The Moroccan delegation was headed by H.E. Mohamed Saad Alami, Minister Delegate to the Prime Minister in Charge of the Ministry of Public Sector Modernization, Morocco. During the meeting with Dubai eGovernment officials, which saw the presence of H.E. Ahmed Al Ismaili Al Alawi, Consul-General of Morocco in Dubai, and Ali Hassan Aljawi, Expert HR Programs at the Federal Authority for Government Human Resources, Dubai eGovernment showcased its experience in leading eTransformation in Dubai, which succeeded in establishing a knowledge-based economy in the emirate.
The meeting was attended by H.E. Ahmed Mohammed Bin Humaidan, Director-General, Dubai eGovernment Department, Sumaia Bin Hammad, Director of Communication & Business Development, Matar Saeed Al Humairi, Director of Infrastructure Management Department, and Huda Al Hashimi, Director of Systems Development Department and Acting Director of Government Resources Planning (GRP) Systems Department. An outline of the Department's process of development as well as its centralization and decentralization methodology towards government departments were showcased during the meeting in addition to the unified and secure GRP system, which is used by all Dubai government departments to manage their human and financial resources including financial systems, human resources, payroll, purchasing, inventory, project and asset management, eJob and ePurchasing.
After welcoming the Moroccan delegation, H.E. Ahmed Bin Humaidan said: "Contributing to developing eGovernment initiatives in the region is an integral part of our strategy. We are confident that such development can be achieved by exchanging expertise, knowledge and ideas as this will enable the participants to apply the concepts of eGovernment and keep abreast of the updates related to easy provision of online services to customers. Our meeting comes also in implementation of the directives of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, that Dubai's experience belongs to all Arabs."
He added: "The challenge lies in connecting government departments by a common system that provides a comprehensive network of connectivity, communication and information exchange, while maintaining the privacy of each department. The GRP Systems came to fulfill a vital function by ensuring integration among departments with the aim of achieving a connected government, considering that these systems are an advanced stage of eTransformation that we seek to reach in Dubai."
Later, Bin Hammad outlined a number of the shared services provided by the Communication & Business Development Department to government entities. She explained that shared services are the basic services that allow departments to provide their services to the public in the best way possible based on Dubai eGovernment's "Customer First" perspective. These services include ePay, eComplain, mPay, Ask Dubai, mDubai etc., she added.
Talking about the Government Information Network (GIN), Al Humairi said it is a common electronic network connecting 42 Dubai government entities in a secure, fast and reliable manner. GIN provides e-mail, team collaboration and webhosting services and is the corner stone for the electronic infrastructure of Dubai Government. It is managed by a highly qualified team in Dubai eGovernment tasked with defining the policies of connection among government entities and supervising and following up the GIN to ensure its sustainability and continuity.
On her part, Al Hashimi made a presentation of the GRP systems, which, she explained, play a vital role in ensuring integration among departments. This set of 25 integrated systems is being applied, supported and developed by Dubai eGovernment in 30 government entities and is regarded as the cornerstone which government departments depend on to efficiently manage their basic resources, particularly human resources. GRP also facilitates government's commercial dealings with suppliers.
Meanwhile, the Moroccan delegation members thanked Dubai eGovernment for its hospitality and valued its experiences. They believed that the visit allowed them the opportunity to exchange ideas with Dubai eGovernment Department and the Federal Authority for Government Human Resources, open new prospects for mutual co-operation and benefit from the distinguished experience of Dubai Government and the Federal Authority for Government Human Resources in this connection.
