The Minister for Public Expenditure, Infrastructure, Public Service Reform & Digitalisation Jack Chambers, and Minister of State with responsibility for Public Procurement, Digitalisation & eGovernment Emer Higgins, have launched the Digital Public Services Plan 2030.
The Plan sets out Ireland’s roadmap to fully digitalise key public services by 2030, ensuring that 100% of these key services are available online and 90% of applicable services are accessed digitally. This is a flagship initiative under Government’s Better Public Services transformation strategy.
Central to the plan is a ‘life events’ approach that reimagines public service delivery around key moments in people’s lives, such as becoming a parent, starting school, or retiring. This user-centred approach aims to simplify access, reduce administrative burden, and deliver seamless, integrated services which better meet the needs of users.
The Plan itself will be delivered in three phases up to 2030 but the delivery of new life events services will begin from next year.
A total of 17 priority life events are scheduled for redesign and integration between 2026 and 2028. Each phase will deliver a redesigned digital journey, making public services available in a new Life Events Portal. This will be supported by universal digital infrastructure called ‘digital building blocks’ part of which involves a Government Digital Wallet.
The Wallet will make access to public services more convenient. In future all services and supports around a major life events, such as the birth of a child, will be accessible online. For example, a new parent may be able to register a birth or apply for child benefit seamlessly and access important documents such as birth certs digitally as well as in physical form.
To support this transformation, the Government is providing a suite of enablers including the Public Service Digital Transformation Fund, service design capability, reusable digital building blocks, and supports for AI adoption and bilingual services. These tools will help departments and agencies deliver inclusive, secure, and user-friendly digital services which have been designed with and for the public.
Minister Chambers said: “This Plan is about putting people at the centre of public service delivery. By designing services around life events and harnessing digital innovation, we will make it easier for people to access the services they need, when they need them. It’s about building trust, improving outcomes, and delivering better public services for everyone.”
