"By using the internet, the Foreign Minister has reduced paper consumption by 17 tons of paper only from telegram exchanges with foreign offices and the issuing of email addresses, practically eliminating the use of paper", said Innovation and Technology Minister Lucio Stanca at the first national conference of top State authorities. Stanca stated that the goal to follow is that of "activating an email address for every worker. By the end of the legislature, the internal mail of public administration - added the Minister - should be exclusively by email". During his speech, the Minister mentioned that "in a modern country, public administration must be modern". For this reason, "we must commit to taking full advantage of the investment in technology made by the state and eliminate the 'proprietary' culture of the administration". Stanca fells that "every day there are two alternative models competing: one cooperative one, in which the administrations operate toward shared goals, and the other for 'competences' in which every administration works to defend its perimeter of normative attributions. This last model is anti-historical and does not follow the positive progress of the offices, as dictated by the constitution".

After stating that "automated administration, e-government has become a political priority for the European Union", Stanca mentioned that "with e-government today and with e-democracy tomorrow we are assisting in a historical process such as the passage of a feudal state to a modern one". At the end of his speech Minister Stanca announced that in agreement with public Function, he will pass a specific "training program for high level State authorities in favor of the widespread knowledge of the positive implications deriving from the commitment to new technology in the public sector".
