The East Africa region plans to adopt uniform laws to fight growing incidents of cyber crime. The move comes when the East African Community member countries focus on adopting electronic and mobile commerce and e-government.

The legal framework for cyber laws covering electronic transactions, electronic signatures and authentication, cyber crime, and data protection and privacy have been approved by the EAC Council of Ministers and is under implementation. The second phase of laws , still being developed, will focus on intellectual property rights, competition, e-taxation and information security. The region's connection to the fiber optic cable has sparked an upsurge in internet fraud and hackers.

Most transactions and innovations have been moving to different technology platforms but no much development has been done at a policy level as it is highly risky for the users of such platforms. "This volume of business must be anchored on an effective regulatory framework and a robust cyber laws regime," said Enos Bukuku EAC deputy Secretary General, incharge of Planning and Infrastructure during a meeting on cyber laws held in Tanzania.

Public offices have not been spared either. Recently hackers have brought down key websites such as the Kenya police, Statehouse, Department of Defense The regional laws will be incorporated with the different national laws that the Partner States are still developing. Bukulu also proposed establishment of a Center of Excellence in Cyber Science to equip the region in a bid to fully exploit the potentials in e-business.
