The State will leverage the e-governance platform to become the first fully digital State, says the Chief Minister, Mr Oommen Chandy.

Efficient and transparent delivery of services will be assured in this manner, he said at a function here to commemorate the first year in government.

E-MAIL IDS

Going forward, every citizen would be given an e-mail ID based on the UID Aadhaar. All government transactions and applications would be handled through e-mail.

Files would migrate to the digital mode by March 31, the Chief Minister said.

4G connectivity with optical fibre broadband would reach all panchayats by December 31. All pensions and scholarships would be distributed through banks.

After Palakkad, Kannur, Kottayam and Malappuram, the remaining 10 districts would be brought under the e-district project by March next to provide certificates online.

‘IDEAS' TRACKING

Members of the public would have access to movement of files after the ‘IDEAS' file tracking system becomes functional at the Government Secretariat.

All contracts above Rs 25 lakh in government departments and public sector undertakings would come under e-tendering system.

Estimates, administrative sanction, technical sanction, tenders, bills and payments in the public works department would move to the electronic mode by March 2014.

Applications for corrections in visa, appointments, higher studies and court requests would be cleared with all relevant documents in two days.

POLICE COMPLAINTS

Temporary possession certificates would be issued to houses up to 1,000 sq feet for claiming water and electricity connections, ration card and voter identity card.

Complaints to the police over telephone would be followed up with a visit by the police officer to the complainant's residence.

He would acknowledge receipt of the complaint. Time and date recorded on the number 100 would be reckoned as the time of complaint.

STATE SUBSIDY

In the case of illiterate complainants, the police officer would take down the complaint by himself and read it out for their benefit.

The Chief Minister said that state subsidy would be incorporated to extend interest-free short-term loans to farmers who repay advances promptly.
