This model represents part of the ministry's vision to support the partnership between the public and private sectors on issues that affect the business environment in Jordan.
The consultation strategy and partnership between the public and private sectors, studied by the ministry, is based on enhancing cooperation between the various parties involved from both sectors in order to develop a productive and efficient work environment of the Jordanian private sector.
The consultation strategy also includes means of achieving goals related to economic development and improving performance in the ministry. There are successful, yet older methods and examples of consultations between the ministry and stakeholders in preparation of new policies or reviewing existing policies, however there is a need and vision of the private sector to become more stable and effective.
This proposed initiative is aimed at identifying a consultative policy based on international best practices, in addition to designing an action plan to implement this consultative policy.
The proposed initiative, which was prepared and designed to adopt a new consultative policy for the Ministry of Industry and Trade, will raise the efficiency of administrative procedures necessary for implementation of the policy in the ministry and other relevant bodies. In addition to developing actions within the ministry for the implementation of continuous consultation in the most cost-effective manner, the use of tools such as e-government and the international norms of transparency are emphasised and prioritised.
As a result, the ministry's success in its efforts to improve the process of consultation with key stakeholders and involvement of the private sector in the process of policy making provides more information to the ministry on legislative and regulatory policies that should be set, based on a clear understanding of the expected economic impact of the ministry's decision. It would also allow the private sector to practice its full and effective role in decision-making which will affect its work in a more distinct and transparent manner.
The USAID-funded Sabeq is a five-year broad economic development initiative implemented by Bearing Point, Inc. and a sizeable team of international and Jordanian partner firms.
By both supporting improvements in the business environment and providing assistance to expand innovation and productivity in Jordanian businesses, SABEQ's four components all support the common objective of building up the private sector - Jordan's companies, innovators and entrepreneurs - as a powerful engine of economic growth.
