Transforming Government since 2001
The Karnataka State Wide Area Network (KSWAN) an e-governance initiative connecting 2,300 government departments throughout the state was launched on Monday in what Chief Minister B S Yeddyurappa described as a step that will ensure "effective delivery of citzen services." The Rs 177 crore project is a public private partnership involving the Centre and the state under the National E-governance project; M/s United Telecoms Limited is the private partner who will establish, operate and maintain the system over the next five years.

The Software Technology Parks of India (STPI) - is the Project Consultant and Bharat Sanchar Nigam Limited (BSNL) is the bandwidth provider.

Video conferencing by the chief minister seated at the Conference Hall of the Vidhana Soudha and Governor H R Bharadwaj at his chamber in Raj Bhavan marked the formal inuaguration of KSWAN. Karnataka is learnt to be the fifth state in the country to establish this state information highway connecting the government across the State, district and taluk centres. Tamil Nadu, Andhra Pradesh, Orissa and Gujarat are the others.

The measure has Government Business Centres (GBCs) established in every the district and taluk center. The data, voice and video services enabled by KSWAN will facilitate electronic delivery of government to citizen and government to business services. KSWAN is inclusive of data, voice and video connectivity between the High Court and other courts in the State and also connectivity between the courts and prisons at the State and district centres.

THREE TIER FACILITY

At the state level in Bangalore, control room and studio based video conference facilities are provided in the chief minister's Home Office, governor's residence Raj Bhavan, Vidhana Soudha, Vikas Soudha, M S Building, High Court, Central Prison and Aranaya Bhavan.

In district centres Control room, IT server room, Government business center, video conference room and desktop video conference for courts and prisons.

In the taluk centres - Control room, IT server room, government business centre and front and back offices.
