The government of the Philippines is planning the launch of a cyber security portal to help curb an alarming rise in cyber attacks on government online infrastructure.

A roundtable of government agencies, chaired by the Chief Information Officers Foundation Inc, was held on October 26th (2010) to discuss the creation of a Shared CyberSecurity Services Portal (SOC).

The National Bureau of Investigation, National Security Council and the Philippine National Police are the agencies in contention to lead the project, which will be funded by the Philippines’ E-Government Fund.

The idea is to form an intelligent nerve center for information sharing and monitory of information security for all Philippine government agencies, the CIO Forum’s President George Kintanar, told FutureGov.

The Security Operations Center will provide situational awareness, the centralised management of security events, with the primary aim of reducing risk and downtime from cyber attacks.

Threat control and prevention, auditing and compliance support, incidence and response, are also aims of the Centre, which will provide alerts, assess risk, and prevent attacks before they can be executed and cause damage, Kintanar explained.

10 government agencies have experienced being hacked in the last few months, among them the Philippine Information Agency’s portal and the local government web site of the city of Bulacan, which was infiltrated by a hacker in protest over the Manila hostage seige.
