the point that computerization would bring in transparency in work and reduce corruption, while deputy CM Sushil Kumar Modi has been insisting that the state is on way to having 'paperless offices'. The highest awards for e-governance have also been bestowed on the state, both by the Union ministry of information technology and Computer Society of India.

Recently, planning and development department (PDD) invited online applications from youth within the state for inclusion into a pool of Bihar Accredited Statistical Volunteers (BASVs) for engagement in survey and data collection operations under work-based remuneration programme, since teachers can no longer be deputed for such duty as per the high court order. More than 3 lakh youth applied within a fortnight. First test has already been conducted and a pool of 60,000 BASVs would be created by next month after selecting them through second online test.

"Earlier, it would not have been possible to process so many forms to create such a huge body of volunteers on such a short notice. We even issued admit cards for tests online," said PDD principal secretary Vijay Prakash.

Typewriters have vanished from the state's 24 departments where sustained modernization has been underway as part of e-governance. As many as 4,500 desktop computers have been installed in seven state secretariats, said P C Choudhary, who was involved in computerization programme through state government's subsidiary Beltron.

Similarly, all the 38 district collectorates and 495 of the 8,700 blocks have also been linked. As on date, all the DMs are videoconferencing with block-level officials as much as all the departmental secretaries and heads have been doing the same with the DMs. "Every month, videoconferencing is done 10,000 times at different levels in the state for the monitoring of development activities down to the block level," Choudhary added.

Computerization in the government offices got a push under the information technology (IT) department principal secretary Arun Kumar Singh. All this is being done, of course, with the thrust and aid from Union ministry of information technology under two singular computerization projects aimed at networking all the ministries with all the districts and also under National Knowledge Network Project, guided and implemented by National Informatics Centre (NIC).

Recently, Bihar won national iBhugol gold medal award for e-governance by which mapping was done for connecting all villages with 250 persons through roads besides schools, anganwadi centres, canals, rivers and forest areas. Villages needing high schools and middle schools capable of being upgraded to high schools have also been mapped. Similarly, zamindari bandhs, aahars and paaeens have also been connected with core network.

Like in Tihar Jail in Delhi, Beur Jail here would be put under Prison Management Information System as pilot project and then all the district jails would be covered.
