Transforming Government since 2001

nfrastructure to improve governance, enhance service delivery and expand financial inclusion across the country.

The Secretary to the Government of the Federation, Senator George Akume, stated this in Abuja at the 4th Nigeria GovTech Conference and Awards, with the theme “Advancing Digital Government: Scaling Digital Public Infrastructure for Effective Governance and Service Delivery.”

Represented by the Permanent Secretary, General Services Office, Dr Ibrahim Kana, the SGF said the government would build on existing digital systems to establish a secure national data exchange platform that would enable ministries, departments and agencies to share information efficiently.

He explained that digital public infrastructure was central to the Federal Government’s e-governance framework and the Renewed Hope Agenda, particularly in strengthening social protection programmes, including digital cash transfers to poor and vulnerable Nigerians.

Senator Akume noted that the Federal Government had taken steps towards digital transformation with the launch of Nigeria’s Digital Public Infrastructure Framework in March 2025. The framework is built around three key components: digital identity, digital payments and secure data exchange.

He said more than 136 million Nigerians had been enrolled in the National Identification Number system as of 2026, while digital payment platforms continued to process millions of transactions daily.

In his remarks, the Director-General of the Bureau of Public Service Reforms, Dr Dasuki Arabi, said digital transformation was critical to improving public institutions, strengthening accountability and ensuring efficient service delivery.

Dr Arabi explained that the conference provided an opportunity to assess ongoing reforms, identify administrative bottlenecks and share lessons on adopting digital technologies across the public service.

He identified electronic document and records management systems, digital financial management platforms, online application systems and open-data portals as important tools for improving government operations.

The BPSR Director-General also disclosed that Gombe, Ogun, Lagos and Kaduna States had established bureaus of public service reforms, while several other states had made significant progress in digitising their public services.

Also speaking, the European Union’s Head of Digital and Green Economy Department, Ms Yolanda San Jose, described digital government as a means of building trust between citizens and public institutions.

She said effective digital services would enable citizens to access government services with less paperwork, while helping public servants obtain accurate information and work more efficiently.

Ms San Jose highlighted the European Union’s digital partnership with Nigeria, valued at more than 820 million euros, which supports investments in connectivity, digital skills, public services and cybersecurity.

She added that the EU was working with Estonia, Finland and the National Identity Management Commission towards establishing a secure data exchange platform to facilitate information-sharing among government agencies.

The Nigeria GovTech Conference and Awards brings together government officials, private-sector representatives, development partners and other stakeholders to explore ways of leveraging digital technologies to strengthen governance and public service delivery.
