Juniper Research’s ranking of 50 world cities evaluates transportation, infrastructure, energy, lighting, city management, technology and urban connectivity.
Shanghai has been ranked as the world’s number one smart city for the second year in a row due to its superior connectivity and data systems.
Rounding off the top five in Juniper Research’s 2023 ranking are: New York, Toronto, Seoul and Shenzhen.

Juniper Research’s ranking of 50 world cities is based on an evaluation of many different smart city aspects, covering transportation and infrastructure, energy and lighting, city management and technology, and urban connectivity.
The research analysed Shanghai as leading due to its Suishenban Citizen Cloud, which provides access to more than 1,000 different services for city residents, as well as its strong deployment of 5G, and its use of innovative technologies including digital twins.
According to Juniper’s analysis, the leading cities in its ranking have all rolled out services that are effectively harnessing data and connectivity to improve citizen experiences.
“Shanghai has taken a joined-up approach to data; building not only a robust and all-encompassing data platform, but also the connectivity to underpin every aspect of this,” said Nick Maynard, report co-author and head of research at Juniper Research.
“This joined-up approach is the biggest takeaway for rival cities wanting to emulate Shanghai’s achievements, and should be a part of any smart city initiative to ensure success.”
Four takeaways from the analysis about the other leading smart cities are:
- New York: has been a driving force for climate-related smart city initiatives […] leading through a combination of pragmatism and innovation
- Toronto: its use of open data particularly with respect to the identification and resolution of civic issues, is a key issue to making the city smarter
- Seoul: has been a leader in new smart city technologies for several years […] and will set an example to others on AI-powered citizen engagement
- Shenzhen: will continue to be a forerunner in smart city deployment, particulary in respect to digital twinning, connectivity and governance.
Juniper said cost savings from smart city deployments are also forecast to reach $249bn by 2028 globally, from $96bn in 2023; representing a growth of 158 per cent.
These cost-savings represent the monetary impacts of reduced energy usage and emissions from the deployment of smart grid, smart traffic management and smart street lighting.
The company added that these savings are a major driver of smart city deployments, and will equate to almost three times the spend on smart city software and hardware by 2028; showing a clear path to return on investment for cities.
