The Incheon Free Economic Zone Authority has launched design work to develop zone 11-1 of Songdo International City — the last remaining development area in the district — into a next-generation smart city.

The authority held a kickoff briefing Tuesday at Songdo's G-Tower to share plans for building urban infrastructure using information and communications technology as part of the "Songdo Zone 11-1 Smart City Infrastructure Development" detailed design project.

The project aims to apply the smart city technologies and operational experience accumulated across Songdo to this final development site.

At its core, the initiative seeks to integrate smart technology across the full range of urban functions — transportation, public safety, the environment, facility management and civic information services — to create a more convenient and safer living environment.

On the safety front, the design calls for AI-enabled CCTV cameras and smart emergency call stations for crime prevention and disaster response, smart pedestrian crossings, and automated systems to detect illegal parking and stopping.

Environmental measures include real-time monitoring of air quality, water quality and flow rates, along with smart cooling-mist installations to address heat waves.

For transportation, the plan calls for intelligent traffic signal control, incident detection systems, and speed and signal enforcement equipment to manage traffic flow more efficiently.

The authority also plans to expand civic information services — including bus arrival information boards, variable message signs and media boards — and to build remote facility management and integrated CCTV control systems to improve overall urban operations.

After conducting site investigations and consulting with relevant agencies, the authority aims to complete the detailed design by May 2027 and finish building the smart city infrastructure by 2028.
