As part of the UAE Strategy Plan, the government is also looking to make adjustments to the ministries' organisational structures, establish new departments, and modify the names of top positions.
Outlining the government's plans to revamp public services, His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, said: "Our vision is that we become one of the best governments in providing quality services, nurturing creative minds, building national talent, innovating solutions and adopting international best practices. We want our government's practices to be a benchmark that other countries adopt and emulate."
Currently the decentralised structure of the UAE's civil administration means that service experiences can vary widely between emirates.
During the coming three years, the UAE plans to develop its government services based on international best practices, while promoting a culture of excellence in service delivery. Strengthening the e-government programmes and adopting a new approach to and encourage private sector participation in delivering central services, are of special importance, Shaikh Mohammad added.
At the same time, the government aims to outsource secondary services.
"New laws and administrative and financial systems and structure will be utilised to nurture this new culture with ministries becoming productive entities competing in performance at the international level. I have ordered new adjustments to the ministries organisational structures, the establishment of new departments, and modification of to the nomenclature of top positions," he said. "This is in addition to adopting certain arrangements that are similar to managing board of directors in private sector companies. This will lead to the creation of a culture that fosters institutional decision making and promotes accountability."
The government will focus on strategic planning and build a performance management system for the public sector employees.
"All federal government employees will be under my personal attention. Every hardworking employee will be rewarded. And I tell them that the prospect for career development and growth is open to all, provided they are dedicated to serve this country," he added.
