The VMC has identified seven key areas in which the implementation of the reforms needs to be conducted on an urgent basis. Officials have been asked to work out details and deadlines to complete work for the necessary reforms.
The key areas where works need to be done includes preparation of geographical information system (GIS) based property tax system, integration of E-governance modules, preparation of an outcome budget, need based training to officials, formation of a public-private partnership cell and documentation of various best practices under JnNURM as well as awards.
But what will help citizens the most is the reform regarding streamlining of the building plan approval processes. The civic body will have to establish an interactive citizen enquiry system on status of their applications for building plan approvals. The information regarding this system will have to be provided using interactive voice recording system or internet.
The JnNURM appraisal team has asked VMC to work on these issues at the earliest. The VMC commissioner has also issued directions in this regard to officers and asked them discuss the matter with their teams and prepare a plan.
