Transforming Government since 2001

In order to maintain complete transparency, the state urban development and housing department (UDHD) has directed Patna Municipal Corporation (PMC) and other municipal bodies to upload all information related to guidelines and clearance of building maps on their websites for the convenience of common people.

The government is in the process of setting up an integrated e-governance system. All applications and related documents to be submitted to various authorities under the building bylaws would be submitted through the e-governance system. Any application on paper would be avoided.

The e-governance system will have an inbuilt reminder mechanism for the approval of applications wherever this has to be done within a specified time limit under the bylaws. Principal secretary, UDHD, Amrit Lal Meena has issued directions to all the officials concerned in this regard. While recently reviewing the status of building maps under the PMC's jurisdiction, he found 47 applications have been received, of which only two have been OK'd. The remaining are in the process of investigation.

At a meeting held here under the chairmanship of Meena, director, planning, was asked to weekly review the status of maps. "If there are any objections to building maps, they should be uploaded on the websites for public information," Meena told officials.

The objections to old maps should also be put up on the websites, with reasons stated therein. In Phulwarisharif and Danapur nagar parishads, one and two maps respectively were cleared. The committee rejected one application of Khagaul nagar parishad.

Meena, at a separate recent meeting with PMC commissioner, chief engineers and divisional forest officer (DFO), Patna, directed them to develop five parks in the state capital. These parks are: S K Puri Children's park, Shivaji park, Kankarbagh, Navin park, Rajbanshinagar, and two parks in Policy Colony (sector C and D). The funds required for the purpose have already been released.

He has also directed town commissioners and executive officers of nagar parishads to regulate the sale of chicken, mutton and fish. In the light of the Supreme Court directive, Meena said these shops should not be located near schools and religious places. A separate place should be identified for their sale.
