Mohammed Bin Zayed witnesses the inauguration ceremony of the eCouncil of the General Secretariat of the Abu Dhabi Executive Council at the launching of the General Secretariat's website www.gsec.abudhabi.ae.

His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and chairman of the Executive Council, and members of the Executive Council witnessed the inauguration of General Secretariat's website.

The ceremony was also attended by HH Sheik Mohammad Bin Zayed, HH Sheikh Hamed Bin Zayed, HE Mansoor Bin Zayed, HH Sultan Bin Tahnoon, HH Sultan bin Khalifa, HE Mohammad AL Bawardi and HE Dr. Mugheer Al Khele.

At the beginning of the ceremony HE Mohamed Ahmed Al Bawardi, Secretary General of the Executive Council, presented HH the Crown Prince of Abu Dhabi with a layout of the project.

He explained that the project expresses our ambitions and experiences filled with morals and facts, and it would not have been realized without the vision and directions of the late Sheikh Zayed Bin Sultan Al Nahyan (may Allah bless his soul).

His experience was based on determination and planning, and made the foundation for building a modern state.

Then, he was followed by men known for their constant attitudes towards progress.

So, our country has had a generous support by HH Sheikh Khalifa Bin Zayed Al Nahyan, UAE President, and HH General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Executive Council, and their continuous endeavour for the UAE to follow the world-wide information & communication revolution.

Al Bawardi explained that the launch of the eCouncil and the General Secretariat's website was a true reflection of our wise leaders' vision. It strengthens the ideology of the modern nation that relies on the use of advanced technology and multi-benefit electronic systems, which results in time-saving and faster results.

H.E. Al Bawardi also noted that under these wise orders, the General Secretariat has put together great efforts to advance its services and achieve international quality standards in order to reach the desired goal of having Abu Dhabi become one of the five best governments in the world.

Al Bawardi stressed that the General Secretariat was able in a short period to execute a number of electronic systems to serve and support the members of the Executive Council as well as the employees of the General Secretariat.

His Excellency added: 'Today we can proudly announce that these e-systems made the Abu Dhabi Executive Council a truly eCouncil. We can view electronic agendas, review resolutions and finalize them electronically.'

He pointed out that the launch of the website will enable viewers to review all activities, achievements, decisions and other important information of the Executive Council.

H.H. the Crown Prince appreciated the project and commended all who have participated through team work. He further requested them to continue their efforts in order for e-Government to become a reality.

Reflecting on the objectives behind the launch of this project, Al Bawardi said : “We will keep working to advance our beloved nation under the directions of HH the UAE President and HH the Crown Prince”.

'Today we proudly announce the launch of the e-Council as well as the website of the General Secretariat of the Abu Dhabi Executive Council.' He added.

'I invite you all to communicate with us through this website in order to know your views and suggestions so that the advancement of our beloved nation is achieved through our collective efforts,' he said, inviting all to participate on all levels; socially, scientifically and intellectually.

Fatima Abdullatif Al Moosa, Public Relations and Communications Manager at the General Secretariat, shed light on the fruitful efforts exerted by the General Secretariat in launching the e-Council, which comprises the following electronic systems:

Electronic Systems

First System: (Member Page)

The Members Page is designed to fulfill the requirements of the members of the Executive Council, as well as the Executive and Subsidiary Committees.

The page is designed in line with directive standards to provide an electronic platform for information sharing, reviewing plans and strategies, as well as performance control and customer satisfaction. In addition, the page will provide a tool to view important local and international news, as well as an access to all internal applications.

Second System: (eAgenda)

This comprehensive system provides a tool to prepare and publish meeting agendas of the Executive Council, and the Executive and Subsidiary Committees.

The e-Session starts through the Members Page, in which the e-Agenda can be viewed, relevant comments made, and minutes of meeting reviewed so that resolutions and recommendations can be done at the end of the session. Finally, these items can be transferred for editing and onward forwarding to concerned parties, which will result in time-saving and efficient outcome.

Third System: (The website of the General Secretariat of the Executive Council)

Tremendous effort has been put to design a special website serving the community's requirements, and featuring the vision and mission of the Executive Council's General Secretariat of the executive council as well as its achievements, strategies and diversities.

The Official Gazette:

One of the major achievements of the General Secretariat’s website is the official Gazette, which publishes local legislations of Abu Dhabi in a monthly basis by the General Secretariat of the Executive council.

Also publishes other important services which strengthen the concept of communications, such as 'Government for you', 'Your Suggestions' and 'Media Page' which portrays official photos to be used in press releases, the General Secretariat logo and branding issues.

Fourth System: (Intranet)

The Intranet is a private network that promotes inter-communication between the different departments and divisions and sections of the General Secretariat. Each page aims towards the provision of a number of professional and informational services to each division and section.

The Intranet also provides a main gate to all applied systems relevant to the employees.

Fifth System: the Administrative & Financial System (ERP - Enterprise Resource Planning):

ERP is an electronic system that integrates all facets of the internal processes of the Support Services Division and its related sections, such as Human Resources, Finance and Procurement. ERP facilitates support services easily and quickly, which in turn improves work quality and reduces occurrence of errors.

Sixth System: e-Diwan

e-Diwan connects all government departments with the General Secretariat and regulates incoming correspondences that need to be incorporated into session agendas.

It then redistributes resolutions to the relevant parties, and finally enables their electronic filing, along with all related documents. eDiwan also facilitates record management and retrieval, as well as ensures their confidentiality. eDiwan is an advanced tool to enhance quality and performance.

Through the above systems, the Executive Council has become an eCouncil, thus elevating governmental services to become one of the best five governments in the world.

The following is a brief about the Executive Council and the General Secretariat:

The Executive Council

  • The Executive Council is chaired by H.H. General Sheikh Mohammed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi. Members of the Council represent the various government departments and some local authorities and appointed members.

  • The Council represents the executive local authority in the Emirate of Abu Dhabi, and assists the ruler in the management of the government. Weekly meetings are held to discuss issues concerning Abu Dhabi Government entities, such as the progress of government sponsored projects, services development and improvement of government performance.

The Executive Committee:

  • The Executive Committee was recognized upon Resolution No. (53) of 2006 issued by the Executive Council Chairman to approve projects submitted to the council with set financial ceilings.

  • The Executive Committee is responsible for all decisions relating to tenders, change orders, as well as studying all issues presented to the Executive Council in coordination with the relevant parties. The committee is also responsible for follow up on the execution of all related resolutions.

Subsidiary Committees

The subsidiary committees were recognized upon Resolution No. (15) of 2007 issued by the Secretary General, comprising heads of Abu Dhabi Government entities and councils. Specific roles are assigned to each committee with authorizations to approve financial commitments and approval of projects.

These committees are:

  • Economic Development Committee

  • Social Development Committee

  • Infrastructure and Environmental Committee

The General Secretariat of the Executive Council

  • The Secretary General is the highest administrative authority responsible for proposing policies and strategies and supervising their execution.

  • The General Secretariat represents the administrative authority responsible for proposing general policies and strategies for the Emirate of Abu Dhabi and presenting them to the Executive Council for consideration.

  • The General Secretariat supports the Executive Council via the preparation, presentation, execution and follow-up of all the issued resolutions.
