Hong Kong is pushing for a steady adoption VoIP communications in the public sector, a move designed to bolster the city's position as an e-government leader in Asia.

The effort is spearheaded by the Office of the Government Chief Information Officer (OGCIO), which is tasked to devise innovative strategies, procurement and delivery models to enhance public services.

Following an increase in complaints China's State Council has declared that it will draft regulations to spur all government agencies to push citizen content online by the end of this year.

The State Council Informatisation Office is working with other central government departments to draft a regulation requiring all governmental organizations to publicise information of concern to the public. This follows complaints concerning the navigability and content of China's 10,000+ government web sites.

Hong Kong Financial Secretary Henry Tang on Wednesday promised to further improve Hong Kong's business environment to increase its competitiveness and boost economic development.

In his 2005-2006 government budget presented to the Legislative Council, Tang said the Hong Kong government will uphold the principle of "Market Leads, Government Facilitates" and actively promote economic growth by facilitating the development of the market and providing a favorable platform for the business community.
