  • LT: eHealth architecture model published

    The Lithuanian Health Minister Mr. Raimondas Šukys has issued an order on the architecture model of functional eHealth systems and related hardware and software.

    This order is the first document to summarise and merge the Lithuanian eHealth components and measures into a single system, so as to rationalise their implementation. The eHealth architecture model it forms will make it easier to focus on the development of a common eHealth system.

    It is anticipated that the introduction of this eHealth system in Lithuania would generate annual savings of LTL 300 million (€87 million approx.) by 2013. In particular, the Ministry of Health expects that savings will be achieved with the implementation of measures to reduce duplicated information and procedures, such as: health information exchange platforms between institutions; patient pre-registration; development of ePrescriptions; pictures archiving and communication system; national and regional hospital information systems; and electronic health records (EHRs).

  • LT: eServices aim to cut red tape in civil status registration procedures

    In July 2011, the Lithuanian Government decided to simplify the civil status registration procedures that involve the issuance of paper-based birth, death, marriage or divorce certificates.

    Currently, in order to apply for social and health care or other services, authorities typically ask individuals to provide them with an official paper of their civil status. For example, in order to receive a lump-sum grant for a child’s birth, individuals may need to provide the child's birth certificate; similarly, for a funeral, they need to provide a death certificate. The Minister of Justice, Mr Remigijus Šimašius said that all the decision-making institutions, which would require information about a person's civil status, will be able to obtain data directly from the Population Registry.

  • LT: First census to allow participation via the Internet

    For the first time, residents will be able to participate electronically in the Lithuanian general population and housing census, which takes place during March-May 2011.

    The e-census will last two weeks, from 1 to 14 March. Participation via the Internet is secure and convenient. It is easier to fill out the questionnaire because some information on housing and population will be provided by administrative sources, such as the population, real estate and address registers, and the State Social Insurance Fund Board of databases. E-census participants can supplement or adjust relevant data during the period of the e-census.

  • LT: Government launches electronic signature

    On 7 September 2011, Lithuanian Prime Minister and Ministers put their first electronic signature on the legal acts passed by the Government, thus making another important step in eSolutions' development in Lithuania and joining the leading European States.

    "I am delighted that Lithuania continues to strengthen its positions as a modern and dynamic state. With the introduction of the electronic signature system and electronic documents, the Government has become an excellent example to the other public and private sector organisations", said Prime Minister Andrius Kubilius during the signing ceremony.

  • LT: Information on eGovernment services gathered under one virtual roof

    The Lithuanian Information Society Development Committee (IVPK) under the Ministry of Transport has recently developed 'Prisijungusi Lietuva', a website that will allow citizens and businesses to find, quickly and easily, information on the eServices provided by the Public Administration.

    The users of Prisijungusi Lietuva ('Log in to Lithuania', in English) can find in a single site, conveniently presented and regularly updated, information about the public eServices developed with support of the European Union Structural Funds and co-financing. The number of such services is continuously growing.

  • LT: Launch of an updated version of the eGovernment gateway epaslaugos.lt

    On 27 September 2012, the updated eGovernment gateway www.epaslaugos.lt was launched.

    The updated version of the portal has - among other things - a new look and structure, improved forms of online requests, improved service provision, and a service that monitors the implementation process.

    Users can take advantage of the service classification system, which can be found on the homepage of the portal. The classification of Internet users into groups - citizens, businesses, service providers - is expected to facilitate users’ searches, as the information they are interested in is gathered in one place.

  • LT: New law drawn up on personal identification documents

    The Latvian Cabinet of Ministers (Ministru Kabinets - MK, in Latvian) supported by the Ministry of the Interior (Iekšlietu Ministrija) has prepared an identification documents bill which clarifies the rules relating to electronic identity (eID) cards, it was announced on 17 May 2011.

    In contrast with the current 'Personal Identification Documents Law' ('Personu apliecinošu dokumentu likums', in Latvian), the new draft law specifies the eID card types.

    The bill states that identity cards will be available to: Latvian citizens and non-citizens, nationals of another European Union country, the European Economic Area or Swiss residing in Latvia; third-country nationals; Foreign Ministry-accredited foreign diplomatic and consular missions; representatives of international organisation; and consular institutions staff and their family members.

  • LT: New project enables consumers to file complaints online

    In order to simplify the consumer protection procedures, the State Consumer Rights Protection Authority (Valstybinė vartotojų teisių apsaugos tarnyba – VVTAT, in Lithuanian) launched a project whose aim is to build an online consumer rights protection system. The project, supported by the European Union's Structural Funds, will enable users to lodge online complaints about rights violation as consumers.

    The project envisages the creation of interactive consumer electronic secure services making them more friendly and accessible to users. This will ensure consumers’ effective protection of their rights, by enforcing eCommerce rules in order to prevent consumer rights violation.

  • LT: Online registration for businesses expanded

    On 2 August 2011, the Lithuanian online registration and establishment services were expanded to apply to joint-stock companies (Uždarąją Akcinę Bendrovę - UAB, in Lithuanian) with more than one founder, from anywhere in the world. Previously only joint-stock companies with a single founder could be registered electronically.

    The new service has been produced as part of the project Legal Entities Registration eService (Juridinių asmenų registravimo elektroninė paslauga - JAREP, in Lithuanian), run by the State Enterprise Centre of Registers (Valstybės įmonės Registrų Centras, in Lithuanian) through its Register of Legal Entities (Juridinių asmenų registras, in Lithuanian).

  • LT: Regional projects for the development of electronic democracy successfully implemented

    As part of the Operational Programme for Economic Growth, there are 42 regional projects that have either successfully carried out or are currently implementing the 'Electronic democracy' measure under priority axis 'Information society for all'.

    These regional projects, which are financed by the municipalities, have introduced ICT solutions as part of this priority measure, thus enhancing public sector transparency, accountability and quality of decision making, as well as allowing the strengthening of community and new forms of political expression.

  • LT: Six EU co-funded ICT security projects to enhance data security in national information systems

    On 26 September 2011 the Information Society Development Committee under the Ministry of Transport and Communications decided to provide funding for a total amount of LTL 34 million (approx. €9.8 million) to six ICT security projects to be implemented by major public authorities.

    The public authorities to implement the 6 projects which received funding are, respectively:

    • the Ministry of Justice;
    • the State Tax Inspectorate (Ministry of Finance);
    • the State Security Department (SSD);
    • the Residents' Register Service (Ministry of the Interior);
    • the Board of the State Social Security Fund;
    • the Ministry of Social Security and Labour.  

  • LT: Vilnius to upgrade public transport ticketing system

    The new electronic ticketing system will allow passengers to use the most convenient ticket media of their choice, without committing to a specific card or device.

    The Lithuanian capital of Vilnius’ public transport authority SI Susisiekimo paslaugos has announced it is upgrading its ticketing system.

    Global mobility technology provider Ridango will deliver an account-based ticketing solution similar to the “best-in-class” systems deployed, for example, in Klaipeda, Kyiv and Tallinn.

  • Modernizing functioning of public governing in Lithuania

    Everybody knows that the ICT is an important part of the economy. This sector generates 5 percent of European GDP with a market value amounting to 660 billion euros annually, and it also contributes far more to overall productivity growth.

    Fully exploiting the potential of ICT, we can fundamentally modernize the functioning of public administration and develop more efficient public services. That is why Lithuania pays considerable attention to the ICT. Public procurement is one of the areas where we have achieved really good results in applying ICT. Currently, Lithuania is among the leading EU member states in this field. Talking about the EU public procurement volume, each year public authorities spend nearly 19 percent of the EU’s GDP on goods, services and works. Total public expenditure on public procurement creates a large share of economic activity – amounting to over 2 trillion euros per year. This money is spent by more than 250,000 contracting authorities in Europe.

  • New eHealth webpage is introduced in Lithuania

    New website was introduced in Lithuania where all Lithuanian residents, patients, physicians and employees of healthcare institutions will be able to find any kind of information regarding implementation and services of the National Electronic Health System (NESS).

    The website Esp.sam.lt is a simple instrument to introduce implemented and planned eHealth services, present all novelties, and answer questions in order to make eHealth services more accessible and useful for residents and speciālists, writes ELTA.

  • New version of Lithuanian ‘eGovernment Gate’ popular with citizens

    The new version of the Lithuanian eGovernment portal 'eGovernment Gate' - reachable via www.epaslaugos.lt and www.evaldzia.lt - has already registered over 8 000 users.

    Currently, the portal offers 18 public eServices. The change of place of residence (in Lithuania and for those moving abroad) declaration service made available on the portal in March 2009 has already been used by 200 Lithuanians. Moreover, since the beginning of the fourth week of July 2009, this service has covered the entire country.

  • OM: Lithuania keen for closer ties with Oman’s ITA

    A delegation from Lithunia headed by Neres Germanas, vice-minister of foreign affairs of Lithuania, visited the headquarters of Information Technology Authority (ITA) at the Knowledge Oasis Muscat (KOM) as a part of the larger Oman-Lithuania cooperation to strengthen ties, yesterday.

    On hand to receive the Lithuanian delegation was Dr Salim Sultan Al Ruzaiqi, chief executive officer of ITA alongwith Yaqoob Al Balushi, the deputy CEO of Infrastructure and eServices, and Omar Al Shanfari, the deputy CEO of Operations.

  • RAIN – internet access for remote rural areas of Lithuania

    Transport Minister Algirdas Butkevicius solemnly signed the completion act of the project "Broadband Network RAIN of Information Technologies of Rural Areas" on Thursday at the hall of Vilkaviskis Municipality.

    The goal of the project RAIN is to provide the newest possibilities of communication, learning, improvement by implementing the strategy of Lithuanian broadband communication strategy. The project contributes to solving the issue of the digital divide between cities ad rural areas, which encouraged the development of knowledge and information society in the entire country, informs LETA.

  • TW: Lithuanian mayors talk smart city development with South Taiwan mayor

    Mayors of Klaipeda, Jonava meet with Kaohsiung Mayor Chen Chi-mai

    The mayors of two Lithuanian cities on Friday (March 31) met with Kaohsiung Mayor Chen Chi-mai (陳其邁) to discuss smart city development.

    Vytautas Grubliauskas, the mayor of Klaipeda, the largest port city in Lithuania, and Mindaugas Sinkevicius, the mayor of Jonava, traveled to Kaohsiung for the first time to attend the Smart City Summit and Expo, Liberty Times reported. In addition to smart city development, the two mayors talked about economy and trade, culture, and art during their meeting with Chen.
