Jordan's Ministry of Information and Communications Technology (MoICT) and Tejari Jordan announced today the successful completion of the Tejari pilot project for the country's e- Procurement Initiative as part of the e-Government program at the MoICT, in cooperation with the Government Tenders Directorate (GTD) in the Ministry of Works and Housing. The Tejari pilot project has enabled the GTD, along with 13 construction and consulting companies from Jordan’s private sector, to learn about and experience current opportunities for electronic tendering using the powerful Tejari electronic marketplace www.tejari.com.

The new initiative complements Jordan’s broader e-Government Program in adopting a strategy that aims to provide different departments with integrated online business procedures, in order to implement best practice techniques for reducing operational costs and improving internal performance levels.

His Excellency Dr. Fawaz Al Zu’bi, Minister of Information and Communications Technology in Jordan, praised the potential role the private sector companies like Tejari play in encouraging e-Government; stating, “The Ministry recognizes the importance of adopting a comprehensive national e-Procurement strategy, because it enables us to cut down operational costs, improve the efficiency of departmental procedures and boost the productivity of all our employees through the use of technology.”

Sheikha Lubna Al Qasimi, CEO, Tejari Jordan, emphasised the importance of the Hashemite Kingdom of Jordan as a major contributor to the development of e-Commerce in the region. She added, “The main objective behind establishing Tejari Jordan was to encourage private and public organizations to access the diverse benefits that e-Procurement can deliver, including lower operational costs, increased productivity and greater reach to new markets.”

Ahmed Armoush, the Jordanian partner in Tejari Jordan, is confident that the new initiative is a right step in the direction of streamlining the Jordanian government’s purchasing operations and adopting a comprehensive, integrated e-Procurement strategy. He stated, “We extend our thanks and gratitude to the Jordanian government’s drive behind this initiative. They have allowed us to demonstrate the countless benefits of Tejari’s electronic transactions, including shortening procurement life cycles, improving internal staff performance, and reducing operational costs.”

This important pilot project consisted of six main phases: intensive product training on the Tejari e-Marketplace, followed by the launch of two virtual tenders, bids on both of these tenders by the participating contractors from their own offices, closing and awarding the tenders by the Tendering Committee at GTD, and feedback collection. There were 13 participants from the largest construction and consulting companies in Jordan as bidders, while Jordan’s GTD acted as a single government buyer on the other side of the Tejari electronic marketplace to open, study and award these tenders.

Mohammed Hindawi, Tejari Jordan’s Managing Director, stressed the importance of the e-Procurement initiative that the government is taking, which shall enhance performance and insure transparency in the public sector, in accordance with the royal directions of His Majesty King Abdullah II. Hindawi continued, “Tejari Jordan has seen rapid development, driven by the Jordanian government’s ambitious implementation programs for new technologies and by the interest that many private companies have shown in exploiting the potential of e-Procurement. We’re very confident that the government’s new initiative will be a huge success and will bring significant benefits to the private and public sectors in Jordan.”

“It is important to recognize the fact that the e-Government Team at the Ministry of Information and Communications Technology have been extremely supportive and facilitated the ideal environment for this pilot project to successfully simulate a real tendering scenario, thus proving the e-Procurement concept,” added Hindawi.

Today, a dynamic high calibre team of Jordanian experts lead by Mohammed Hindawi successfully manages Tejari Jordan, which was launched in August 2002 under the patronage of His Excellency Dr. Fawaz Al Zu’bi, Minister of Information and Communications Technology, as an extension of the joint vision shared by His Majesty King Abdullah II of Jordan and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister, in order to strengthen the development of technology initiatives in the two countries.
