People across the eight districts where the Direct Benefit Transfer (DBT) scheme is being implemented will have to wait longer to get access to the Permanent Enrolment Centre (PEC) for Aadhaar enrolment.

For only one centre has been activated in Cuttack Municipal Corporation (CMC) and six biometric kits have been provided. That is out of the 149 PECs planned earlier. The centres were supposed to be functional in the block offices of the districts from January 25. However, the project work has been postponed because of lack of infrastructure.

Census Directorate had proposed 149 PECs in the eight districts after completion of second phase of enrolment. The PECs were meant for people who had missed out on getting enrolled for Aadhaar numbers. The Electronics Corporation of India Limited (ECIL) had been given the responsibility to provide equipment and operators for collection of biometric data.

To fulfill the purpose, ECIL hired local firms in different districts.

However, the setting up PECs has taken longer than expected. A senior census official said, ECIL is yet to recruit operators, who will be stationed in the rural regions during the four-month long special Aadhaar drive pushing the project behind schedule.

The Census Directorate, however, is hopeful that the PECs will be ready by the first week of February.

So far, the second phase of Aadhaar enrolment in Cuttack has been completed and 25 wards in Bhubaneswar have been covered. But, it has not begun in rest of the districts.

The districts where PECs will be set up to launch the special drive for Aadhaar include Cuttack, Puri, Khurda, Balangir, Balasore, Bhadrak, Sundargarh and Sonepur.
