A.1 Ljubljana, Slowenien: Treffen von IfG.CC-Mitarbeitern und Mitarbeitern der Slowenischen Ministerialverwaltung im Rahmen des Prokjektes "Vergleich einheitlicher Behördenrufnummern in den EU-Ländern"
Das IfG.CC führt zurzeit eine europäische Studie zur Umsetzung einer einheitlichen Rufnummer durch. Im Rahmen dieses Projektes waren Wissenschaftler des IfG.CC ins Ministerium für Information und Kommunikation in Slowenien zu einem Fachgespräch eingeladen. Insbesondere ging es dabei um die Frage, welche Erfahrungen das Land mit der Einheitlichen Rufnummer hat und welche nächsten Schritte zur Umsetzung geplant sind.
Slowenien hat bereits seit Ende der 1990er Jahre Erfahrungen mit Call Centern in der öffentlichen Verwaltung, z.B. mit den telefonischen Kontaktstellen „Halo uprava!“, „Evrofon“ und „EVT“. Zukünftig ist geplant, mit drei Service-Levels ein umfassendes Leistungsspektrum aller Verwaltungen anzubieten, wobei das erste Service-Level durch einen privaten Dienstleister erbracht werden soll. Vorbild für die Erweiterung des slowenischen Ansatzes ist die niederländische einheitliche Behördenrufnummer „Postbus 51“, die jedoch - im Vergleich zu Deutschland – ausschließlich von der nationalen Ebene betrieben wird..
Insbesondere kleinere Länder wie Slowenien können sich aufgrund ihrer Größe einen schnellen Modernisierungsvorsprung erarbeiten. Slowenien gilt mittlerweile im gesamten Balkan als Vorbild für moderne Verwaltungsstrukturen – nicht zuletzt deshalb, weil aufgrund der kulturellen Nähe die slowenischen Ansätze gut übertragbar sind..

1.2 Aktuelle Publikationen des IfG.CC / Recent IfG.CC publications

P.1 Zeitschrift "eGov Präsenz", Heft 1/2010: Neue Publikation und Projektende: "Organisationskonzept für ein föderales E-Government Schweiz"
In der aktuellen Ausgabe der eGovPräsenz (Heft 1/2010) stellen die IfG.CC-Vorstandsmitglieder, Prof. Dr. em. Klaus Lenk, und Prof. Dr. Tino Schuppan, Wissenschaftlicher Direktor, zusammen mit Marc Schaffroth, dem Leiter des schweizerischen Informatikstrategie Organ Bund (ISB) gemeinsam das von ihnen entwickelte Organisationskonzept für ein föderales E-Government Schweiz vor. Das Organisationskonzept konkretisiert die organisatorischen Zielvorstellungen der 2007 verabschiedeten E-Government-Strategie Schweiz. Es beschreibt und definiert Gestaltungselemente und -prinzipien mit explizitem Bezug auf die in der Strategie aufgeführten Grundsätze. Vorgesehen ist ein kundenorientierter, an Leistungen und Geschäftsprozessen ausgerichteter Vertriebs- und Produktionsverbund aller Verwaltungsebenen. Im Einklang mit dem föderalen Staatsaufbau verknüpft dieses Verbundsystem wirkungs- und ergebnisbezogen eine Vielzahl von Verwaltungsorganisationen, ohne dadurch deren Selbstständigkeit zu gefährden.
Zum Hintergrund: Das IfG.CC wurde vom ISB beauftragt ein schweizerisches Organisationskonzept zu entwickeln, dessen Ziel es war, zu existierenden technischen Architekturelementen eine organisatorische eGovernment-Architektur hinzuzufügen, so dass ein ganzheitlicher Ansatz entsteht. Das Organisationskonzept wird offiziell im nächsten Monat der schweizerischen Bundeskanzlerin übergegeben und veröffentlicht.

V.1 Universität Potsdam, WS 2009/2010: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment” abgeschlossen
Im Februar endete der englischsprachige Masterkurs zum Thema "eGovernment und Verwaltungsmodernisierung " an der Universität Potsdam.
In dem Seminar wurde eine organisationstheoretische wie auch modernisierungsbezogene Einbettung des Themas vorgenommen. Einen besonderen Schwerpunkt bildeten die Themen IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management. Im Seminar wurden auch die IT-Potenziale in verschiedenen Anwendungs- bzw. Politikfeldern behandelt, wie z.B. Gesundheit (eHealth), Landwirtschaft (eAgriculture) oder Bildung (eLearning/Telelearning).
Das Seminar wurde im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) des Potsdam Center for Policy and Management (PCPM) durchgeführt, das an der Universität Potsdam verschiedene Masterprogramme anbietet. Bisher haben Mitarbeiter des IfG.CC über 100 Führungskräfte aus Entwicklungsländern im Rahmen dieses Programms ausgebildet.

V.2 Stuttgart, Baden-Württemberg, 04.02.2010: Vortrag "Strukturelle Implikationen von Innovativen Bürgerservices"
Am 04.02.2010 veranstaltete das Hochschulkolleg E-Government der Alcatel-Lucent Stiftung in Kooperation mit der Landeshauptstadt Stuttgart und der Hochschule für öffentliche Verwaltung Kehl die Konferenz "Bürgerservice 2.0", an der auch Vertreter des IfG.CC teilgenommen haben.
Zunächst hat Prof. Dr. Klaus Lenk, Gründungsmitglied und beratender Vorstand des IfG.CC, einen Auftaktvortrag zur Entwicklung der Verwaltungsinformatik und dazugehörige Leitbilder ausgehend von den 1970er Jahren bis zur heutigen Entwicklung gehalten. Bereits in den 1970er Jahren wurde das Leitbild einer integrierten Datenhaltung geprägt, bei der Daten und nicht Bürger laufen sollen. Viele Ansätze haben sich heute im Mainstream durchgesetzt, wie z.B. One-Stop-Government, wenngleich sie auch nicht immer aus einer prozessorientierten Sicht verstanden wurden.
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor am IfG.CC, hat sich in seinem Vortrag mit strukturellen Veränderungen durch innovative Bürgerservices auseinandergesetzt. Er zeigte auf, welche neuen Möglichkeiten sich aus einer zunehmend vernetzt arbeitenden Verwaltung ergeben. Insbesondere ist eine veränderte Territorialität der Verwaltung zu erwarten, die weitere strukturelle Veränderungen zur Folge hat bzw. möglich macht. Bisher sind Funktion, Struktur und auch Denken territorial orientiert, was sich zukünftig und schon heute im Beginn erkennbar grundlegend ändert..

V.3 Ljubljana, Slowenien, 10.-12.02.2010: Vortrag über eGovernment-Forschungsansätze im Rahmen des Third Trans-European Dialogue (TED 3)
Vom 10.-12.02. fand in Ljubljana der dritte Transeuropäische Dialog statt (www.ted-dialogues.org), der von den zwei wichtigsten verwaltungswissenschaftlichen europäischen Einrichtungen organisiert wurde. Das sind die European Group of Public Administration (EGPA) und das Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee).
Vom IfG.CC eingeladen war Prof. Dr. Schuppan, Wissenschaftlicher Direktor, der sich mit einem Paper zu eGovernment-Forschungsansätzen beteiligt hat. Auf der diesjährigen TED 3 wurden unter dem Thema "Public Management Reforms now and in the future: does technology matter?” die Veränderungen für Public Management ausgehend von eGovernment und Technologie insgesamt diskutiert.
Hintergrund ist, dass in der Public-Management-Forschung eGovernment bisher kaum eine Rolle spielt. Selbst in Lehrbüchern zu Public Management spielt eGoverment bestenfalls eine marginale Rolle, wenngleich Modernisierung kaum noch sinnvoll ohne "e" diskutiert werden kann. Deshalb war es Ziel der Konferenz, die Lücke zwischen klassischer Verwaltungsforschung und IT bzw. Technologie generell zu schließen.

V.4 Sankelmark, Schleswig-Holstein: Vortrag am 22.02. zu neuen Kooperationsformen aus eGovernment-Sicht im Rahmen eines Workshop zur interkommunalen Zusammenarbeit
Auf Einladung des Schleswig-Holsteinischen Landkreistages hat Prof. Dr. Tino Schuppan am 22.02. an einem Workshop zur interkommunalen Zusammenarbeit in Sankelmark teilgenommen und einen Vortrag gehalten. Konkret ging es im Vortrag um neue Kooperationsformen aus eGovernment-Sicht, die sich auf Basis von Modulen ergeben. Dargestellt wurden anhand von Beispielen neue kooperative Organisationsmodelle anhand von nationalen und internationalen Beispielen.
Dabei wurde deutlich, dass die Netzwerk- bzw. Kooperationsfähigkeit der Verwaltung insgesamt noch ziemlich gering ausgeprägt ist. Die Herausforderung liegt darin, u.U. Aufgaben und Zuständigkeiten neu zu verteilen, was diese Art von Reformvorhaben in der Praxis nicht unbedingt befördert. Erste Erfahrungen bei der Umsetzung neuer vernetzter Produktionsstrukturen deuten insgesamt darauf hin, dass Verwaltungen noch ungenügend auf die anspruchsvollen Kooperationsformen vorbereitet sind. Vereinfacht gilt die Regel: Je vernetzter (d.h. je mehr Akteure) und je mehr Leistungen und Geschäftsprozesse über Organisationsgrenzen verlaufen, desto anspruchsvoller ist die Umsetzung.
Netzwerkfähigkeit ist keineswegs technisch aufzufassen. Vielmehr lässt sich darunter die Fähigkeit und die Bereitschaft der an einem Netzwerk beteiligten Partner verstehen, die neuen vernetzten Leistungs- und Prozessstrukturen zu etablieren, in ihnen zu arbeiten bzw. diese zu managen und ggf. weiterzuentwickeln. Netzwerkkompetenz hat somit eine institutionelle als auch individuelle (personenbezogene) Dimension, da die beteiligten Organisationen sowie die einzelnen Akteure „netzwerkfähig“ sein müssen.

K.1a Genf, Schweiz, 13.-14.05.2010, WSIS Forum 2010: Zusammenarbeit des IfG.CC mit der UN bei der Organisation des Expert Group Meetings (EGM)
In Zusammenarbeit mit dem United Nations Division for Public Administration and Development Management organisiert das IfG.CC das Expert Group Meeting (EGM) im Rahmen des 2010 World Summit of the Information Society Forum (WSIS Forum). Das EGM findet zum Thema “Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative” am 13-14. Mai in Genf statt.
Zweck des WSIS-Forums ist es, Stakeholder aus Verwaltung, Wissenschaft, Wirtschaft und NGOs zusammenzubringen, um eine Bestandsaufnahme und neue Ansätze für die weitere Umsetzung der WSIS-Ziele zu formulieren. An dem EGM nehmen international führende Experten aus Wissenschaft und Verwaltung teil, um sich mit grundlegenden Herausforderungen bei der Umsetzung der WSIS Ziele auseinanderzusetzen.
Das IfG.CC sucht für das EGM Referenten, die ihre Ansätze und Strategien für den Aufbau von eGovernment-Kompetenzen im öffentlichen Sektor vorstellen können. Insbesondere sind Vertreter von Verwaltungen Entwicklungsländer willkommen. Referenten werden auch gesucht, die zu den Potentialen von Web 2.0 und Social Media für Entwicklungsländer sowie IKT-Investment für eGovernment sowie zu den Millennium Development Goals vortragen können. Die Zusammenarbeit zwischen dem IfG.CC und United Nations Division for Public Administration and Development Management ist Ergebnis eines bereits länger stattfindenden Austausches. IT in Entwicklungsländer gehört zu eines der Kernkompetenzen des Instituts, die international zunehmend nachgefragt werden.

K.1b Geneva, Switzerland, 13.-14.05.2010, WSIS Forum 2010: Cooperation between the IfG.CC and the UN in the Organization of the Expert Group Meeting (EGM)
In Cooperation with the United Nations Division for Public Administration and Development Management, the IfG.CC is organizing the Expert Group Meeting (EGM) of the 2010 World Summit of the Information Society Forum. The EGM, entitled “Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative” will take place on May 13-14 in Geneva.
The goal of the WSIS forum is to bring stakeholders from government, academia, the business sector and NGOs together to assess the current state of achievement of the WSIS goals and to develop a common approach to reaching these goals. At the EGM a selected circle of leading experts from academia and government, drawing upon their highly specialized knowledge and experience, come together to consider more crucial, fundamental challenges to the implementation of the WSIS.
The IfG.CC is seeking speakers for the EGM who would be interested in presenting their approaches and strategies for developing eGovernment competencies in the public sector. Speakers from developing countries are especially welcome. Speakers on the Web 2.0 and social media for developing countries and ICT Investment for eGovernment and achievement of the MDGs are also being sought. This cooperation between the IfG.CC and the United Nations Division for Public Administration and Development Management is one project in an ongoing exchange between the two organizations. Das Institute for eGovernment (IfG.CC) mit Sitz im Stadtzentrum der Brandenburger Landeshauptstadt Potsdam bietet interessante Arbeitsfelder für Studenten und Absolventen der Verwaltungs-, Politik- und Sozialwissenschaft, der Betriebswirtschaft und der (Wirtschafts-) Informatik in internationalen Projekten. Wir setzen uns mit Fragen der künftigen Anwendung von IKT in den Bereichen Government, Telemedizin, Katastrophenschutz, Bildung und Entwicklungspolitik auseinander. 2. Schwerpunktthema des Monats: Telemedizin in Entwicklungsländern / Key issue of the month: Telemedicine in developing countries

In Entwicklungsländern werden zunehmend telemedizinische Anwendungen zur Aufrechterhaltung oder zum Aufbau einer medizinischen Grundversorgung eingesetzt. Medizinische Stützpunkte, in denen zwar Pflegepersonal, aber keine Ärzte oder keine Spezialisten arbeiten, können mit der Nutzung von Telemedizin wesentlich mehr Aufgaben bei der medizinischen Versorgung der Bevölkerung und im Präventionsbereich übernehmen als bisher. Laborwerte, Medikamentenpläne, Behandlungshinweise, Warnungen vor Epidemien oder Gesundheitshinweise können an die Krankenstation oder direkt auf das Handy der Patienten übermittelt werden. Medizinische Expertise, die in einer Region kaum oder überhaupt nicht vorhanden ist, kann von Ärzten weltweit eingeholt werden. Anders als z.B. in Europa werden von einheimischen Firmen in den Entwicklungsländern selbst viele telemedizinische Anwendungen von vornherein als mobile Applikationen entwickelt (mobile Health).
Wie wichtig Telemedizin zum Aufbau einer grundlegenden Gesundheitsversorgung ist, hat sich in Haiti nach dem Erdbeben gezeigt, bei dem viele Krankenhäuser zerstört, medizinisches Personal getötet und unzählige Menschen verletzt wurden. In dieser Ausgabe des Infobriefs bieten wir Ihnen einen Überblick über einige Anwendung von Telemedizin und mHealth in Haiti und anderen Entwicklungsländern.

Just days after a devastating earthquake struck Haiti, medical volunteers from the University of Miami in Florida arrived and set up a tent hospital in Port-au-Prince. 2.4 Bangladesh: Local telemedicine firm plans to reach out to South Asian workers
A Bangladeshi telemedicine company is set to provide healthcare services for more than five million South Asian workers in the Middle East and Malaysia in a couple of months. Telemedicine Reference Centre Ltd (TRCL) has already signed agreements with around 25 Gulf and Malaysian companies that recruit workers from South Asia.
Telemedicine is a rapidly developing application of clinical medicine where medical information is transferred through the phone or the internet. TRCL will launch the mobile phone-based service, said Dr Sikder M Zakir, managing director of the company. “Under the project, we will start providing medical call-centre services to two million Bangladeshi, 1.5 million Indian and two million Nepalese and Pakistani workers,” Zakir added.

Jean Ping, chairperson of the African Union Commission highlighted different projects the body had launched in various fields.
“An example is the tele-medicine facility opened at the AU clinic during the Summit through partnership with the Indian government,” said Ping. The tele-medicine facility, financed by the Indian government, is part of the Pan African e-Network project, which is meant to enhance Africa’s capacity by imparting quality education to students and providing tele-medicine services, tele-education and video-conferencing as well as voice services for heads of state.

M-health works in Africa for two reasons. The people, and the widely spread African diaspora across the world, are already adept at using mobile phones for social and financial transactions. Also, the technological concept gets to start from the best place you can possibly imagine: from the bottom up.
For global health, the NEPAD Council is targeting the development of programmes related to not only HIV and malaria, but other types of tropical diseases as well. “M-diagnostics is aligned with global health. It can be useful for the detection of HIV and diabetes from saliva tests, not just relying on blood tests. The m-health application envisaged will be non-invasive and quick to utilise. Blood tests can provide greater accuracy but the nature with blood is that its integrity has to be preserved,” said Dr. Adesina Iluyemi, co-founder of Sinseprod, a UK-registered social enterprise company which stimulates technological innovations and investments in Africa.
But what might scupper m-health’s chances of taking off in a big way in Africa? “Funding is a big issue,” Iluyemi said. NGO funding is common, but is “not sustainable on a medium and long-term basis”.

Der Behördenrufnummer wird danach insgesamt ein guter Service bescheinigt: 86 Prozent der Anrufer waren mit den erhaltenen Informationen zufrieden und über 90 Prozent würden die 115 weiterempfehlen. Die große Mehrheit der Befragten (81 Prozent) begrüßt die Idee einer einheitlichen Behördenrufnummer und hält eine telefonische Behördenauskunft auch im Internetzeitalter für unverzichtbar.

4.5 Deutschland: Breitbandfördergelder der Bundesländer werden kaum abgerufen
VATM nennt Vergabeverfahren zu kompliziert und aufwendig. Die Breitbandförderung für den ländlichen Raum kann wegen bürokratischer Hürden nicht fließen und kommt deshalb nicht voran. 2009 sei nicht einmal ein Fünftel der Fördergelder von den Firmen abgerufen worden, beklagt der VATM.
Wettbewerber der Deutschen Telekom haben die Breitbandförderung der Bundesländer erneut kritisiert. Jaakko Aarnio, a project officer in the European Commission’s Information Society and Media directorate, offered an eye-opening revelation about the EC’s mobile healthcare policy recently.
“We don’t have a policy now,” Aarnio told an international networking conference staged in Washington by the US-based mHealth Initiative. One reason he gave in his presentation is that mobile applications that go beyond simple library functions may turn mobile devices into Class 2 medical devices, which are subject to EC regulation. “There may be some regulation needed for viewing images,” Aarnio said.

The project of unifying collection of taxes, customs duties and social and health insurance contributions has moved to another phase. The Finance Ministry, as the intermediating body for the Informatization of Society Operational Program, announced a call for the national project Electronic Services of Tax Agendas of the Finance Ministry. “This is a significant step within the UNITAS program, whose aim it is to introduce a unified integrated financial system with uniform collection of taxes, customs duties and social and health insurance contributions,” said the spokesman of the Finance Ministry Miroslav Smal. The national project is aimed at the electronization of public administration and the development of electronic services on a central level. The realization of the project, to which a non-refundable financial contribution is related, should take a maximum of 24 months from its start.

By June 2010 three private operators will install 680 Internet kiosks with wireless Internet access for the citizens of the rural areas across the country.
On 25 January 2010, a contract was signed between the Minister for Information Society, Mr. Ivo Ivanovski and the representatives of the private companies who won the electronic public bidding on the basis of the lowest price offered.
The service the operators will need to provide includes the installation of the Internet kiosks that will be located in rural areas close to schools, through which the wireless system will transmit free Internet signal within a radius of 250 meters. Kiosks are made of stainless steel material resistant to any possible extreme weather phenomena (from -20 to +60 degrees Celsius) and contain built-in computers with a metallic keyboard and with security features that block access to any undesirable content.

“We are working with the South East Asian Regional Computing Confederation (SEARCC), of which CSI is a prominent member, to take our e-governance model to some of the emerging countries in Asia, Latin America and Africa. “We have developed a bouquet of case studies of successful e-governance projects in India that we would share with governments of countries such as Bangladesh, Pakistan and others to start with,” Mahalingam, who is also CFO of Tata Consultancy Services, told DNA Money.

"Looking at the memorandum of understanding, the scope is vast and the opportunity is wide open for cooperation that can be explored and taken advantage of," he said. Among the areas of cooperation are Human Resource Development for ICT education, computer system, computer hardware, software development and services, e-Commerce and e-Government, Internet application and so forth.

The vision of “Digital Bangladesh” is unique as it proposes ICTs as a pro-poor tool. In regard to this vision, Access to Information Programme is an e-governance umbrella initiative which plans and coordinates the ongoing and future activities across various ministries and agencies of the government to utilize ICTs as a tool to make government services hassle-free,faster,cheaper, more inclusive and at citizens doorsteps.
The ‘DIGITAL PUBLIC INNOVATION FAIR-2010’ is a step towards providing extensive citizen services to citizen . Through this fair citizens will be aware of the extensive e-services at their doorsteps. Also, citizens will be benefited in terms of reduced transaction time.

eHealth High Level Conference 2010 organised in conjunction with the World of Health IT (WHIT) Conference & Exhibition
The eHealth conference is a high level policy event organised by the European Commission along with the future Spanish Presidency of the European Union (to run for the first semester of 2010). Monday, March 15 will feature the invitation only ministerial conference along with the satellite symposia.
The WHIT Conference & Exhibition is a platform for eHealth in Europe, convening stakeholders from the Healthcare IT community to engage in knowledge sharing, networking with peers and learning about the latest healthcare IT trends, challenges and solutions.
From 16 to 18 March, the WHIT plenary and parallel sessions will enable delegates to interact with leading government officials and industry leaders, participate in debates and learn about critical healthcare IT issues.
With themes and topics from a wide range of perspectives, the sessions will provide insights on the challenges faced by the European eHealth community, address experiences from deployed services, and focus on proven benefits in quality and efficiency.
