"The Ministry of Government Development is taking this initiative. There is a council created to mobilise this initiative at the federal level," Shaikha Lubna told Gulf News.
Talking about the growth of e-commerce in the country, she said building a brand was important for companies to succeed.
"Brand equity is very critical in the e-commerce industry," said the minister, who once headed the successful business portal Tejari.
Dubai leads other emirates in e-commerce infrastructure and usage. But the trend is now widespread across the country, the minister said, adding that similar progress has been made in introducing e-commerce legislation.
Shaikha Lubna was speaking on the sidelines of the launch of her book The Diffusion of E-commerce in Developing Economies - A Resource-based Approach.
She has co-authored the book with Zeinab Karake Shalhoub, a professor of management information systems at the American University of Sharjah.
The authors signed copies of the book to mark its launch in the UAE.
The book has been launched in 17 countries.
"This book shows a positive aspect of the Arab world in the adoption and usage of technology," Shaikha Lubna said.
The book examines e-government experiences of several countries and presents a model to the Arab world for embracing technology.
