The rise of business opportunities in Asia, coupled with a growing digital society, has wired up not simply markets and private companies, but governments across the region. Empowering citizens, investors and businesses through seamless connections and innovative services, Abu Dhabi Systems & Information Centre (ADSIC) is improving its capacity-building initiatives to offer a smart government that can efficiently serve its citizens and customer bases in Asia and worldwide.

"We're not just focusing on the technology, but we are putting in place people who are capable of handling and using the technology," says ADSIC director general Rashed Lahej Al Mansoori. "The pillars of human capital, infrastructure, awareness and governance allow us to move forward. All initiatives happening in Abu Dhabi apply a leadership thought to cope with changes globally."

As an adviser to Abu Dhabi's municipalities and government departments, ADSIC supports the Emirate's mobile government strategy. Offering re-engineered services, the strategy adds a mobile application channel to its existing one-stop business window and around-the-clock contact centre support services. The mobile applications and solutions allow clients to transact with government any time and any day, without physically going to each department's service counters.

ADSIC has been implementing a modern, efficient and citizen-centric e-government strategy since 2007. Learning from Asian counterparts via knowledge exchanges, ADSIC continues to nurture healthy collaborative relationships with South Korea and Singapore. It seeks to work with more information and communication technology suppliers and tech-savvy partners to identify areas of improvement and to engage the younger generation, while communicating with its citizens better.

"We treat customers as hotel guests," Al Mansoori says. "The efficiency and quality of our government services can be compared to the service level at five-star hotels. Our vision is clear and we are committed to positioning Abu Dhabi among the world's most advanced governments."
