  • Singapore Ministry of Manpower signs outsourcing deal

    This is the first time a government ministry is awarding a comprehensive IT out-sourcing contract that includes staff transition to the private sector.

    The Ministry of Manpower (MOM) has initiated a three year strategic partnership with the InfoComm Development Authority (iDA) and HP Singapore by ‘best sourcing’ its entire IT application, hardware, software and services to iDA and HP.

Zu diesem Ergebnis kommen die Marktforscher von Benchmark Research in einer Studie, die sie im Auftrag des IT-Dienstleisters Steria erstellt haben. Während in Europa insgesamt die Befragten mit jeweils 51 Prozent angaben, für ihre Back-Office-Anwendungen sowie für "Systemintegration und Netzwerke" IT-Dienstleister zu beauftragen, erklärten dies deutsche Befragte mit 28 Prozent bei Back-Office-Anwendungen beziehungsweise 36 Prozent bei "Integration und Netzwerke".

  • UK council pays £7.7m to escape outsourcing deal

    Bedfordshire County Council has paid business service provider HBS £7.7m to terminate its £250m, 12-year outsourcing contract prematurely.

    Details of the settlement reached last month had been confidential, but were disclosed by the Council under the Freedom of Information Act.

    According to newly-released documents, the local authority was "deeply dissatisfied" with HBS's performance and served a written termination notice on the company for alleged breach of contract.

Dabei werde aber etwa mit der Prüfung von Widersprüchen gegen Steuerbescheide kontrolliert, "ob die bisherige Qualität gehalten wurde". Darüber hinaus kümmere sich das zunächst auf acht Jahre angelegte Joint Venture mit der Kreisverwaltung etwa um die Auszahlungen zu Hilfen von Lebensunterhalt, betreibe Bürgerbüros und verantworte den kompletten Betrieb und die Beschaffung der Informationstechnik.
  • UK: East of England: Suffolk County Council's plan to outsource services is dangerous, says unions

    Suffolk County Council's decision to slash its £1.1 billion budget by 30% by outsourcing almost all its services has caused controversy, with unions warning that the plan will put a number of jobs at risk.

    The decision is seen as one that could open the door for other councils to use outsourcing, turning local authorities from providers of public services, to enabling councils that commission others to carry out services.

    Dave Prentis, Unison general secretary, said: "This is not the way to run council services. There will be no democratic accountability. It is a disgrace that the council has not asked the public, or council workers, what they think."

    Voluntary and community groups could be providing up to half of local authority services in the next four years, council leaders will say today.

    At a key-note LGA conference debate - 'Can half of all public services be delivered by the third sector by 2010?' - councillors from across the country will debate how services including social care, waste collection, offender management, mental health care and addiction treatment could be outsourced.

    In local government, IT outsourcing has an image problem. A detailed survey of staff in 94 local authorities found that user satisfaction was 13% lower in councils with outsourced IT compared with those that ran IT in-house.

    The highest scoring council with outsourced IT failed to make the top 50 in user satisfaction.

    Public sector IT and business process outsourcing (BPO) will grow by 78 per cent to an annual spend of £6bn by 2006-07, according to researcher Kable.

    The IT sector represents just under 10 per cent of the government's overall outsourcing spend of £45bn per year across blue- and white-collar services, and is the biggest single area.

    The Socitm Insight research into outsourcing comes at a critical time for local government IT. The deadline to make government services available electronically by the end of the year is fast approaching.

    The report said IT services must be credible in order to make e-government deliver improvements to service. "A large slice of that credibility must come from what users think of the service they receive and the degree to which ICT helps them deliver high-quality service," it said.

  • UK: Scotland: NVT claims outsourcing IT brings huge savings

    Scotland’s largest independent IT support group has said the Scottish Government is achieving big savings from outsourcing shared services, but most local authorities are failing to do so.

    NVT, based at Bellshill in Lanarkshire, won a framework contract with the Scottish Government this year which could provide a maximum £6.8m of revenue over four years, depending on how many government agencies opt in to the shared computer support.

    Stephen Park Brown, managing director of NVT, said the contract was on track for around half that total, with Strathclyde Police the latest organisation to join the framework.

  • UK: Swansea ditches outsourcing plans

    Second phase of Capgemini deal too costly

    Swansea City Council has scrapped plans for the second phase of its outsourcing contract with Capgemini because of cost.

    Swansea finally inked the £83m 10-year contract for phase one of the service@swansea project last year after a bitter 18-month battle with IT staff and trade union Unison over whether workers would be permanently transferred or seconded to Capgemini. The £83m figure includes an extra £40m investment by the council on top of its existing IT budget over the 10 years.
