Bandana Preyashi, IAS, on Friday presented the Gaya model of electronic public distribution system (e-PDS) at a conference of experts in best innovative practices in e-governance at Ahmedabad. The conference was organized at Sardar Ballabh Bhai Patel Institute of Public Administration, Ahmedabad.

Preyashi was selected for the presentation for her work during her tenure as Gaya DM to prevent PDS pilferage and leakages through practices using components of e-governance. Nearly 60 officers from different states of the country participated at the meet organized by the Centre For Innovations in Public Systems. It is a capacity building programme of innovative/ best practices under Mission Mode Projects of state governments and Government of India.

In Gaya district, per month 1,30,469 quintals of foodgrains worth Rs 6,46,06,687 are distributed by 1,915 PDS retail outlets among 4,56,543 beneficiaries spread across 24 development blocks. Besides black marketing of foodgrains meant for distribution among BPL families, issues of diversion of foodgrains, less weightage, poor storage, corrupt officers and lack of transparency were identified as the main bottlenecks in the last mile entitlement delivery to the target groups. The ongoing malpractices also resulted in enormous wastage of government money, deprivation of poor of their entitlements and inability of administration to curb illegal activities.

Preyashi experimented with the transformation of archaic practices into an I-T based system with components like Integrated Weight Management System (IWMS), Management Information System (MIS), GPS based tracking System, mobile-governance for information dissemination and Internet-based public grievance redressal system.

Civil society too was engaged and vigilance committees were formed to disseminate information regarding the lifting, transportation and distribution of foodgrains. According to Preyashi, a reform of this magnitude is bound to displease interest groups that had profited from the earlier system.

They in collusion with some officials attempted to sabotage this initiative. But the sabotage efforts were effectively thwarted, Preyashi told her peers participating at the workshop.

The ability to minutely track the movement of foodgrains has resulted in significant reduction in the incident of thefts and diversions. Due to electronic weighing machines, the possibility of right quantity of food being distributed opened up and the real gainers have been the beneficiaries who now get the right quantity of entitlement in accordance with the distribution schedule.

This effort has minimized the gross misuse of government resources, significantly restored the credibility of the administration and has brought relief to the poor, said Preyashi in her 45 minutes long presentation.
