The Senate on Thursday in Abuja directed the Police to suspend the Biometric Central Motor Registry (BCMR) system and to also discontinue collecting the N3,500 fee charged for the service.

The Senate resolved that the BCMR was a duplication of the on-going vehicle owners’ biometric data scheme, introduced by the Federal Road Safety Commission (FRSC).

The lawmakers directed the police to merge their biometric data collection with the already existing data base of the FRSC which had been in operation before the Police introduced the BCMR.

This followed the Senate’s approval of the report of its Committee on Federal Character and Inter-Governmental Affairs on the price regime of the new number plate and drivers’ licence scheme by the FRSC.

The Senate also approved that the current suspension of the issuance of new drivers’ licence and vehicle number plates be ``immediately lifted’’ with a 30 per cent reduction in the cost of the number plates.

It also directed the FCT Vehicle Motor Administration (VIO) to stop forthwith the e-Coding Scheme and collection of N2000 per vehicle for the service.

The Senate endorsed the recommendation that the VIO and the Nigeria Police should create a harmonised and agreed security template to avoid over-lapping functions.

It further directed that the time frame of September, 2011 to August, 2012 for renewal of drivers’ licence and vehicle number plates should be extended by six months.

The report said the FRSC should call for replacement of drivers’ licence only on expiration of the licence to avoid double payment.

The Senate on Feb. 29, directed the FRSC to suspend the issuance of new driver’s licence and vehicle number plates.

The Senate also mandated its Committee on Federal Character and Inter-Governmental Affairs to conduct a public hearing on the price regime of the new scheme.

It maintained that the FRSC in recent times had embarked on frequent and arbitrary introduction and reintroduction of vehicle number plates and driver’s licence.

The Chairman of the Committee, Sen. Dahiru Kuta, said the committee discussed with the FRSC, the Consumer Protection Council and the Joint Tax Board for downward review of the price.
