In a landmark decision, Kochi corporation authorities have decided to issue birth, death and marriage certificates online from Tuesday.

The certificates pertaining to the births, deaths and marriages from Tuesday will be issued online on a trial basis for a couple of days before officially launching the service.

The certificates can be downloaded from the Sevana portal of Information Kerala Mission (IKM). “The IKM will be opening its interface for us to furnish the details regarding births, deaths and marriages being registered in Kochi from Tuesday. It will require the data collected by TCS for issuing the certificates of birth, death and marriage occurred until Tuesday. The LSGD minister will be convening a meeting with the TCS for handing over the data,” mayor M Anilkumar said while speaking at the council meeting held on Monday.

According to the councillors, TCS, the firm which had been entrusted with the implementation of e-governance of Kochi corporation, has already completed entering more than five lakh data. In 2020, the corporation had scrapped the project with TCS as it couldn’t implement the e-governance project even after almost a decade, the tenure was 52 weeks though. Now, IKM will take care of the implementation of the e-governance project. Of the five lakh data, around two lakh data pertaining to the building tax is in the excel format.

But IKM has informed the corporation that they can’t use excel format. So, the corporation authorities planned to conduct data entry afresh so as to suit the needs of IKM. But the opposition councillors challenged the move by the corporation. “Even as we have the data prepared by TCS, we will have to spend Rs 43 lakh for making data entry once again. This can’t be accepted,” councillor M G Aristotle said. “We can conduct the data entry in the format required by IKM by spending a couple of lakhs. Then, why should we spent Rs 43 lakh?,” Aristotle asked.

Then, mayor Anilkumar said that the council can decide to write to the government stating that the local body itself would conduct the data entry in the format required by the IKM. Once the data entry is completed, other services like online payment of building tax, etc. can be started.

Councillors demanded that the corporation should take urgent measures to float a special purpose vehicle (SPV) for operating Ro-Ro vessel service in the Fort Kochi-Vypeen sector. Opposition leader Antony Kureethra said that there are anomalies in recording the revenue of Ro-Ro services.

He said that the monthly revenue as per the statements given by KSINC, which operates the service on behalf of the corporation, is around Rs 30 lakh. But when the corporation conducted an inspection, it was found that the daily revenue from ticket sales is around 1.2 lakh. The KSINC is giving forged tickets to the passengers. This causes loss to the corporation, Kureethra said.
