The aim of this web-based centre is to foster the development and adoption of open source software mainly in the Italian public administrations; the centre will initially focus on the use of open source in schools and universities and in a second phase in small and medium sized companies.
The Italian Competence Center on open Source (Centro di Competenza italiano per l’Open source) is a non-profit non-loss consortium, operating on a national scale and aiming to meet the needs of basic software and applications for schools, universities, small municipalities, hospitals, and small and medium enterprises in the adoption of open source software, as announced by Spago, a project developing open source software for business intelligence applications.
The centre is a joint-venture of three universities, The University of Insubria (Università dell’ Insubria) the University of Sannio (Università degli Studi del Sannio) the University of Bolzano (Libera Università di Bolzano) and the Italian IT firm participating in the development of Spago. These four organisations are also active in Qualipso, a research network on open source software.
According to an announcement of the Italian Ministry for Public Administration and Innovation (Ministero per la pubblica amministrazione e l’innovazione) the competence centre will aggregate skills and resources in research and in innovation, both national and international. The centre has in fact been conceived as a follow-up of the Qualipso project and will resemble open source resource centres in other countries, such as Spain, France, China and Brazil. The Ministry pointed out that using open source can help public administrations in offering electronic services to citizen and companies and it will increase the government transparency; this initiative is therefore a way to streamline business processes and to promote cooperation between administrations.
