A.1 Potsdam, Brandenburg, Deutschland: Konzeption einer Servicestelle für Kinder und Jugendliche mit besonderen Bedarfen
Das IfG.CC wurde von der Stadtverwaltung Potsdam mit der Konzeption einer Servicestelle für Familien mit Kindern und Jugendlichen mit besonderen Bedarfen beauftragt. Die Servicestelle soll Schnittstelle zwischen Eingliederungshilfe und Kinder- und Jugendhilfe sein und Menschen von der frühen Kindheit bis ins junge Erwachsenenalter begleiten und individuelle Fähigkeiten durch gezielte und abgestimmte Maßnahmen fördern. Hilfen für behinderte Kinder und Jugendliche sollen somit so weit wie möglich aus einer Hand angeboten und geleistet werden.
Hintergrund für die Einrichtung der Servicestelle ist die Umsetzung der Konvention der Vereinten Nationen über die Rechte von Menschen mit Behinderungen (BRK), die am 26. März 2009 in Deutschland in Kraft getreten ist. Sie fordert die Inklusion von Menschen mit behinderungsbedingten Handlungseinschränkungen in die Gesellschaft.
Konkret soll das IfG.CC für die geplante Servicestelle eine organisationsbezogene E-Government-Architektur entwickelt werden, die als strategische und damit längerfristige Organisationskonzeption dient. Dabei wird auch geprüft, welche Prozessschritte ein Front Office und welche Schritte im Back Office ausgeführt werden können. Es sollen Empfehlungen gegeben werden, welche IT-Unterstützung dafür erforderlich ist. Damit verbunden werden soll eine für die Mitarbeiter nachvollziehbare Beschreibung von Arbeitsabläufen.

A.2 Mecklenburg-Vorpommern, Deutschland/Zweckverband eGo-MV: Projekt „Verwaltungsdienstleistungen für Bürger und Unternehmen – im Fokus des demografischen Wandels“
Am 08.02. führen Mitarbeiter des IfG.CC im Rahmen des Projektes „Verwaltungsdienstleistungen für Bürger und Unternehmen – im Fokus des demografischen Wandels“ einen Praxisworkshop in Schwerin durch. Dabei sollen gemeinsam mit den Projektpartnern die gemeindlichen und kreislichen Leistungen ausgewählt werden, die mobil und/oder dezentral erbracht werden sollen. Im Anschluss wird dann mit der konkreten technischen und organisatorischen Umsetzung begonnen.
Das dreijährige Projekt, das mit EU-Mitteln gefördert wird, hat Anfang September 2011 begonnen und wird vom Zweckverband „Elektronische Verwaltung in Mecklenburg-Vorpommern“ (eGo-MV) geleitet. Weitere Projektpartner sind die Stadt Neubukow, die Ämter Neubukow-Salzhaff und Lützow-Lübstorf, die Gemeinde Feldberger Seenlandschaft sowie der Landkreis Mecklenburgische Seenplatte. Ziel des Projektes ist erstens, den Zugang für Bürger zu öffentlichen Leistungen – auch durch die Einbindung des Kreises – zu erleichtern. Zweitens soll die gemeinsame Nutzung von Ressourcen auf IT-Basis erprobt werden, um sich gegenseitig vertreten zu können. Denn insbesondere kleinere Kommunalverwaltungen haben zunehmend zu wenig Ressourcen, um ihre Aufgaben qualitätsgerecht zu erbringen. Aufgabe des IfG.CC ist es, die Projektpartner sowohl bei der Erstellung der Konzepte für die Einführung von mobilen Bürgerdiensten, beim Aufbau dezentraler Zugänge zu öffentlichen Leistungen z.B. durch Kooperation zwischen Kreis und kreisangehörigem Raum und der Entwicklung eines Modells für die gegenseitige Vertretung auf IT-Basis zu unterstützen als auch die praktische Umsetzung zu begleiten.

A.3 Ludwigslust, Mecklenburg-Vorpommern, Deutschland: Modellprojekt „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust und der Region Westmecklenburg“
Mitarbeiter des IfG.CC haben Ende Januar die Analyse der Ist-Situation und die Erhebung von Good Practices für die Bereitstellung von öffentlichen Leistungen im ländlichen Raum abgeschlossen. Die Ergebnisse bilden den Ausgangspunkt für die Entwicklung eines Gesamtkonzepts für die Erbringung von öffentlichen Leistungen in der Region Westmecklenburg, das das IfG.CC im Auftrag des Landkreises Ludwigslust-Parchim erstellt.
Analysiert wurde die Ist-Situation der Leistungserbringung in den Landkreisen Ludwigslust-Parchim und Nordwestmecklenburg. Dabei hat sich herausgestellt, dass der Landkreis Ludwigslust-Parchim als einer der Vorreiter in Bezug auf die Bereitstellung von öffentlichen Leistungen im ländlichen Raum bezeichnet werden kann. Denn dort werden in den so genannten kooperativen Bürgerbüros sowohl Leistungen des Kreises als auch der Ämter bzw. Städte angeboten, so dass für die Bürger die langen Wege zur Kreisverwaltung entfallen. Im Landkreis Nordwestmecklenburg gibt es dagegen bisher keine derartige Zusammenarbeit zwischen Kreis und Gemeinde. Basierend auf den Ergebnissen der Analyse wurden Stärken und Schwächen der Zugangsmöglichkeiten in den beiden Landkreisen aufgezeigt. Diese Punkte werden in den nachfolgenden Projektphasen aufgegriffen, die sich mit der Einführung von D115 in der Region Westmecklenburg und dem Aufbau eines ebenenübergreifenden Informationsmanagements, das für verschiedene Bürgerserviceeinrichtungen nutzbar ist, beschäftigen.
Um weitere Impulse für die Zugangsgestaltung zu berücksichtigen, wurden innovative Handlungsansätze für eine effiziente und bürgernahe Bereitstellung von öffentlichen Leistungen, die in anderen Regionen in Deutschland oder in anderen Ländern bereits umgesetzt sind, identifiziert, evaluiert und in Falldarstellungen zusammengefasst. Geprüft wurde, ob einzelne Elemente oder komplette Ansätze auf die Projektregion übertragen oder weiterentwickelt werden können. Vertieft untersucht wurden das niederländische Konzept Antwoord©, bei dem der physische und telefonische Zugang miteinander kombiniert werden. Der Bürgerservice der Bezirkshauptmannschaft Innsbruck (Österreich) wurde als Good-Practice-Beispiel für Wissensmanagement und Qualitätsmanagement sowie die räumliche Gestaltung von Bürgerservices ausgewertet. Die KOMM-IN-Dienstleistungszentren, wie z.B. in Baden-Württemberg, sind ein Beispiel für einen physischen Zugangskanal, bei dem das Angebot verschiedener gewerblicher Anbieter (z.B. Post, Bank, Energieversorger) und Leistungen der Kommunen gebündelt werden.
Hintergrund des Projektes ist, dass der Landkreis Ludwigslust-Parchim und auch die gesamte Region Westmecklenburg vor der Herausforderung stehen, die Services der öffentlichen Verwaltung effizient und zielgruppenorientiert anzubieten. Zusätzliche Herausforderung bildet die Kreisgebietsreform, durch die Kreise mit noch größerer Fläche entstanden sind. Daher müssen Möglichkeiten gefunden werden, Leistungen vor Ort effizient und effektiv anzubieten. Hierfür bietet IT das Potenzial, räumliche Entfernungen zu überbrücken.
Das Modellprojekt „Kooperatives Bürgerbüro und Einführung der Behördennummer D115 im Landkreis Ludwigslust und der Region Westmecklenburg“ ist eines von zwei Projekten, die vom Bundesinnenministerium im Rahmen des Programms „Daseinsvorsorge 2030 – innovativ und modern – eine Antwort auf den demografischen Wandel“ finanziell gefördert werden.

V.1 Potsdam, Deutschland, Universität Potsdam, WS 2011/2012: Masterkurs "Public Management A"
Prof. Dr. Tino Schuppan führt im Wintersemester 2011/20112 an der Universität Potsdam die Lehre im Bereich Public und Nonprofit Management für Prof. Dr. Isabella Proeller durch. Im Rahmen dieser Lehrstuhlvertretung bietet er den Kurs "Public Management A" an, der als Einstiegskurs für betriebs-, verwaltungs- und politikwissenschaftliche Masterstudiengänge konzipiert ist.
Der Kurs führt in die Grundlagen des Managements öffentlicher Organisationen ein. Im Mittelpunkt steht die Frage, wie öffentliche Organisationen geführt und insbesondere wie Veränderungen in diesen Organisationen gesteuert werden können. Dabei werden Aspekte der Steuerung von und in öffentlichen Verwaltungen sowie Ziele und Wirkungen moderner Steuerungsinstrumente thematisiert. Das inhaltliche Spektrum reicht von Strategischem Management, Performance Management über Human Ressource Management und Organisation bis hin zu Rechnungswesen und Management des Wandels. Als besonderer Bereich des Public Managements wird Krisenmanagement behandelt. Grundlage dieser Veranstaltung sind moderne Krisen (bspw. aktuelle Eurokrise oder EHEC), die ad hoc strategische Entscheidungen, besonderes Management und Leadership erfordern.

V.2 Potsdam, Deutschland, Universität Potsdam, WS 2011/2012: Masterkurs "Public Management in an Information Age: An Introduction to eGovernment”
In diesem Wintersemester führt Sirko Schulz, wissenschaftlicher Mitarbeiter des IfG.CC, einen Masterkurs im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam durch.
In dem Kurs wird insbesondere eine organisationstheoretische wie auch modernisierungsbezogene Einbettung von eGovernment vorgenommen. Einen besonderen Schwerpunkt bilden die Themen IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management. Das Wissen wird z.T. fallstudienorientiert vermittelt.
Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt. Das IfG.CC bietet bereits seit einigen Jahren in verschiedenen Master-Programmen Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an diesen Kursen teilgenommen.

V.3 Universität Hamburg, Deutschland, 28./29.02.: Public Management Colloquium 2012
Am 29.02. werden Sirko Schulz und Katrin Walter, wissenschaftliche Mitarbeiter des IfG.CC, mit Beiträgen auf dem Public Management Colloquium „Public Management im Paradigmenwechsel“ in Hamburg vertreten sein.
Am Beispiel von Dataport – einem öffentlichen IT-Dienstleister – werden Prof. Dr. Tino Schuppan und Sirko Schulz in ihrem Vortrag „Fusionen im öffentlichen Sektor“ aufzeigen, wie Fusionen im öffentlichen Sektor ablaufen und welche Besonderheiten sie aufweisen. Analysiert wurde die Fusion aus einer Policy- und einer gestaltungsorientierten Management-Perspektive. Dazu wurde auf ein grobes Phasenmodell zurückgegriffen, das in der Literatur zu Fusionen im Privatsektor weit verbreitet ist und bereits auf andere Fusionen im öffentlichen Sektor übertragen wurde.
Im Vortrag „Neue Kompetenzen für E-Government bei vernetzter Leistungserstellung“ werden Prof. Dr. Hermann Hill (Deutsche Hochschule für Verwaltungswissenschaften (DHV) Speyer), Prof. Dr. Tino Schuppan und Katrin Walter darstellen, inwieweit sich die Arbeitsorganisation in neuen IT-ermöglichten Organisationsformen (z.B. Shared Service Center, D115-Service-Center) bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) dabei von Mitarbeitern und Führungskräften gefordert werden. Diese Forschungsergebnisse wurden während des ISPRAT-Institut geförderten Forschungsprojekt „E-Kompetenzen“ erarbeitet, das vom IfG.CC in Kooperation mit der DHV in Speyer, Prof. Dr. Hill, ausgeführt wird.
Das Colloquium in Hamburg ist eine kooperative Veranstaltung der Universität Linz (Prof. Dr. Schauer), der Universität Bern (Prof. Dr. Dr. Thom) und der Universität Hamburg (Jun.-Prof. Dr. Hilgers). Zielsetzung dieser wissenschaftlichen Fachtagung ist einerseits die Analyse und Diskussion von aktuellen Themen und nationalen und internationalen Reformschwerpunkten, die sich für die Zukunft abzeichnen. Andererseits geht es aber auch um bisherige Erfahrungen und möglicherweise auch Fehlentwicklungen im Bereich Verwaltungsmodernisierung. Themen sind u.a. Open Government, Institutionelle Kooperationen und Reformerfahrungen in einzelnen Institutionen.

V.4 Friedrichshafen, Deutschland, Zeppelin University, 14.-16.03.: FTVI & FTRI 2012
Auf der Fachtagung Verwaltungsinformatik (FTVI) und der Fachtagung Rechtsinformatik (FTRI) wird Sirko Schulz, wissenschaftlicher Mitarbeiter des IfG.CC, Ergebnisse aus einem Forschungsprojekt über Fusionen öffentlicher IT-Dienstleister vorstellen, bei welchem die Fusion des Unternehmens Dataport untersucht wurde. Ziel der Untersuchung war es, neben dem unmittelbaren Fusionsmanagement auch weiter gefasste Erkenntnisse über den Fusionsprozess zu ermitteln, z.B. wie die Fusion im Politiknetzwerk zustande gekommen ist und inwieweit bzw. welche Art von politischer Unterstützung im Fusionsverlauf gegeben war.
Auf der Fachtagung werden unter dem Motto „Staat und Verwaltung auf dem Weg zu einer offenen, smarten und vernetzten Verwaltungskultur“ Erfahrungen mit E-Government analysiert und Umsetzungsstrategien aufgezeigt. Mit diesen Themen werden sich die Teilnehmer aus einer technischen, rechtlichen, ökonomischen, verwaltungswissenschaftlichen und politischen Sicht auseinandersetzen.
Die FTVI wird alle zwei Jahre von der Fachgruppe Verwaltungsinformatik der Gesellschaft für Informatik organisiert. 2012 wird die FTRI zum zweiten Mal gemeinsam mit der FTVI ausgerichtet. Die beiden Fachtagungen richten sich an Wissenschaftler und Verwaltungspraktiker, Rechtspraktiker und Berater. Die Veranstaltung findet vom 14. bis 16. März an der Zeppelin University in Friedrichshafen statt.

K.1 Rome, Italy: 11.-13.04., 16th IRSPM Conference
Seit mehreren Jahren unterstützt und leitet das IfG.CC das eGovernment Panel der IRSPM.
Vom 13. bis 15.04. findet in Rom/Italien das 16. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Contradictions in Public Management. Managing in volatile times" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "Public Management in volatile times: e-government as enabler of public sector reform" steht.
Panel-Beiträge können u.a. zu folgenden Themen und Fragestellungen eingereicht werden: nature and impact of ICT-enabled changes in the public sector and its external relationships, and the implications for public management. How could ICT-enabled changes in government and its relationships with citizens, businesses and NGOs be conceptualised, and what are the managerial, governmental and democratic implications? Which theoretical lenses could be used to help us understand and explain what is happening in government and its relationships with citizens, businesses and NGOs, as a result of the use of ICTs in these volatile times?

The IfG.CC supports the eLearning Africa 2012 Conference which will take place from 23rd to 25th May in Cotonou, Benin. The conference and exhibition focuses on the key themes of sustainable technologies and infrastructure; eLearning for sustainable communities; sustainable change management; eLearning and sustainable resources; and sustainable economy, culture and society in Africa.
As the largest gathering of eLearning and ICT-supported education and training professionals in Africa, participants are able to develop multinational and cross-industry contacts and enhance their knowledge, expertise and abilities. The conference includes plenary sessions with experts, presentations and special focus sessions, practical demonstrations, discussions and debates on specific topics, as well as various informal networking opportunities where participants can share their experiences, ideas, new information and perspectives.

The International Institute of Administrative Sciences (IIAS) in close collaboration with the Instituto Nacional de Administracion Publica (INAP) is organizing its 2012 International Congress to be held in in Merida – Yucatan (Mexico).
Current research and studies examining public management and in particular will be presented on the following main theme: Socio Economic Priorities and Public Administration.
There are essential connections between the modernisation of the public sector and development. The modernisation of the public sector is central for the attainment of national development goals. The creation, enhancement and maintenance of an advanced and well-designed institutional infrastructure, that includes the development of institutional administrative and human capacities, lead to an improvement in a country’s economic and social performance indicators. There is a general consensus that there is a positive correlation between institutional development and State-building, which has a considerable impact on socio-economic development. It is argued that the effectiveness, efficiency and quality of public institutions are very important for implementing the socio economic priorities of countries. There exists a strong correlation between modernisation of the public sector and development. Evidences also suggest that the institutionalisation of good governance practices influence various indicators of socio-economic development. In many countries, the priority of the State is to ensure a competitive and dynamic knowledge based economy, capable of sustainable economic growth with more and better jobs and greater social cohesion. The role of Public Administration in that perspective is crucial.
The 2012 International Congress of IIAS will bring together government professionals, academics and practitioners, PhD students and young researchers to exchange on this main theme.
Three subthemes will be also addressed during the IIAS Congress:
- Democratic Governance for Socio Economic Development
- E-Government Instrument to Strengthen Trust
- Public Value, the case of tourism.

K.4 Bergen, Norway, 05.-08.09.: 34th EGPA Annual Conference
The 2012 Annual Conference of the European Group on Public Administration will be held in Bergen, Norway, from 5 to 8 September 2012. It will be the first EGPA Conference in Norway. The Conference is organised in collaboration with the Department of Administration and Organisation Theory of the University of Bergen.
EGPA is the platform for Public Administration elsewhere in Europe and over the borders. EGPA organises dialogues with its partners (TAD, TED, MED) and always provides, at the European level, an opportunity for all the academics and the practitioners to discuss issues with their respective points of view and their administrative cultures.
During this Conference, the sessions will be organised around the various themes of the different permanent study groups. Academics and practitioners will continue the current discussion about: Public Administration and Reforms in times of crisis. They will take the lessons of the recent measures taken by the European Countries for facing the new challenges and the main problems.
Young PhD Students and Researchers will also have the opportunity to debate on the key elements of their research and will participate to the Symposium prior to the Conference (on 3-4 September 2012).

Telemedizin in Australien und Großbritannien / Telehealth in Australia and Great Britain

Die zunehmende Überalterung der Bevölkerung und eine damit einhergehende Immobilität der Gesellschaft stellen an die Gesundheitsversorgung ganz neue Herausforderungen. Durch telemedizinische Dienstleistungen ergeben sich jedoch neue Möglichkeiten der Gesundheitsversorgung, insbesondere für die Überbrückung großer Entfernungen zu nächstgelegenen Krankenhäusern und Arztpraxen oder in Gegenden mit erschwertem Zugang zu Gesundheitsdiensten, gerade in ländlichen Regionen. Unter Telemedizin wird die Erbringung von Gesundheitsdienstleistungen unter Verwendung von IT zur Versorgung von Patienten, zur Gesundheitsförderung, zu Aus- und Weiterbildungs- oder zu Forschungszwecken verstanden. Dabei gibt es zwei Schwerpunktbereiche – die Interaktionen zwischen Ärzten verschiedener medizinischer Einrichtungen (z.B. einer Arztpraxis und einer Spezialklinik) und die Interaktionen zwischen Ärzten und Patienten (z.B. bei der medizinischen Überwachung von Patienten nach einem Herzinfarkt).
Trotz großer Potenziale treten bei der Umsetzung von Telemedizin-Projekten und -Lösungen immer wieder Probleme auf. Häufig gibt es Schwierigkeiten bei der Kooperation zwischen verschiedenen Akteuren, den sicheren Austausch von Patientendaten, die Interoperabilität von Fachanwendungen und Systemen sowie die Finanzierung beim flächendeckenden Einsatz von telemedizinischen Lösungen, d.h. nicht nur im Rahmen von Pilotprojekten. Beispielhaft dargestellt werden einige Entwicklungen in Australien und Großbritannien – beides Länder, die bei der Umsetzung von Telemedizin sehr weit fortgeschritten sind.
Die australische Bundesregierung gewährte Ärzten in ländlichen Gebieten eine Finanzhilfe in Millionenhöhe, um ihnen Videokonferenz-Lösungen zur Verfügung zu stellen. So müssen Patienten nicht zum nächsten Facharzt fahren, sondern können diesen per Videolink in einem lokalen Ärztehaus konsultieren. Die verschiedenen kostenpflichtigen Software-Programme fanden die Ärzte jedoch nicht kompatibel zu genutzten Fachanwendungen; zudem wurden sie wenig bei der Umsetzung und Nutzung unterstützt bzw. angeleitet. Stattdessen nutzen sie nun vermehrt Skype, eine kostenlose Internettelefonie (VoIP)-Software des Unternehmens Microsoft.
Ein weiteres wichtiges Thema im Bereich „Telemedizin“ in Australien ist die Umsetzung der sog. personally controlled e-health record (PCEHR). Diese Art der elektronischen Patientenakte ermöglicht Patienten eine bessere Kontrolle und einen verbesserten Zugang zu ihren Gesundheitsdaten. Die Umsetzung des PCEHR-Systems ist für Anfang Juli 2012 geplant. Im Vorfeld der Planungen hatte sich das Gesundheitsministerium Australiens im Rahmen eines Privacy Impact Assessments (PIA) geweigert, die Namen der Behörden zu nennen, die Zugriff auf Gesundheitsdaten von Bürgern haben. Bei einem Privacy Impact Assessment werden systematisch die Wirkungen einer Anwendung auf Privatsphäre und Datenschutz analysiert. Im Rahmen der personally controlled e-health record wird gefordert, dass Nutzer dieser elektronischen Patientenakte selbst entscheiden können, welche Daten sie welchen Behörden zur Verfügung stellen. Gleichzeitig muss den Nutzern aber deutlich gemacht werden, dass z.B. Strafverfolgungsbehörden oder Gerichte auf die Datensätze der elektronischen Patientenakte zugreifen können. Fraglich ist auch noch, ob die Gesundheitsdaten in der elektronischen Patientenakte für einen Zugriff außerhalb Australiens freigegeben werden oder nicht. Zudem kritisieren ländliche und abgelegene Gemeinden, dass sie bei der Planung und Umsetzung der personally controlled e-health record „übersehen“ wurden. Hier seien verschiedene Herausforderungen zu berücksichtigen, wie z.B. Breitbandanbindungen.
In Großbritannien plant das Gesundheitsministerium die Ausweitung von telemedizinischen Leistungen für Kranke, die über einen langen Zeitraum medizinisch versorgt und überwacht werden müssen. Versuche im Bereich „Telemedizin“ – u.a. in den Grafschaften Cornwall und Kent – haben gezeigt, dass sich Krankenhausaufenthalte verkürzt haben und sich dadurch die Lebensqualität der Menschen verbessert hat. Geplant ist der Einsatz von elektronischen Geräten bei den Patienten zu Hause, um ihnen ein selbstbestimmtes Leben zu ermöglichen. Auch Patienten, die unter einer chronischen Lungenerkrankung leiden, werden in der Stadt Oldham über Ferne überwacht; Daten wie Blutdruck, Pulsfrequenz und Sauerstoffgehalt im Blut werden täglich übermittelt. Die Projektverantwortlichen erwarten eine Reduzierung der Krankenhauseinweisungen und -aufenthalte.
Trotz dieser Erfolge zeigt ein interner Bericht der North Yorkshire and York PCT, dass nur 350 Patienten telemedizinische Leistungen in Anspruch nehmen. Ausgelegt sind die Leistungen jedoch für ca. 2.000 Patienten. Die erwarteten Einsparungen von über 3 Millionen £ wurden deutlich verfehlt.

2.1 Australia: Free Skype 'much better' than Labor's $7.2m telehealth grant
Rural doctors received $7.2 million from the federal government for software to enable them to communicate more easily with specialists, but some found downloading Skype was a better option for them.
Since the launch of the federal scheme six months ago, 1200 doctors across Australia have applied for one-off $6000 grants, which were part of the government's $620 million ''telehealth'' program.

2.2 Australia: NSW: Patients log on to stay out of hospital
Elderly patients given medical equipment to monitor their health on the internet go to hospital only half as often, a trial has found.
Fifty patients in NSW with an average age of 87, suffering serious heart or lung conditions requiring regular hospital stays, were chosen for the six-month trial last year.
Each was given a ''medibox'' linked to the broadband network so they could regularly type in details of their blood pressure, heart rate, blood oxygen and weight. Any change in condition was spotted by a doctor earlier than through less-frequent visits to a GP, the trial found, allowing for the quicker introduction of preventative treatment.

2.3 Australia: Who can access your e-health record?
Australia’s Department of Health has refused to name which government authorities will be able to view a citizen's eHealth record, in an otherwise detailed response to a Privacy Impact Assessment of the PCEHR (Personally Controlled Electronic Health Record) scheme.
Access by law enforcement authorities was among a long list of issues explored in a Privacy Impact Assessment, prepared by law firm Minter Ellison and former deputy NSW Privacy Commissioner Anna Johnston. The report recommended 112 changes to the legislation and the technology that underpins the PCEHR system, currently under development.

2.4 Australia: $20.6m to pilot NBN based telehealth
The Federal Government has launched a telehealth pilot program that will use the National Broadband Network to provide services to older Australians, people living with cancer and those requiring palliative care.
Health minister, Tanya Plibersek, and communications minister, senator Stephen Conroy, said the $20.6m program would deliver services to patients in NBN rollout areas and provide feedback on how it and other health care measures could be delivered nationwide.

2.5 Great Britain: Three million patients to get telecare, DH pledges
The Department of Health will roll out telehealth and telecare services to three million people with long-term conditions by 2016, care services minister Paul Burstow has said.
The announcement comes after early results of the world’s first RCT of the technologies suggested they could cut mortality by 45% and lead to a 21% fall in emergency admissions.
Visiting Cornwall, one of the three PCTs that took part in the trial, Mr Burstow said: ‘The trials of telehealth and telecare have shown how people with long-term conditions can live more independently, reducing the time they have to spend in hospital and improving their quality of life.’

2.6 Great Britain: North West: NHS Oldham offers telehealth to patients
NHS patients in Oldham who suffer from long-term health conditions are to be offered new telehealth technologies so that they can stay at home and be monitored by clinicians remotely.
The technology is to be rolled out as part of a partnership between NHS Oldham and Oldham Council through which up to 150 patients with Chronic Obstructive Pulmonary Disease (COPD) will receive support at home. Using mymedic Clinicians will be able to remotely monitor vital signs including blood pressure, pulse rate, and blood oxygen levels on a daily basis. And COPD patients, the initial focus of the partnership, will receive a personalized monitoring plan from clinicians.

2.7 Great Britain: North Yorkshire: Practices offered cash to refer patients to telehealth
A pioneering telehealth PCT has been forced to offer practices cash to refer patients to the hi-tech devices as hundreds of units sit unused.
An internal audit report by the North Yorkshire and York PCT, seen by MiP, reveals just 350 of the 2,000 telehealth units are in use by patients with long-term conditions to monitor vital signs at home.
This figure is a long way off manufacturer Tunstall's estimate of 1,500 devices being in use by the end of 2010/11. In reality, 1,650 telehealth units are currently unused and sat in storage.

3.2 Brandenburg: Konzept „Brandenburg-Glasfaser 2020“ verabschiedet
Das Kabinett hat am 26.01.2012 der Vorlage von Wirtschafts- und Europaminister Ralf Christoffers zum Breitbandausbau im Land Brandenburg zugestimmt. Ziel des „Entwicklungskonzepts Brandenburg – Glasfaser 2020“ ist es, die Versorgung Brandenburgs mit schnellem Internet zügig zu verbessern. Christoffers sagte in Potsdam: „Kern des neuen Konzepts ist der Aufbau eines leistungsfähigen Glasfasernetzes mit Hilfe der bestehenden Energie-Infrastruktur. Je effizienter die Trassen, in denen beispielsweise Gasleitungen gemeinsam mit Glasfaserkabeln verlegt worden sind, genutzt werden, umso schneller kann die Anbindung dünn besiedelter Räume an das Breitbandinternet erfolgen. Hier hat Brandenburg gute Voraussetzungen. Das Land verfügt über ein umfangreiches Infrastrukturnetz im Energiesektor mit einer parallelen Glasfaserinfrastruktur, die als Rückgrat für den geplanten Ausbau dienen kann“.

4.4 Denmark: Largest-ever telemedicine project launched
Approximately 2 000 patients across five patient groups will participate in the largest-ever telemedicine project in Denmark. The project is an initial step towards establishing a common national infrastructure for telemedicine in the country.
The project starts at the beginning of 2012 and runs for two years. Four hospitals in the Capital Region (Region Hovedstaden, in Danish) and the Central Denmark Region (Region Midtjylland, in Danish) are participating in the project with up to ten municipalities and a number of practitioners across the country.

4.5 Malta: New e-government health service launched – MY Health
The Minister for Health, Joe Cassar, launched a new e-government service called ‘MY Health.’
Through this service patients will be able to access their own medical records by using the appropriate e-id and password, the patient can then permit access to this information by their chosen doctor.
The Health Minister said that the service was another important step in the history of the health services in Malta. ‘MY Health’ would strengthen the relationship between doctors, patients and hospitals.

The beta version of 'Dados.gov', a Portuguese open government platform which makes a wide range of data available to the general public, was launched on 24 November 2011.
'Dados.gov' is in line with the government strategy to promote a Public Administration (PA) that is increasingly open to participating and collaborating with citizens. The platform will enable access - automatically where possible - to raw datasets compiled by the PA. 5.1 India: Nandan Nilekani's battle for biometrics ends with compromise
The battle over biometrics between Nandan Nilkani's department and the Home Ministry has ended in a compromise. At a meeting chaired by the Prime Minister and attended by senior ministers, Mr Nilekani, and Home Minister P Chidambram, it was resolved that the fingerprints and iris scans of Indians will be collected by both teams, with as little duplication as possible.
Mr Nilekani, since he was head-hunted by the government in 2009 from Infosys, has been leading one of India's most ambitious projects - the Unique Identification Authority of India - that has been set up to issue to every Indian a card bearing a 12-digit ID, or aadhaar, which will be stored in a central database, and linked to the individual's fingerprints and other biometric data. This unique ID will help India's poor avail the welfare schemes and benefits they are entitled to, currently over-run by corrupt middlemen.

5.2 United States: Supreme Court Shoots Down Warrantless GPS Tracking
On Monday, January 23, the U.S. Supreme Court might have delivered a big blow to GPS surveillance techniques used by law enforcement.
In effect, the justices ruled that long-term surveillance of a vehicle by attaching a GPS device without an extended warrant is a violation of the Fourth Amendment.
In three separate opinions, the nine justices confirmed that law enforcement’s placement in 2004 of a GPS tracking device on the vehicle of accused drug trafficker Antoine Jones’ vehicle for a period of 28 days constituted a “search,” as defined by previous case law concerning the Fourth Amendment.

5.3 Australia prefers Govt contact via the Internet
Special Minister of State Gary Gray said in a statement on January 19 that the Internet constitutes the preferred method of access to government services, backing his statements with the release of a new report in the area.
The report, titled Interacting with Government: Australians’ use and satisfaction with e-Government Services 2011 and available online, concerns Australians’ use of e-government services. It indicates that the Internet, when available as a choice, is the most frequently used channel to get in touch with government.

5.4 Algeria launches biometric passports
Algeria has issued its long-awaited biometric passports. "The work of producing biometric passports is part of the process of modernising the administration and improving the security of documents needed by Algerian citizens for their daily lives," Algerian Interior Minister Daho Ould Kablia said at the January 4th launch ceremony.
The high-tech Algeria biometric passport contains an electronic chip with information about the holder, including a digitised photograph, fingerprints and signature.
In 2009, when the expected launch of the document was pushed back until 2010, Algerian Prime Minister Ahmed Ouyahia said the passports would give Algeria an extra tool in the fight against "terrorism, illegal immigration and various forms of organised crime".

5.5 United Arab Emirates looks at open data to promote e-government
The federal government has urged its ministries and departments to publish more open data on their websites to enhance e-readiness and help promote the concept of open government, one of the pillars of a knowledge-based economy.
Publishing open data is also one of the United Nations' criteria for measuring online presence and e-government readiness. The UN is expected to issue its 2012 e-government survey in January.
Open data involve the idea that certain data should be freely available to everyone to use and republish as they wish, without restrictions by copyright, patents or other mechanisms of control.

5.6 Pakistan: Karachi: Need a medical consultation? It’s just a phone call away
At least 40% of deaths in Pakistan are preventable, said the chief executive officer for Aman Foundation, Ahsan Jamil at the launch of the organisation’s latest initiative Aman Telehealth. “Most of these deaths occur due to three major factors – lack of transport to a healthcare facility, affordability and lack of decision makers being present at time of the emergency.”
In a previously conducted study, Dr Sadiqua N Jafery concluded that the most common of the three reasons was the lack of decision maker ie husband, mother-in-law, father or mother being present. According to Jamil, the launch of a system whereby you can receive an initial diagnosis and prescription for non-chronic symptoms on the telephone is therefore most opportune. The telehealth project has been in the works for several months now with ongoing training for the 26-strong staff to attend to a caller’s medical queries. The service will be in operation 24 hours, seven days a week on 111-113-737.

HEALTHINF 2012 - International Conference on Health Informatics
