In order to use Information & Communication Technology (ICT) as a vehicle for effective governance and to empower its citizens, the Punjab government plans to set up common service centres across the state. The state government plans to set up 2,112 common service centres (CSC) in the state, especially in rural areas — one per six villages. Officials in the Information Technology (IT) Department said the project would be partly funded by the centre and the state government.

Officials added that locations of the CSC would be finalised based on the analysis of the surveys being carried out. Speaking to Business Standard, officials in Punjab IT Department said, "As part of National e-Governance Plan(NeGP), Punjab State E-Governance Society(PSEGs), in the Department of Information Technology has been given the mandate to set up 2112 common service centre(CSCs) in rural Punjab in association with private partners to act as front end services delivery points for government and business services to the citizens at the village level. The prime objective of establishing CSCs is to encourage economically sustainable models for social development."
