E government is supporting the digital modernization of Italy, but is taking fundamental steps for the achievement of an efficient Federalist State. So says Lucio Stanca, Innovation and Technology Minister today in Bergamo for the presentation of the "Polis" digitalization project within the local public administration sector. The Minister underlined that "the Italian government considers E government an essential component in a wider innovation strategy". The Polis project of the city of Bergamo is a meaningful demonstration of vast potential of the tools of Information and Communications Technology (ICT). The Minister also stated how E-government will bring about "the transformation of the state in the federal sense, an extraordinary opportunity of reorganization of a large part of Italian public administration".

The achievement of Federalism, continued Stanca, "is not only a political process, but also an important and deep procedure of reorganization in public administration. It's as if the largest Italian service company decided to completely restructure, moving many of its decision-making procedures: there can be great benefits in terms of efficiency and cost effectiveness, as long as that restructuring coincides with radical technological innovation in processes, services, and management".

The Minister also revealed that "if this restructuring takes place with the current technology, there will not be any advantages in terms of efficiency or cost-effectiveness and, most likely, there will by an increase in costs in the public sector". Stanca concluded, affirming that "it is in the reorganization and innovation of the public, central, and local sectors that the key to guaranteeing economic sustainability, the achievement of federalism, and the chance to act on the opportunity of drastically improving the efficiency and quality of public administration lies. Without innovation and the automation of public administration, we risk launching a 'chaotic federalism' rather than an efficient one".
