  • Nepal: Government to implement master plan on e-government

    In a bid to enhance efficiency of public administration, improve service delivery system and ensure transparency in bureaucracy, the government is soon coming up with a five-year master plan on e-government.

    The comprehensive plan - the final draft of which has been prepared by the High Level Commission for Information Technology (HLCIT) in collaboration with Korean IT Industry Promotion Agency (KIPA) - will be implemented between 2007 and 2011 after seeking approval of the cabinet.

    The Ministry of Environment, Science and Technology (MoEST) has prepared e-government master plan to create effective and productive e-government through the application of information and communications technology (ICT).

    The government devised this master plan after it desperately failed to implement the IT Policy, which was introduced in 2000 with the objective of putting Nepal in the global IT map by 2005.

  • Nepal: Govt to introduce law on electronic transaction

    The government will soon enact the Electronic Transaction Ordinance (ETO), which will give legal recognition to electronic records and digital signatures - the basic building blocks of electronic transactions.

    His Majesty's Government (HMG) had on 2061/05/30 enacted the Electronic Transaction Ordinance (ETO) also known in some quarters as Cyber Law of Nepal.

  • Nepal: Implementation of Electronic Transaction Act Stressed

    Formation of an act to govern electronic transactions is itself not enough, but proper plan and correct vision for its implementation is crucial to get the expected outcome from the law, said speakers at an interaction on Electronic Transaction Act, 2063, organised by the National Information and Technology Centre, on Thursday.

    Electronic transaction is the use of computerised electronic system in any kind of transaction. If the act is implemented, it will increase work efficiency and productivity in any kind of transaction between the service provider and the sever taker.

  • Nepal: Information System Management

    Information System has to be managed through the National Information Technology Center (NITC). It was set up to provide total computing services to the nation. NITC also performs its functions as a secretariat for High Level Commission for Information and Technology (HLCIT) which was formed in 2003. It is working vital topics of Information Communication Technology in order to assist the government of Nepal in every kind of computer related services. From the very beginning, it has been providing technical assistance and consultancy services to various offices and departments of the government as per their request.

  • Nepal: Inland Revenue Department plans to go high tech

    The government is trying to be more techno savvy to make revenue administration more business-friendly.

    “Government is trying to induct information technology based on the concept of e-governance,” informed Inland Revenue Department’s (IRD) newly appointed director general Rajan Khanal in a programme organised by Nepal Chamber of Commerce (NCC) here.

    “The government will bring the facility of paying taxes through commercial banks soon,” Khanal said adding that it would help simplify the taxpaying process. “The government has implemented Income Tax Policy to avoid any kind of misunderstanding and to stop misuse of the income tax laws.”

  • Nepal: ISP, VSAT license fees to go down by 99 pc

    The government is all set to drastically reduce license fees on VSAT users and Internet service providers (ISPs) keen on operating service in the rural sectors.

    A reliable source said that the government is soon introducing a new provision, under which ISPs planning to cater service to the rural areas and VSAT service users, namely for educational and health sectors, will not have to deposit more than Rs 100 as license fee to operate or use the service.

  • Nepal: IT-Policy revision after nine years

    The Information Technology Policy is being revised after nine years, with the vision to bring Nepal on the global map and at par with international standards. The Ministry of Science and Technology (MoST) is looking to bring about an IT revolution by creating a strong change in policies in the sector to bring social and economic growth and development.

    “It is very challenging to implement the policies but revising it is the first step towards that,” said Ramhari Aryal, secretary at the Ministry of Science and Technology.

  • Nepal: KMC's much-touted e-governance runs into snag

    Two years ago, the Kathmandu Metropolitan City approved the plan for launching the concept of e-governance, but the lack of commitment coupled with serious lack of strategic plans has dashed the hope of the municipality to implement the plan.

    “The plan went ashtray due to the lack of commitment and strategic plans on the part of the management though it was approved by the civic body,” said Nama Raj Dhakal, finance officer at the KMC. “Planning alone is not enough, management plays critical role in concertising the concept,” he added.

  • Nepal: Korea to help set up grand ICT hub at Institute of Engineering

    An Information Communication Technology (ICT) centre is all set to be established in Pulchowk Engineering College. The Korean government is providing US$ five million for the set up of ICT.

    Recognising the 'bridging the digital divide' is one of the most important dimensions to reduce poverty and to facilitate nationwide economic growth for developing countries, the Korean government has taken initiative to establish the ICT centre to share the benefits of information technology and develop digital opportunities.

  • Nepal: Multiple use of ICT discussed

    Information, Communication and Technology (ICT), has become more a tool than a science. The Internet has transformed into an information infrastructure, said IT experts. The very fact that, at present, its global business accounts for $80 billion dollar, itself speaks for its ever-growing network, said IT experts at an interaction programme organised in the capital recently.

    They said that the world was getting inter-connected through IT. IT has definitely redefined the way of doing business. Moreover E- commerce and E-governance have played a crucial role in promoting business, they said.

  • Nepal: New format citizenship cards soon

    In a move to make Nepali citizenship cards readable globally, the government is going to introduce a new format throughout the nation from November 16.

    The new format will include in its 8 cm by 11cm space basic information in English -- card number, full name, date of birth (in AD), place of birth, permanent address and gender -- about the card-holder. An immediate effect will be that things will become easier for Nepali citizens visiting India where they are said to have faced problems due to confusion created by the details in Nepali.

  • Nepal: Officials apprised of e-Governance models

    STM Telecom Sanchar Pvt. Ltd. Sunday organised a presentation programme on 'e-Governance Models and Practices' with a view to generating awareness about e-Governance to government secretaries and other officials.

    Technical Director of Telecommunication Consultants India Limited (ITCL) P. Ganesh presented a paper on "e-Governance Models and Practices' in which he said that e-Governance model would simplify government functioning, eliminate wasteful government spending, improve response time to citizens from weeks to minutes and reduce paperwork burden for citizens and businesses.

  • Nepal: Patan Hospital launches telemedicine service

    Patan Hospital has launched telemedicine service for the first time in a bid to provide health service to people of rural areas.

    The hospital has started tele-medicine service at 22 districts of Himal and three districts khotang, Sindhuli and Achham of Pahad.

    Paramedic Bimal Gautam of the hospital said telemedicine service has been launched in 25 districts as a trial to impart health facility in rural areas.

  • Nepal: Plan to get into cyber governance hits snag

    Government plan to develop Government Enterprise Architecture that aims at providing e-governance through a single portal has failed to move forward for the last three months, thanks to bureaucratic and political unwillingness.

    According to High Level Commission for Information Technology, the US$ 30-million project funded by Asian Development Bank kicked off three months ago.

    The government portal is an electronic system that delivers all the its services through a single portal.

  • Nepal: S Korea extends US$ 3.5m support

    South Korean government has extended financial support of US$ 3.50 million to the government of Nepal for establishing Government Integrated Data and Training Center (GIDTC) in Nepal.

    Resident Representative of Korea International Cooperation Agency (KOICA) Kim Bok-hee, and Executive Director of National Information Technology Centre Subarna Shakya, signed a record of discussions on the GIDTC project on Thursday.

  • Nepal: Telemedicine services connects Pokhara with US

    Illinois-based non-profit organization Binaytara Foundation (BTF) has launched telemedicine between physicians in USA and those in Manipal College of Medical Sciences, Pokhara, Nepal to help improve patient care and promote evidence based medicine here.

    According to a statement issued by the foundation, telemedicine involves the use of broadband technology that provides real-time high speed access for the transfer of medical imaging, video, data and voice. The technology enables e-learning and training through video consultation. Expert physicians from USA have volunteered for this project.
