Federal Territories Ministry has launched a blueprint to guide local authorities in Kuala Lumpur, Putrajaya and Labuan towards better efficiency in their service as well as to achieve a smart city status by 2030.

Its minister Tan Sri Annuar Musa said MySmart Wilayah 2030 would outline 25 policies encompassing seven major components: smart governance, smart economy, smart living, smart environment, smart people, smart mobility and smart infrastructure.

The blueprint would guide agencies, especially those under the ministry, towards more organised collaboration for better delivery of smart initiatives, through the application of Industry Revolution 4.0, Internet of Things, big data, artificial intelligence and 5G technology, he said.

“MySmart Wilayah 2030 will also help the ministry coordinate planning and development of smart cities in the federal territories, in line with the national and global agenda, ” he added.

Annuar said the basis of the blueprint was to improve people’s quality of life through the usage of technology and smart initiatives.

“We want to empower and create smart communities through digitalisation, innovation and good moral values.

“The blueprint will help the ministry execute its policies, programmes and services, in areas of business, sustainability, competitive economy and development of sustainable infrastructure.

“The economy overall will improve with the rise of digital economy, with the ease of business affairs and online transactions.

“It will open more job opportunities in the technology, innovation and digital area, such as robotic, entrepreneurship, local industries and smart tourism, ” he said at the launch of the blueprint at Menara Seri Wilayah in Putrajaya.

Also present were Deputy Federal Territories Minister Datuk Seri Dr Edmund Santhara Kumar, Kuala Lumpur mayor Datuk Seri Mahadi Che Ngah, Putrajaya Corporation president Datuk Muhammad Azmi Mohd Zain, ministry secretary-general Datuk Seri Rosida Jaafar and Plan Malaysia director-general Dr Shamsani Shamsuddin.

Annuar said it would ensure that the welfare and well-being of the Federal Territories population — in the aspects of safety, education, health, clean environment and smart community — were looked after.

“In terms of education, there will be a guide on interactive and smart learning platforms.

“For safety, there are technologies such as closed circuit television cameras (CCTV), panic buttons and Crime Prevention Through Environmental Design.

“Other benefits include cheaper, accessible and efficient public transportation with the usage of ICT, technology and digitalisation, ” he said.

Annuar, however, acknowledged the different challenges in the implementation of the blueprint in the Federal Territories that needed to be addressed.

“In Kuala Lumpur, the population is expected to increase from 1.9 million last year to 2.3 million in 2040.

“The problem in the administrative capital is the Internet speed and the need for an integrated and centralised database.

“Meanwhile, in Labuan, it is poor accessibility and transportation system,” he noted.
