Secretary Ivan John E. Uy, chairman of the Philippine Commission on Information and Communications Technology provided an in depth look at how the government of the Philippines manages all information technology to support their e-government initiatives that includes GIS technology. "GIS is very important to achieving national government goals," said Uy.

In general, Uy envisions a new generation of Filipinos that transition from becoming merely consumers of technology and its products to becoming creators that help to build and improve on technology that results in improved personal productivity. The Philippine Digital Strategy (PDS) will hopefully bring better education and stronger economies as well as a better quality of life for all Filipinos. Uy goals include creating a high level leadership, upgrade and improve the government's IT infrastructure; and improving intergovernmental coordination to enhance government services.

How is GIS envisioned in this PDS? Many applications are expected to be deployed including visualization of zoning and tax incentive areas, law enforcement, demographic analysis, evaluation of hazardous areas, traffic management, urban planning and development, agriculture and aquaculture planning and hydrological assessments for water management.

The Philippine GeoPortal project will serve as the foundation of the Philippine spatial data infrastructure, the common infrastructure for data sharing among all government agencies for use in strategic planning and decision making.

Uy said there are some disconnected initiatives in the provinces and municipalities. Therefore this has created a need to have one national map and to establish a spatial data infrastructure that integrates one geographically referenced data set but may be generated by various government agencies, the academic community and other organizations but using one standard basemap. There are also plans to develop a multi-scale framework map for metro Manila and its environs.
