    Chief Minister Conrad K Sangma’s recent statement about the government spending a massive amount of Rs 150 crore to install 150 closed circuit television cameras across the city as part of the Shillong Integrated Command and Control Centre (SICCC), has become the subject of online trolling with social media users pointing fingers at the huge expenditure and terming it as another scam in the making.

    Social media users pointed out that the government was spending almost Rs 50 lakh on each CCTV camera, forcing the Shillong Smart City Project to issue a clarification on Tuesday, denying charges of spending such a huge amount on mere installation of CCTV cameras.

    VN: Hanoi’s ambitions to be a sustainable smart city

    For the second consecutive year, Hanoi has been included in the list of the top 100 smartest cities in the world.

    As voted by the International Institute for Management Development in collaboration with the World Smart Sustainable Cities Organization, the April list ranked Hanoi at 97th, rising three spots from 2023.

    OM: ‘5-minute walk’ Sohar Smart City master plan revealed

    A master plan for the establishment of Sohar Smart City has been released by global architecture and design studio Hassell.

    It was appointed by Ministry of Housing and Urban Planning to design a master plan that will position Sohar as a centre of trade, commerce and innovation by 2040.

    Part of the broader Sohar Master Plan, the new city will capitalise on the economic growth resulting from the free port and arrival of an international rail link to Abu Dhabi.     Singapore has been named the smartest city in Asia

    Singapore is the only Asian city among the top five smartest cities in the world in 2024.

    The index, produced by the Swiss business school Institute for Management Development (IMD), lists 142 cities in all, ranking them on the basis of how they use advanced technology for improvement in the lives of the citizens.

    The IMD said that its Smart City Index (SCI) “has now reached what can be considered as its stable configuration” following the methodological changes made in 2023.

    SDAIA Supports Saudi Arabia's Smart Cities Transformation, Contributing to the Rise of 5 Saudi Cities in 2024 IMD Smart Cities Index

    The digital transformation of smart cities in Saudi Arabia, supported by the Saudi Data and Artificial Intelligence Authority (SDAIA) in collaboration with several government entities, has contributed to the advancement of five Saudi cities in the 2024 IMD Smart City Index, issued by the International Institute for Management Development (IMD), compared to the 2023 report.

    Al-Khobar city joined the index for the first time this year, alongside Riyadh, Makkah, Jeddah, and Madinah. Riyadh maintained its third position among Arab cities, while Makkah ranked fifth, Jeddah sixth, and Madinah seventh. On the global scale of the index, Riyadh advanced 25 places compared to last year, Makkah maintained its 52nd position, Jeddah advanced one place to 55th, and Madinah jumped 11 places to 74th. Moreover, Al-Khobar secured the 99th position among 142 cities worldwide.

    Councillors have unanimously backed calls to review how local authority services are offered in Sunderland to ensure nobody is left behind as part of ‘smart city’ plans.

    It comes after a motion was put before the latest meeting of Sunderland City Council seeking to ensure everyone in the city can continue to access local authority services, “even if they cannot or do not want to do so digitally”.

    Public-private partnerships pose opportunity for DPI and national digital ID initiatives

    Public-private partnerships (PPPs) may play a critical role in the development of a national digital identity infrastructure around the world.     The UN’s Sustainable Development Goals (SDG) are a set of aims for 2030 designed for developing nations to achieve equitable economic, social, and environmental sustainability. While DPI is tied to many of these goals, and SDG 16.9 explicitly sets out to provide a legal digital identity for all, public finance is stretched thin between these objectives, climate change obligations and other serious humanitarian concerns across the Global South and other regions. Public finance alone will likely not be able to fund a robust DPI for the nations that could benefit most from it.

    At the moment, Cosmo Base Consortium has designed a smart city with residential and industrial areas in the backward areas of Umuahia in Abia State, but without the defections of the capital city territory. A.1 Bonn, Deutschland, 25.09.: Präsentation des Forschungs- und Entwicklungs-Projektes "Prozessketten für staatliche Informations- und Meldepflichten" (PROKETTA) beim BMWi

Am 25.09. stellte Dr. Manfred J. Suhr, Geschäftsführer und Vorstandsmitglied des IfG.CC, in Bonn das Forschungs- und Entwicklungs-Projekt "Prozessketten für staatliche Informations- und Meldepflichten" (PROKETTA) beim Bundeswirtschaftsminister vor.

Ziel des Projektes ist es, durch Erstellung einer Datenbank mit standardisierten Prozessketten z.B. aus den Bereichen Bauen, Steuern, Gewerbe, Beschaffung u.a. einen wichtigen Beitrag zur Senkung von Bürokratiekosten und zur Vereinfachung von Verwaltungsabläufen beizutragen.

Anlass war das Kick-off-Meeting aller Projekte, die im Rahmen der BMWi-Mittelstandsinitiative eStandards als besonders förderungswürdig ausgewählt wurden.

A.2 Berlin, Deutschland, 25.09.: EU-Projekt: COMPATeGov: Europäischer Workshop „eGovernment-Kompetenzen“

Am 25.09. wurde das Kompetenzmodell für E-Government, das im COMPATeGov-Projekt erarbeitet wurde, beim Europäischen Workshop in Berlin vorgestellt. Teilnehmer des Workshops waren Mitarbeiter und Führungskräfte aus Kommunen und Landesbehörden, Vertreter aus verschiedenen Hochschulen Deutschlands sowie Vertreter der Projektpartner.

Am Vormittag hielten Herr Dr. Bohrer, Leiter der Arbeitsgruppe „E-Government, IT-Strategie und landesweite Verwaltungsentwicklung“ in der Senatsverwaltung für Inneres und Sport Berlin, und Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, Impulsvorträge zum Stand der Umsetzung von E-Government in Berlin und zu E-Government-Kompetenzen aus wissenschaftlicher Perspektive. Hierbei wurde deutlich, dass ein „Mehr“ an fachlichem Wissen bei Weitem nicht mehr ausreichend ist, um den neuen Kompetenzanforderungen gerecht zu werden. Im Zusammenhang mit vernetztem E-Government entstehen neue Organisationsformen, die kooperationsintensiv sind und von allen Mitarbeitern in den veränderten Arbeitsstrukturen neue Kompetenzen erfordern. Dazu zählen insbesondere hohe persönliche und soziale Kompetenzen erforderlich. Anschließend stellte Sirko Schulz, wissenschaftlicher Mitarbeiter am IfG.CC, das Kompetenzmodell vor, das im Projekt entwickelt wurde. Mit dem Modell werden Kompetenzen, die im Kontext von E-Government – insbesondere für Führungskräfte – erforderlich sind, umfassend in standardisierter Form abgebildet. In der anschließenden Diskussion wurde deutlich, wie groß die Relevanz eines solchen Kompetenzmodells für die Einführung und Umsetzung von vernetztem E-Government ist. In der Verwaltung beruhen Stellenbeschreibungen/-profile oftmals nur auf formalen Qualifikationen und weniger auf Kompetenzen.

Am Nachmittag wurden Anwendungsbeispiele des Kompetenzmodells präsentiert. Das Modell soll genutzt werden, um Fort- und Weiterbildungsangebote zu entwickeln, welche gezielt die erforderlichen Kompetenzen aufbauen und stärken. Im Rahmen des Forschungsprojektes wurden Schulungsangebote für einzelne Bereiche bereits erarbeitet, wie z.B. ein dreitägiger eGovernment-Kurs für Führungskräfte oder ein Coaching im Bereich Geschäftsprozessmanagement für Mitarbeiter der öffentlichen Verwaltung. Aufbau und Inhalte des Prozess-Coachings wurden von Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, vorgestellt. Ziel des fachlichen Coachings ist es, Mitarbeitern der öffentlichen Verwaltung die grundlegenden Kenntnisse zu vermitteln, damit sie in ihrer Organisation Prozesse erheben, modellieren und hinsichtlich einer Optimierung analysieren können. An Fallbeispielen und Beispielprozessen aus den Arbeitsbereichen wird die Vorgehensweise schrittweise geübt. Abschließend demonstrierte Sirko Schulz das COMPATeGov-Webportal (http://portal.compategov.eu/index.htm), das einen integrierten Rahmen für die Fort- und Weiterbildung und die Kompetenzbewertung für das Personal im öffentlichen Sektor bietet.

Im Rahmen des EU-Projektes COMPATeGov wurde untersucht, welche Kompetenzen für die Beschäftigten in der öffentlichen Verwaltung in Bezug auf eGovernment gefragt sind. Dafür analysiert ein Konsortium unter Leitung des Institute for eGovernment (IfG.CC) und der Universität Potsdam, welches Wissen, welche Fähigkeiten und Fertigkeiten im Kontext von eGovernment relevant sind.

A.3 Ludwigslust, Mecklenburg-Vorpommern, Deutschland: Abschluss des Modellprojekts „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust-Parchim und der Region Westmecklenburg“

Ende September wurde das Modellprojekt „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust-Parchim und der Region Westmecklenburg“ abgeschlossen. Das Vorhaben wurde vom Bundesministerium des Innern im Rahmen des Programms „Daseinsvorsorge 2030 – innovativ und modern – eine Antwort auf den demografischen Wandel“ finanziert. Ziel des Programms war es, vor allem in den östlichen Bundesländern neue Lösungswege unter IT-Nutzung zu erproben, mit denen Services der öffentlichen Verwaltung auch in ländlichen Regionen effizient, bürgernah und zielgruppengerecht angeboten werden können.

Das IfG.CC war damit beauftragt, für das Modellprojekt in der Region Westmecklenburg ein Gesamtkonzept für die Leistungserbringung im ländlichen Raum zu erstellen, das auch auf andere Regionen übertragbar ist.
In einem ersten Schritt wurden die derzeit vorhandenen Zugangskanäle zu öffentlichen Leistungen in den Landkreisen Ludwigslust-Parchim und Nordwestmecklenburg analysiert. Dabei hat sich gezeigt, dass der Landkreis Ludwigslust-Parchim deutschlandweit bereits als einer der Vorreiter in Bezug auf eine effektive Bereitstellung von öffentlichen Leistungen im ländlichen Raum gilt. Denn dort werden in so genannten kooperativen Bürgerbüros sowohl Leistungen des Kreises als auch der Ämter bzw. Städte angeboten, so dass für Bürger lange Wege zur Kreisverwaltung entfallen.

Um die Impulse für die Zugangsgestaltung weiterzuentwickeln, wurden innovative Handlungsansätze, wie öffentliche Leistungen effizient und bürgernah erbracht werden können, evaluiert und in Falldarstellungen zusammengefasst. Geprüft wurde, ob einzelne Elemente aus diesen Good Practices (z.B. Leistungsangebot, räumliche Gestaltung eines Bürgerbüros) oder komplette Ansätze auf die Projektregion übertragen oder weiterentwickelt werden können.
Darüber hinaus haben Mitarbeiter des IfG.CC Handlungsempfehlungen für die Umsetzung der Einheitlichen Behördenrufnummer D115 als wichtigen Baustein einer Servicestruktur für den ländlichen Raum in der Region Westmecklenburg erarbeitet. Bisher wurde D115 kaum im ländlichen Raum umgesetzt, da die Trennung in Kreis und Gemeinde hohe Anforderungen an die Kooperation zwischen den Ebenen stellt.

Als ein weiteres Element für das Gesamtkonzept wurden Vorschläge zur Einführung eines themenbezogenen bzw. an Lebenslagen orientierten mobilen Bürgerservices im Landkreis Ludwigslust-Parchim erarbeitet. Ziel ist, dass verschiedene Zielgruppen (z.B. Familien, Senioren) entsprechend ihren Bedarfslagen einfach und unmittelbar Informationen und Zugang zu Verwaltungsleistungen erhalten. Durch die Einführung eines mobilen Bürgerservices ist es möglich, öffentliche Leistungen gebündelt und effizient an verschiedenen Standorten anzubieten.

Als Basis für die Leistungserbringung wurde ein Rahmen für ein umfassendes Informationsmanagement für die Region Westmecklenburg entwickelt. Über dieses Informationsmanagement sollen standardisierte und aktuelle Bürgerinformationen über verschiedene Zugangskanäle (z.B. Bürgerbüros, D115), aber auch weitergehende Informationen und Daten sicher bereitgestellt werden, die Mitarbeiter für die (abschließende) Bearbeitung von Anliegen und Anträgen benötigen. Um die zielgruppengerechte und bürgernahe Bereitstellung von Services und die Leistungserbringung über die verschiedenen Kanäle in der Region sicherzustellen und zu koordinieren, wurde außerdem ein Konzept für eine Servicestelle entwickelt.

Im nächsten Schritt wird der Landkreis Ludwigslust-Parchim mit der Umsetzung des Konzepts beginnen. Schwerpunkte werden die Einführung von 115 sowie der Aufbau und die Weiterentwicklung der kooperativen Bürgerbüros sein.

P.1 Hilgers, D./Schauer, R./Thom, N. (Hrsg.): Public Management im Paradigmenwechsel. Staat und Verwaltung im Spannungsfeld von New Public Management, Open Government und bürokratischer Restauration

Im Juli ist der Dokumentationsband zum Public Management Colloquium, das Ende Februar 2012 an der Universität Hamburg stattfand, im Trauner Verlag erschienen.

In diesem Band ist u.a. der Beitrag „Fusionen im öffentlichen Sektor“ von Prof. Tino Schuppan und Sirko Schulz, wissenschaftlicher Mitarbeiter am IfG.CC, erschienen. Darin beschreiben die Autoren Ergebnisse eines Forschungsprojektes zu Fusionen im öffentlichen Sektor am Beispiel des öffentlichen IT-Dienstleisters Dataport. Wie die Fusion zustande kam, wurde aus einer policy- und management-orientierten Perspektive analysiert, so dass Wechselwirkungen zwischen den beiden Ebenen erkennbar wurden. Dabei konnte gezeigt werden, wie Akteurskonstellationen im Policy-Netzwerk dazu führen, dass bestimmte Entscheidungsparameter des Managements von Fusionen im öffentlichen Sektor eher eingeschränkt sind; andererseits kann das Management durch ein geschicktes Fusionsdesign eigene Gestaltungsspielräume erweitern. Fazit der Untersuchung war, dass die Besonderheiten von Fusionen im öffentlichen Sektor deren Erfolgsaussichten nicht einseitig beschränken. Vielmehr ist ein besseres Verständnis der komplexen Wechselbeziehung zwischen der Policy-Ebene und dem Fusionsmanagement notwendig, um die Wirkungen in unterschiedlichen Politikfeldern und Verwaltungsorganisationen einzuschätzen.

Ein weiterer Beitrag befasst sich mit „Neuen Kompetenzen für E-Government bei vernetzter Leistungserstellung“. Die Autoren Prof. Hermann Hill (Deutsche Universität für Verwaltungswissenschaften Speyer), Prof. Tino Schuppan und Katrin Walter vom IfG.CC stellen dar, inwieweit sich die Arbeitsorganisation in neuen IT-ermöglichten Organisationsformen (z.B. Shared Service Center auf Bundesebene, 115-Service-Center) bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) dabei von Mitarbeitern und Führungskräften gefordert werden. Die empirischen Befunde haben gezeigt, dass an den neu entstandenen organisatorischen Grenzstellen – diese bilden Organisationen aus, um mit ihrer Umwelt zu agieren – in neuen IT-ermöglichten Organisationsformen neue kommunikative und v.a. Verhandlungskompetenzen erforderlich sind. Darüber hinaus lassen sich Tendenzen einer Subjektivierung von Arbeit feststellen: zum einen bei der Interaktionsarbeit mit dem Bürger (115) oder Auftraggeberbehörden (SSC), bei der emotionale Kompetenz und Kreativität von den Mitarbeitern erforderlich sind. Zum anderen sind hohe Kompetenzanforderungen notwendig, um die Dienstleistungen erbringen zu können. Dafür ist nach wie vor umfangreiches fachliches Wissen erforderlich. Neu ist, dass dynamische und so genannte Metakompetenzen erforderlich sind. Dazu zählt beispielsweise die Fähigkeit, die eigene Arbeit selbst zu organisieren und zu kontrollieren. Weiterhin müssen die Mitarbeiter der 115-Service-Center und Shared Service Center fähig und bereit sein, mit mehreren Personen in einem Netzwerk zu kooperieren, um die Leistungen zu erbringen. Hierbei handelt es sich um Kompetenzen, die nicht durch traditionelle Lernformen erworben werden können. Informelles Lernen im Arbeitsprozess und damit Selbstlernkompetenzen gewinnen für die Arbeit in vernetzten Organisationsformen an Bedeutung.

The mission of the International Journal of Information Communication Technologies and Human Development (IJICTHD) is to create awareness on how ICTs contribute to human development in multiple areas. Prof. Tino Schuppan, as a member of the International Editorial Review Board of IJICTH, would like to reccommend the special issue of IJICTHD.
The latest issue is a special one on Syntax of ICT Policy Designs for Human Development. V.1 Potsdam, Deutschland, 05.09.: Vortrag bei der Veranstaltung „Vorstellung des Mobilen Bürgerservice“ im Brandenburgischen IT-Dienstleister (ZIT-BB)

Bei der Vorstellung des Mobilen Bürgerservice im Brandenburgischen IT-Dienstleister (ZIT-BB) am 05.09.2012 hat Erhardt Ewert, wissenschaftlicher Mitarbeiter am IfG.CC, das Transferkonzept zum Mobilen Bürgerservice vorgestellt. In dem Transferkonzept hat das IfG.CC Anforderungen und Hinweise für die Umsetzung und Bereitstellung von Leistungen über das mobile „Bürgerbüro“ zusammengefasst. Damit sollen die Kommunen selbstständig mobile Bürgerdienste einführen können. Beim mobilen Bürgerservice werden die Mitarbeiter mit einem Koffer ausgestattet, in dem sich u.a. Laptop, Drucker und Scanner befinden und erbringen Leistungen z.B. in Außenstellen der Kommunen, Hochschulen und Senioreneinrichtungen.

Der Einladung der Leitstelle Bürokratieabbau im Innenministerium des Landes Brandenburg waren über 50 Vertreter von Brandenburger Kommunen gefolgt. Ihnen wurden bereits umgesetzte Lösungen von Mobilen Bürgerservices im Land Brandenburg vorgestellt sowie Hinweise gegeben, worauf bei der Einführung von Mobilen Bürgerservices geachtet werden sollte. Ein wichtiger Teil der Veranstaltung war der Erfahrungsaustausch zwischen den Kommunen.

Präsentiert wurden der Mobile Bürgerservice der Stadt Potsdam sowie der Stadt Wittstock/Dosse. In Wittstock/Dosse wurde ein Kleinbus zu einem „rollenden Büro“ umgebaut, den die Teilnehmer besichtigen konnten. Mit dem Kleinbus werden künftig Mitarbeiter des Bürgerbüros und Ordnungsamts in den 18 Orts- und sieben Gemeindeteilen von Wittstock/Dosse gemeinsam unterwegs sein und Verwaltungsleistungen vor Ort anbieten. In Potsdam bieten die Mitarbeiter des Bürgerservices Leistungen u.a. in Altenheimen oder an der Universität an. Sowohl in Potsdam als auch in Wittstock/Dosse hatte das IfG.CC die technische und organisatorische Umsetzung der mobilen Bürgerservices unterstützt. Diese Erfahrungen sind auch in das Transferkonzept eingeflossen.

Neben den Lösungsansätzen aus Potsdam und Wittstock/Dosse wurden das Leistungsangebot des ZIT-BB sowie der Technikkoffer der neuesten Generation von T-Systems vorgestellt.

V.2 Berlin, Deutschland, 07.09.: Preisverleihung des 12. eGovernment-Wettbewerbs von BearingPoint und Cisco

Am 07.09. wurden im Rahmen des 12. eGovernment-Wettbewerbs wegweisende IT-Projekte und Institutionen auf Bundes-, Landes- und Kommunalebene ausgezeichnet. Sieger in der Kategorie „Bester Lösungsbeitrag für ein gesellschaftliches Problem 2012“ war das Projekt „Telemedizin in der Euroregion POMERANIA e.V.“. Als Jurymitglied übergab Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, den Preis an Prof. Dr. med. Norbert Hosten. Prof. Hosten ist Direktor des Instituts für Diagnostische Radiologie und Neuroradiologie der Ernst-Moritz-Arndt-Universität Greifswald und Vorsitzender des Vorstandes des Projektes.

In seiner Laudatio sagte Prof. Tino Schuppan: „Gesundheit ist vermutlich das Politikfeld, in dem Informationstechnik mit die größten Wirkungen entfalten kann. Das Telemedizinprojekt zeigt auf, wie Krankenhäuser de facto mittels IT zu Kompetenzzentren werden und so gleichzeitig die fachärztliche Expertise in der Fläche vor Ort bereitstellen können. Hierdurch wird in ländlichen Gebieten die ärztliche Versorgung deutlich verbessert. Außerdem wird mit diesem Projekt einmal mehr deutlich, dass es mit dem bloßen IT-Einsatz nicht getan ist. Vielmehr sind organisatorische Änderungen notwendig, was hier noch grenzüberschreitend zu Polen umgesetzt wurde. Das ist besonders auszeichnungswürdig.“
Das ausgezeichnete Telemedizinprojekt (http://www.telepom.eu) vernetzt verschiedene Gesundheitseinrichtungen in den Bundesländern Brandenburg und Mecklenburg-Vorpommern auf der deutschen Seite und der Wojewodschaft Westpommern in Polen.

Während eine Basisversorgung (allgemeinmedizinische Dienste) insbesondere in den Städten der Region durchaus gegeben ist, finden hochspezialisierte Disziplinen mit geringer Arztanzahl (Radiologen, Pathologen) oder hohen Investitionen in Geräte (z.B. Radiologie) kein genügend großes Einzugsgebiet, um Dienste außerhalb einer Kernzeit anbieten zu können. Kleine Krankenhäuser können z.B. radiologische Untersuchungen während der Woche im Tagdienst durchaus aufrecht erhalten. Für Untersuchungen am Wochenende oder in der Nacht gibt es dort jedoch nicht genug Patientenzahlen, um diese zu finanzieren. Ähnliches gilt für Bereiche wie Augen- oder Hals-, Nasen- und Ohrenheilkunde. Ziel des Projektes ist es, zum einen kleine Krankenhäuser in ländlichen Regionen mit den größeren Krankenhäusern in Städten wie Greifswald, Neubrandenburg und Eberswalde zu vernetzen; zum anderen wird eine bessere Ausnutzung von Arztkapazitäten und Geräten durch grenzüberschreitende Kooperationen mit Polen unterstützt.

Weitere Gewinner im eGovernment-Wettbewerb waren u.a. LippeJob-Interaktiv in der Kategorie „Bester Lösungsbeitrag für ein gesellschaftliches Problem – Verwaltung“, die „Transparenzdatenbank in Österreich“ des Bundesministeriums für Finanzen (Österreich) in der Kategorie „Innovativstes eGovernment-Projekt 2012“ sowie Schleswig-Holstein mit der „Bauleitplanung Online-Beteiligung“. Ziel des Projektes zur Bauleitplanung ist es, das formelle Beteiligungsverfahren der Träger öffentlicher Belange in der gemeindlichen Bauleitplanung online über eine Internetplattform abzuwickeln.
Den Publikumspreis erhielt die Bayerische Staatsregierung mit dem Projekt „Energie-Atlas Bayern“. Die fortschreitende Energiewende erhöht bei Bürgerinnen und Bürgern, Unternehmen und Kommunen den Bedarf an fundierten Informationen zu Energie- und Umweltthemen. Die Bayerische Staatsregierung mit dem Energie-Atlas ein innovatives Internet-Portal zur Verfügung, das alle wesentlichen öffentlichen Informationen des Freistaates Bayern rund um das Thema Energie verknüpft, einheitlich aufbereitet und kostenlos zugänglich macht.

Der eGovernment-Wettbewerb wird jährlich von Bearing Point und Cisco unter der Schirmherrschaft des Bundesministeriums des Innern ausgerichtet. Ziel des Wettbewerbs ist es, die Modernisierung der öffentlichen Verwaltung sowie den Einsatz moderner Technologien zu stärken und zu fördern.

V.3 Berlin, Deutschland, 17./19.09.: Public-Management- und E-Government-Kurs für Führungskräfte der Universität Salzburg (Österreich)

Das IfG.CC führte am 17. und 19.09. Seminare zu den Themen „Einführung in das Public Management“ und „E-Government“ für Führungskräfte des Executive Masterprogramms der University of Salzburg Business School (SMBS) in Berlin durch.

Im Seminar „Einführung in das Public Management“ wurden zunächst begriffliche Grundlagen im Bereich Public Management erläutert und ein Überblick zu wesentlichen theoretischen Ansätzen, wie Managerialismus und Neue Institutionenökonomie, gegeben. Das Aufgaben- und Verantwortungsverständnis des Gewährleistungsstaates wurde als zentrales Konzept von (New) Public Management eigeführt und das spezifisch „Öffentliche“ an der Leistungserstellung identifiziert. In einer Fallstudie wurden die Besonderheiten der öffentlichen Verwaltung in Bezug auf das Management gemeinsam mit den Teilnehmern erarbeitet und Funktionen und Dysfunktionen dieser Besonderheiten diskutiert.
Im zweiten Seminar „E-Government“ wurde nach einer begrifflichen Klärung und Einordnung in das Public Management, E-Government konzeptionell vorgestellt. Nach der Einführung relevanter Theorien wurde deren Relevanz für die Verwaltungspraxis anhand von Fallbeispielen diskutiert. Eine weitere Fallstudie wurde genutzt, um den Teilnehmern verschiedene Aspekte der Geschäftsprozessmodellierung in der öffentlichen Verwaltung aufzuzeigen und zu diskutieren, welche Möglichkeiten es gibt, IT-unterstützt Geschäftsprozesse zu optimieren.

Das Masterprogramm der University of Salzburg Business School (SMBS) wird berufsbegleitend angeboten und vermittelt Wissen zu Management-Tools und Führungskompetenzen für Führungskräfteaus dem öffentlichen Sektor.
Das IfG.CC vermittelt seit vielen Jahren praxisrelevantes Wissen mit Forschungsbezug in unterschiedlichen Masterkursen. Dabei wird auf moderne Lernformen zurückgegriffen, um die Führungskräfte von Heute für Herausforderungen von Morgen zu qualifizieren.

V.4 Berlin, Deutschland, 25.09.: Vortrag an der Hertie School of Governance (HSoG)

Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hielt an der Hertie School of Governance am 25.09. einen Vortrag, der sich mit dem Verhältnis von E-Government und Vertrauen in Regierung und Verwaltung beschäftigte. Im Fokus standen die Fragen, ob E-Government dazu beiträgt, dass sich Vertrauen in Verwaltungen verringert oder erhöht und welche Beziehungen zwischen E-Government und Vertrauen generell bestehen.

Nach einem Überblick, was Vertrauen im Kontext von E-Government bedeutet, stellte er die vielfältigen Zusammenhänge zwischen Vertrauen in Government und IT her. Die Untersuchungen, die sich damit beschäftigen, ob E-Government Vertrauen in Regierung und Verwaltung erhöht, kommen zu z.T. gegensätzlichen Ergebnissen. So vergrößert z.B. die Zufriedenheit mit Online-Angeboten nicht unbedingt das Vertrauen. Außerdem ist die gegenwärtige akademische Diskussion recht eklektisch, weil sie die Vertrauensfrage nur auf eine Online-Verwaltung reduziert. Anhand von Beispielen wie der einheitlichen Behördenrufnummer „115“ in Deutschland und Maerker Brandenburg machte Prof. Tino Schuppan deutlich, dass vernetztes E-Government zwar dazu führt, dass die Verwaltung besser reagieren kann und sich die Transparenz und Nachvollziehbarkeit von Entscheidungen und Bearbeitungsprozessen erhöhen. Fraglich erscheint jedoch, ob sich dadurch die Accountability verbessert bzw. ob der Mangel an Accountability bei vernetztem E-Government durch erhöhte Transparenz kompensiert werden kann. Hier kann es zu Vertrauensverlusten kommen. Gleichzeitig besteht die Gefahr, dass die Technologie dazu genutzt wird, den Bürger auf Distanz zu halten, wodurch Vertrauen in Regierung und Verwaltung nur schwer herzustellen ist.

V.6 Ankündigung/Announcement: Nächster IfG.CC Prozessworkshop am 25.10.

Das IfG.CC veranstaltet monatlich einen Prozessworkshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die mit Prozessermodellierung beauftragt sind, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben. Der nächste Workshop findet statt am 25.10.

Die Teilnehmer des CC Prozessworkshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Prozessen in der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben, die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren. Erfahrungsberichte und Diskussionen von und mit erfahrenen Prozessmodellierern runden die Veranstaltung ab.

Prof. Tino Schuppan, scientific director of the IfG.CC, and Sirko Schulz, research assistant, have submitted a paper titled „Competency Requirements for Transformational E-Government“ and will be presented at the Minitrack „E-Government Education, Training and Professionalization“ at the upcoming HICSS.

The term e-government stands for an ICT enabled transformation of the public sector. New forms of collaboration and inter-organizational public service networks become feasible, to fulfill public tasks more efficiently and effectively. However, between this transformational potential and the tangible results is a rather significant gap. One reason for this slow and cumbersome implementation seems to be that public managers lack the necessary competencies to capture the promises of e-government. The article analyzes the changing competency requirements and describes the first steps of the development of an e-government competency framework for public managers. It sums up the results of a literature review on e-government competencies, a survey, and focus group workshops. Based on these results, a first set of e-government competencies is being outlined which goes beyond pure ICT skills. The article concludes with a forecast at the implications for human resource management in the public sector.

Many conferences focus on a specific discipline or subject. Although specialization is important, HICSS has chosen to become one of the few general-purpose conferences addressing issues in the areas of computer science, computer engineering, and information systems. The fundamental purpose of this conference is to provide a forum for the exchange of ideas, research results, development activities, and applications. HICSS brings together highly qualified interdisciplinary professionals in an interactive environment.

Das Potsdamer Institut für E-Government (IfG.CC) sucht für die Bearbeitung eines For-schungsprojektes zur Entwicklung zukunftsorientierter Modelle des Regierens und Verwaltens weitere Politik- oder Verwaltungswissenschaftler.

In dem Projekt sollen aus verwaltungswissenschaftlicher Sicht zukünftige und zugleich umsetzbare Lösungsansätze vor dem Hintergrund der Möglichkeiten von E-Government entwickelt werden. Dabei wird hier unter E-Government der Wandel bzw. die durch IT ermöglichten Veränderungen von Institutionen verstanden.

Auf der Basis von Szenarien sollen gegenwärtig schon beobachtbare Veränderungen untersucht und zukünftige Veränderungen („Zukünfte“) entwickelt werden, die kritisch zu bewerten sind.

Voraussetzung für die Mitarbeit im Projekt ist ein ausgesprochenes Interesse für das Thema (eGovernment und institutioneller Wandel) und interdisziplinäres Denken. Es müssen außerdem gängige sozialwissenschaftliche Methoden beherrscht werden.

Am 01.04. startete am IfG.CC das vom Bundesministerium für Wirtschaft und Technologie geförderte Projekte zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nun noch weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

Einsatzmöglichkeiten von biometrischen Verfahren/Applications for biometrics

Biometrische Merkmale, wie Finger- oder Handabdruck, Gesicht und Auge (Iris und Netzhaut), werden genutzt, um die Identität eines Menschen zu bestimmen. Als Messgeräte dienen Sensoren oder Scanner, z.B. Fingerabdruckleser oder Iris-Scanner. Biometrische Verfahren zur computergestützten Identifizierung von Personen werden u.a. eingesetzt, um Kontrollen z.B. an Grenzübergängen oder Flughäfen zu verbessern. Zunehmend installieren Institutionen wie Krankenhäuser Systeme, mit denen überprüft wird, wer wann ein Gebäude oder einen bestimmten Gebäudebereich betreten oder verlassen hat. So soll sichergestellt werden, dass nur berechtigte Personen Zutritt haben (z.B. auf Geburtsstationen) bzw. dass Arbeitszeiten (Beispiel aus Indien) eingehalten werden. Im Gesundheitswesen muss sichergestellt werden, dass auch in Netzwerken verschiedene Daten (z.B. zu Medikationen) den Patienten richtig zugeordnet und immer aktuell gehalten werden. Getestet werden dazu u.a. in verschiedenen Krankenhäusern in den USA Iris-Scans und Touchpoints. Ziel ist es, durch die Nutzung solcher Technologien Patienten zu identifizieren, Behandlungsfehler und dadurch bedingte Folgekosten zu vermeiden bzw. zu reduzieren.

In Kanada sollen ab dem kommenden Jahr Reisepässe ausgegeben werden, auf denen verschiedene biometrische Merkmale erfasst sind. Kanada nähert sich damit den Standards an, die in den G8-Staaten bereits gängig sind. In der Ukraine hat ein Gesetz zur biometrischen Identifikation die erste Lesung im Parlament passiert. Aufgebaut werden soll ein staatliches Melderegister, in dem grundlegende Daten zu Bürgern erfasst werden. Europäische Services und Institutionen sollen Zugriff auf diese Daten erhalten, u.a. um den Reiseverkehr zu vereinfachen.

Im US-Bundesstaat Delaware ist geplant, dass Bürger an Kiosks ihre Fahrerlaubnis erneuern oder verlängern lassen können. In den Kiosk integriert sind u.a. Scanner und Digitalkamera. Durch die Anbindung an das Back Office können auch biometrische Daten unmittelbar weitergeleitet und so der Prozess der Ausstellung der Fahrerlaubnis beschleunigt werden.

Im Bundesstaat Tamil Nadu in Indien sollen staatliche Krankenhäuser mit einem System ausgestattet werden, das mit Kameras und Scannern erfasst, wann die Mitarbeiter ihre Arbeit beginnen und beenden und welchen Tätigkeiten sie im Laufe des Tages nachgehen. Besucher sollen einen Ausweis erhalten, mit dem sie erfasst werden, um so die Besuchszeiten strikter regeln zu können. Hintergründe für diese Maßnahmen sind u.a. Unpünktlichkeit bei einem Teil der Mitarbeiter sowie Mängel bei Hygienemaßnahmen.

Im 7. Forschungsrahmenprogramm wurde in der EU das Projekt BEAT (Biometrics Evaluation and Testing) gestartet, in dem Standards für die Evaluierung von biometrischen Technologien entwickelt werden sollen. Derzeit gibt es eine Vielzahl von Lösungen, deren Nutzen aber nicht bewertet werden kann, weil u.a. Kennzahlen und gemeinsame Bewertungskriterien fehlen. Ziel des Projektes ist es, ein European Identification Certification System zu entwickeln.

2.1 Ukraine examining new biometric ID law

A bill that provides for the introduction of biometric identification has passed first reading in Ukraine’s parliament.
The draft law provides for the creation of a unified state demographic register, which will contain basic personal information on each citizen. Additionally, the draft stipulates issuing the documents for traveling abroad that have a built-in proximity chip with registry information on the holder.

The new document standard is designed to help eliminate ID fraud and thus increase border security. The registry may become accessible to all the relevant European services and institutions, improving the time and cost efficiency of their work, including the shortened border control procedure.

2.3 USA: Delaware DMV introduces biometric-based kiosks

The State of Delaware unveiled its new driver license and personal identification kiosks that promise to deliver quicker ID issuance and an improved customer experience for Delaware residents.

“These new kiosks will make driver license replacement and renewal much easier than ever before,” Delaware Division of Motor Vehicles Director Jennifer Cohan said. “Delawareans depend on their state-issued IDs not just for driving but for a myriad of vitally important functions every day. We’re here to make the process of renewing and replacing the old ones as speedy and painless as we can.”

The kiosks incorporate scanners, digital cameras and sophisticated back office technology allowing Delaware to maintain a high level of security while speeding up the ID issuance process for customers who need replacement and renewal licenses.

The Provincial Government of Leyte recently developed a biometric system to authenticate the recipients of cash grants of the Department of Social Welfare and Development’s (DSWD) 4Ps (Pantawid para sa Pamilyang Pilipino) project. […]
What the government previously did was to distribute Automated Teller Machine (ATM) cards to beneficiaries however after a detailed evaluation of the project it was found out that some of the project beneficiaries were making the ATM cards as collateral to loan sharks.

With the biometrics system in place, instead of distributing ATM cards to beneficiaries, the latter will be required to claim or withdraw the cash aid personally.

The problem of teacher absenteeism in Delhi University (DU) may finally be tackled with the university planning to implement biometric system of attendance for them. 2.7 Ghana: Senior citizens outpace the youth in the biometric voter verification exercise

Mr. Kofi Obeng, a polling agent at the just ended exhibition of the biometric voter registration, has lauded the elderly for exhibiting devotion to the exercise.

I think it had to do with publicity. The aged are by their radio and television sets all the time. The younger ones go off to work and may have missed the media announcements on the exercise.

Speaking to the Ghana News Agency in an interview, Mr. Obeng who was stationed at the Icodex Polling Station within the Adenta constituency, said out of an expected number of 2738 registered voters, 1,183 turned up to verify their names and photographs.

3.1 Bundeskabinett bringt E-Government-Gesetz auf den Weg

Das Bundeskabinett hat das E-Government-Gesetz auf den Weg gebracht, wie der Behördenspiegel berichtet. Das Vorhaben sieht vor, die Verwaltung breit zu modernisieren; es sollen De-Mail und der elektronische Personalausweis (nPA) unterstützt und Open Data gefördert werden.

Beispielsweise soll die so genannte Schriftformerfordernis verändert werden: Neben der elektronischen Signatur sollen auch De-Mail und eID-Funktion des neuen Personalausweises als gleichwertig zur Unterschrift per Hand behandelt werden. Eine absenderbestätigte De-Mail würde also als unterschrieben gelten, ebenso ein Webformular, wenn sich der Nutzer mit elektronischem Ausweis identifiziert. Die Bundesbehörden sollen verpflichtet werden, De-Mail zu akzeptieren und die Identifizierung mit dem neuen Personalausweis anzubieten.

3.2 Experten wollen Informationsfreiheitsgesetz ausweiten

Das Informationsfreiheitsgesetz (IFG) sollte nachgebessert werden, empfahl eine Mehrzahl von Sachverständigen auf einer Anhörung im Bundestag. "Ich sehe Spielraum nach oben", erklärte Jan Ziekow von der Deutschen Hochschule für Verwaltungswissenschaften am Montag. Die Forscher hätten in ihrer IFG-Evaluation eine "Bereinigung des Bestandes" der Ausnahmen vom allgemeinen Recht auf Aktenzugang empfohlen. Dort gebe es derzeit Doppelungen, die bei Juristen zu einer "Suche nach Restanwendungsbereichen" und einer restriktiven Auslegung der Informationsfreiheit führen könnten.

Ziekow legte den Volksvertretern auch nahe, über den Vorstoß der Grünen zur ausdrücklichen Aufnahme der Informationsfreiheit ins Grundgesetz nachzudenken, wenn sie den mit dem IFG eingeleiteten Paradigmenwechsel im Verhältnis zwischen Staat und Gesellschaft stärker zum Ausdruck bringen wollten. "Der internationale Trend geht in diese Richtung". Ferner riet er den Behörden, Informationen von sich aus verstärkt online zu stellen. Sie müssten den Bürgern signalisieren.

Großstädte haben online die Nase vorn, vereinzelt auch gute Angebote in mittelgroßen Städten – 200 Kommunen deutschlandweit untersucht

Großstädte bieten ihren Bürgern umfangreicheren Onlineservice als kleinere Kommunen. Doch auch in vielen Metropolen ist das Internetangebot der Verwaltungen noch deutlich ausbaufähig. Zu diesem Ergebnis kommt eine aktuelle Studie von McKinsey & Company mit dem Titel "Die kommunale E-Government-Landschaft in Deutschland". Berlin, Hamburg, Nürnberg, Bonn und Düsseldorf sind nach Analyse der Berater die Vorreiter beim Thema E-Government. "Sie bieten ihren Bürgern das beste Angebot, verschiedene Amtsgeschäfte am heimischen Computer zu erledigen", sagt Katrin Suder, Leiterin der Public Services Practice bei McKinsey. Großstädte wie München, Köln, Frankfurt oder Stuttgart schneiden hingegen in der Bewertung ihrer Onlineangebote deutlich schwächer ab. Weitere Großstädte wie Bremen, Duisburg, Magdeburg, Bochum oder Potsdam landen im E-Government-Ranking noch weiter hinten. Insgesamt untersuchte McKinsey das Onlineangebot von 200 Städten und Kommunen in Deutschland.

4.1 Great Britain: E-procurement and cloud form centrepiece of government's green IT strategy

Department of Energy & Climate Change CIO Jennifer Rigby has said that e-procurement and cloud will drive the government's green IT strategy. Rigby is also chair of the government's green ICT delivery unit (GDU), a cross-departmental, pan-public sector body charged with driving both efficiencies and savings from public-sector IT.
"The GDU is all about pulling together the policy for government around green ICT. We are also there to share knowledge," said Rigby. The GDU was responsible for developing the 'Greening Government' ICT strategy, which is linked to the government's cloud strategy, end-user devices and capability strategies.

4.2 Ireland: Government may outsource some activities to private enterprise

The Government has sanctioned a programme to evaluate options for outsourcing government activities to private enterprise. The Cabinet decision was taken in July 2012.

It is mentioned in a report from the Department of Public Expenditure and Reform on savings and efficiencies from public service reform. The report cites progress in cutting the public sector pay bill, e-government, legislative reform, performance measurement and implementation initiatives.

4.3 Schweiz: IT-Großprojekt der Schweizer Finanzverwaltung gescheitert

Das Finanzministerium der Schweiz hat bei einem der größten IT-Projekte der Bundesverwaltung endgültig den Stecker gezogen. Das Schlüsselprojekt "Insieme" sollte die alten Informatiksysteme der Eidgenössischen Steuerverwaltung (ESTV) zusammenführen und erneuern. Rund 150 Millionen Franken (124 Millionen Euro) Steuergelder wurden damit in den Sand gesetzt. Immerhin, so heißt es beim Ministerium, soll "die Projektorganisation die bisher erarbeiteten Resultate sichern und bereits erstellte Komponenten in den Betrieb überführen".

Seit 2005 wurde an dem Projekt gearbeitet. Warum nach jahrelangen Planungen, Entwicklungsarbeiten und Projektrevisionen nun schließlich doch noch das Aus beschlossen wurde, fasst das Ministerium in einer Mitteilung vom Donnerstag nüchtern zusammen: "Aufgrund der vorliegenden Erkenntnisse und Fakten wird eine Weiterführung des Projekts Insieme heute als zu risikobehaftet beurteilt, weshalb sich ein Projektabbruch aufdrängt."

4.4 Romania: Financing Agreement signed by the USTDA and the Ministry of Health of Romania

American Trade and Development Agency (USTDA) awarded the Ministry of Health of Romania funding for implementing telecommunications solutions and telemedicine in primary care for rural and remote areas, a press release sent by the US Embassy in Bucharest reads. Funding in the amount of 422.786 USD will allow a feasibility study on the improvements that can bring primary and specialty care in rural Romania. The feasibility study will be conducted by International Development and Technical Assistance LLC and will include assessing existing network of telemedicine in emergency healthcare and telemedicine pilot project in primary care, implemented this year. The project connected 10 family physicians offices Danube Delta area of Tulcea County Emergency Hospital.

4.5 Europe: E-skills, 'imperative' for European growth

“ICT can empower people and organisations”, said Fiona Fanning, ECDL Foundation EU Affairs Manager at the European Parliament. However, to achieve growth in Europe, Member States must give more importance to e-skills, and not only focus them on future generations.

“The cost of the lack of digital skills and incompetence to e-commerce, e-government and productivity in companies is only anecdotally known”, she said, adding that this “has to be recognized.” Without these knowledge, which is “imperative”, Europe is loosing an average of € 90,3 billion per year and per country, she explained.

4.6 Czech Republic: New look and feel for the data box system

Since 30 July 2012, after more than three years of operation of the Czech Republic’s data box portal, users have been enjoying an updated version. The new version has improved functionality as well as a new look and feel with a modern and well-arranged graphic web design.

Users will no longer need to install any application on their PCs in order to be able to read and send messages. The technology of electronic forms has been transferred to data boxes which work directly on the government’s secure servers, without losing any functionality. Thanks to the updated portal, users will find it easier to access the services of the portal from a mobile device and/or other operating systems.

5.1 United Arab Emirates: Abu Dhabi launches e-government database

New system designed to serve industry, commerce, tourism, agriculture and investment

In the fast moving industry for economic development, the Ministry of Economy in cooperation with the information Economic Centre launched an electronic data base system that will serve industry, commerce, tourism, agriculture and investment in the country which represents a fundamental axis of the national economy. […]

The DBS was established in accordance with the local and international standard criteria that use the actual electronic field to serve the country’s economy. It will address the imbalance of data provision due to the lack of data updates of company reviewers with the public sector, and the spread of fake licences, where there is no specific location or any mode of communication with them.

5.2 Australia - New South Wales: Sharing services to save councils millions

Premier Barry O'Farrell is being urged to adopt a system of shared services between groups of the state's 152 councils to maximise the bang for buck and provide more money for infrastructure.

NSW councils' operating costs have risen eleven-fold in the past 30 years, while capital expenditure has only doubled in that period, a report by former Treasury head Percy Allan for the Urban Taskforce reveals.

It is recommending to the government's independent local government review that a system similar to that used in parts of the US and the Hunter - where shared services could be spread across councils to cut down on costs - be introduced to NSW.

5.3 Canada: Federal agency launches massive project to consolidate sprawling email systems

A federal agency has launched the next phase of a massive project to consolidate hundreds of thousands of government email accounts under one umbrella.

The initiative will begin to herd some 640,000 email boxes, spread across hundreds of servers, in a bid to rationalize a balkanized system that's inefficient, costly and vulnerable to cyber attacks.

Shared Services Canada, a giant agency created last year to bring order to the federal government's sprawling IT empire, has sent out an industry notice asking for the qualifications of interested firms.

The measure is a key step to eventually consolidating and standardizing email accounts, while ensuring a common level of security.

5.4 India: E-efficiency Delhi has become the government's new mantra

The next time you wonder why the repairs of your neighbourhood road are taking forever, you need not fret.

All you need to do is go to your computer, click on an URL and get your answer. Delhi's citizens will soon become a part of a new e-governance idea that will change the way government agencies and contractors operate in the city.
Chief Secretary P.K. Tripathi is all set to launch the emeasurement book (EMB) within the next three-four months to ensure that Delhi government agencies are able to monitor what contractors are up to more closely.

5.5 South Korea ready to assist Belarus with e-government development

Korea is ready to provide assistance to Belarus in developing electronic government. The statement was made by Korea Information Certificate Authority CEO Koh Sung Hak at the seminar held in Minsk on 18 September. The seminar was timed to the 20th anniversary of the establishment of Belarusian-Korean relations, BelTA has learned.

The European Union named the electronic government of Korea the world’s best in 2010 and 2012. It is an incontrovertible fact that Korea’s electronic government is the best one in the world, said the Korea Information Certificate Authority CEO.

5.6 USA: Government Social Network Could Replace Emails, Phone Calls

One national agency is looking to a Facebook-like internal social network as a possible alternative to traditional lines of communication like email and phone calls. The National Nuclear Security Administration announced Sept. 14 a pilot program in which the agency will use the One Voice platform. If successful, other divisions in the U.S. Energy Department could also launch the platform, which will include instant messaging and Web conferencing.
