Following the footsteps of states which have marched ahead in e-governance and IT enabled service kiosks, the Orissa government today signed a MoU with three private companies to establish Biju Seba Kendras** (BSK) to provide similar public services.

The SREI Infastructure Finance Ltd, CMS Computers Ltd and Zoom Developers Pvt Ltd have been picked as the service providers for six zones with each zone comprising of four to six districts.

The state government will provide revenue support for the first four years to make the scheme sustainable. To make the BSK viable, operators will be allowed to run services like DTP, photography, internet surfing, agri - information, railway / air ticketing, recharge coupons and advertising.

Their primary task would be helping people with information and services related to the government, like land records, registration, certificates, details of government schemes, pension scheme and utility bill payments.

Each BSK will have a furnished room with facilities of computer, printer, digital camera, web-cam, scanner and internet connectivity.

The BSK will deliver the services in districts and panchayats over the next two to three years, official sources said at the MoU signing ceremony today.

Government services will range from form download and submission, grievances and right to information related forms, details of social welfare schemes, issuing of land records and registration.

The services have been broadly divided into government to citizen services, business to consumer and business to business services. The business to business services include market research work, surveys, rural BPO services and advertising.
